The meeting between Julia Shvabauskene, Deputy Head of the Rosselkhoznadzor, and Alain Tridon, Director of the Ministry of Agriculture's Plant Health Service was held on April 4, 2019 on the sidelines of the Session of the Commission on Phytosanitary Measures (CPM-14).
During the meeting the parties stressed the importance of regular bilateral contacts and the necessity to strengthen interaction for improvement of the phytosanitary status. The representatives of the French delegation remarked that Russia is an attractive and promising trade partner and expressed their readiness to meet and ensure compliance with phytosanitary safety requirements during export of quarantinable products.
The parties discussed the mechanism of systematization of the material pre-shipment monitoring, agreed to implement the procedure for attestation of French establishments basing on the requirements applied by the National Plant Protection Organization (NPPO) to the Russian Federation (FSVPS).
As for the test results previously performed by the FSVPS subordinate FGBI “VNIIKR”, demonstrating presence of a the dangerous quarantine disease, bacterial wilt, Julia Shvabauskene assured the French colleagues that all tests are performed according to the European and Mediterranean Plant Protection Organization (EPPO) standards.
The French delegation accepted the invitation of the Deputy Head of the service to visit the All-Russian Plant Quarantine Centre to discuss methods and aspects of the informational support.
In 2018 the French delegation visited the FSVPS subordinate All-Russian Plant Quarantine Centre. The purpose of the visit was to discuss the Federal Governmental Information System (FGIS) ARGUS-PHYTO and possibilities of interaction with the French certification system Expadon-2 and the European system TRACES.
