Rosselkhoznadzor Discussed Issues of Chinese Feed and Feed Additive Supply to Russia

The Rosselkhoznadzor conducted a teleconference with representatives of the General Administration of Customs of the People's Republic of China (GACC) on January 13.

The parties continued to discuss the situation related to the supply of feed and feed additives from China to Russia. The Rosselkhoznadzor expressed its concern about increased cases of incompliances with the Russian and EAEU requirements identified in consignments of above mentioned products imported from China to Russia in 2019. Last year the GMO components were discovered in such products from four Chinese establishments. Temporary restrictions were imposed on product supplies from these companies to the territory of the Russian Federation. Besides, Salmonella and E. coli were detected in two cases. The Service promptly notified the GACC about all incompliances.

In case other non-compliances with the requirements of the Russian Federation and the EAEU are detected, the Rosselkhoznadzor will be compelled to impose temporary restrictions on Chinese supplies to Russia.

The Russian side said that it is expecting materials from the Chinese colleagues to investigate all incompliant cases. To solve this situation, the parties will conduct a joint inspection of Chinese establishments producing feed and feed additives. During a working visit the Service representatives will be able to familiarize themselves with the Chinese system of surveillance currently implemented for establishments manufacturing these products.

In the coming days the GACC will receive a questionnaire to be completed before the visit of the Russian delegation, and the parties will determine the dates of the visit. At the request of Chinese colleagues the Rosselkhoznadzor will also forward the requirements for import of feed and feed additives into the Russian Federation.

The Service’s representatives thanked the Chinese party for organizing the negotiations and expressed hope for an early resolution of the issues concerned.
