Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The meeting was held in Beijing. The Russian delegation was headed by Yevgeny Nepoklonov, Russian Chief Veterinary Officer, and Deputy Head of the Rosselkhoznadzor. Olga Denisyuk, Deputy Head of the National Fishery and Aquaculture Product Safety also took part in the group meeting.

Deputy Heads of the Rosselkhoznadzor Ruslan Khasanov and Julia Shvabauskene represented the Russian side; Maris Balodis, Director General of the Food and Veterinary Service and Kristine Kjago, Director of the Plant Protection Service took part in the negotiations on behalf of the Latvian side.

The 2nd session of the Regional Seminar “Training for trainers” on animal welfare during transportation and slaughter organized by World Organization for Animal Health (OIE) took place in Moscow on April 18-22, 2016. The course of the second session was held in a class-room environment and included practical and theoretical training. The third session of this Seminar will take place on May 12-13, 2016 where the participants of the seminar will give presentations on “Animal welfare during transportation and slaughter”. This Session will be attended by the representatives of the following countries: Armenia, Belarus, Kyrgyzstan, Russia, Tadjikistan, Turkmenistan and Uzbekistan.

Regular meeting of the Working Group for agricultural issues of mixed Russian-Israeli Commission for trade and economic cooperation was held in Tel-Aviv from the 19th till the 22nd of April, 2016 and was participated by Vasily Lavrovsky, Assistant to the Head of the Rosselkhoznadzor. In the course of the negotiations with Nadav Galon, Israeli CVO and Veterinary Service Director and Rail Ben David, Deputy Director of Plant Protection Service, the parties defined the scope of issues that needed to be addressed as soon as possible and confirmed their readiness to enhance cooperation.

The meeting between the Rosselkhoznadzor specialists and representatives of the Municipal office and the State Administration for Agriculture and Fisheries of this Gulf country took place on April 20, 2016 in the framework of the 5th session of the Intergovernmental Russian-Kuwaiti Commission on Trade-Economic and Scientific-Technical Cooperation.

Closing meeting upon completion of the mission was held in Moscow. The Russian party was headed by Artyom Daushev, Deputy Head of the Directorate for Veterinary Surveillance of Goods Export-Import and Transportation and for International Cooperation, the Chinese party was headed by Chen Shi Sun, Head of the AQSIQ Department for Beijing.
