Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

Today, the Rosselkhoznadzor has sent a letter to the Phytosanitary Issues Management under USDA APHIS, which in particular reads that in the course of the phone talks with the US party held on February 9, 2016, devoted to violations of international and Russian phytosanitary requirements for corn and soybeans imported to Russia, the Rosselkhoznadzor came to a conclusion that notwithstanding serious concerns of the Russian side the US party had not taken any measures to prevent export of corn and soybean consignments infested with quarantine pests.

The Russian party was headed at the talks by Deputy Head of the Rosselkhoznadzor Yulia Shvabauskene, and the main negotiator from the US party was the PIM Acting Deputy Director Michael Guidicipietro. The responsible officials of the Rosselkhoznadzor Headquarters and a representative of the Ministry of Foreign Affairs from the Russian side as well as the responsible staff members of the APHIS and US Embassy to Russia took part in the talks.

The French delegation visited the Rosselkhoznadzor headquarters in the framework of the PRODEXPO-2016 International Exhibition, the largest exhibition in the Russian Federation and East Europe. The parties discussed currently important aspects of the bilateral cooperation in the field of veterinary medicine and animal product trade.

Upon the Rosselhoznadzor’s proposal the talks between the representatives of the Plant Protection Agency of the Animal and Plant Health Inspection Service of the United States Department of Agriculture will take place on February 9, 2016 in Moscow. The parties plan to discuss the compliance of exported American corn and soybean with the Russian phytosanitary requirements.

Meeting of the EPPO Expert Group on Diagnosis and Quality Provision was held in Paris. 16 experts from 14 countries participated in the meeting. Russian Federation was represented by Sherokolava N.A., Deputy Director FGBI “VNIIKR”. The meeting was chaired by F. Petter, Assistant to Director General, EPPO.
