Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

Latest News

The meeting was held in Paris on May 25, 2016. While discussing the aspects of mutual exports the parties agreed on the need to review the veterinary control and monitoring systems of the both countries as well as on the need to exchange experience between the Russian and South Korean researchers in the area of diagnosis, prevention and eradication of animal infectious diseases such as FMD, porcine epidemic diarrhea, avian influenza, ASF, etc. in order to maintain the disease freedom in the both countries.

Opening the meeting on the 25th of May, 2016 in Paris, Yevgeny Nepoklonov reported on an intensive growth in Russian livestock production in the last 10 years that helped Russian producers and the whole system of veterinary surveillance to successfully go through inspections carried out by other countries, for example, countries of the Persian Gulf and to start exports.

At the meeting held on the 24th of May, 2016 on the sidelines of the 84th OIE General Session in Paris the sides briefly discussed the following issues: cooperation in the field of electronic veterinary certification, conditions to attract New Zealand investment into dairy industry of Russia and an issue of bringing together experts of two countries to share experience in prophylaxis of infectious diseases and in monitoring tests for food safety criteria.

During the visit to Japan aimed at discussing exports of Russian grain and grain product from Russia to Japan, The Rosselkhoznadzor delegation headed by Deputy Head of the Rosselkhoznadzor Ruslan Khasanov and Director of the FGBI “Centre for Grain Quality Assessment” Yulia Koroleva held a working meeting with representatives of “Zenno Corporation”, Japan, headed by Director General Kendzhi Sakai.

The negotiations were held on May 24, 2016 and were devoted to the discussion of the agreements reached during the first meeting of the Russian-Iranian Working Group on Veterinary and Phytosanitary Issues. The Iranian party has confirmed its commitment to send in the nearest future the draft protocol for frozen deboned beef exported from Russia to Iran.

The meeting took place on the 24th of May, 2016 on the sidelines of the 84th  OIE General Session. During the meeting the two sides discussed topical issues of cooperation in veterinary surveillance and ensuring biosafety during mutual supplies of animal products. The Russian side thanked the Canadian side for the information on program developed to regulate pork production without the EAEU-banned growth promoters in the territories, where the above-mentioned substances are approved for commercial animals.
