Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. Upon an initiative of the Rosselkhoznadzor talks regarding imports of quarantineable products into the Russian Federation will be held on 29 January 2015 with Aleksandar Kostovski, Head of the Plant Health Department of the Ministry of Agriculture, Forestry and Water Economy.

The talks took place upon the initiative of the Russian party and were devoted to the possibility of resuming exports of Moldovan apples to Russia.
The Moldovan National Food Safety Agency expressed its readiness to provide the Rosselkhoznadzor with official guarantees of apple safety and with the list of Moldovan producers interested in export of their products. The parties noted that it was necessary for the Rosselkhoznadzor to audit the Moldovan system responsible for the compliance of such exports with the Russian and international phytosanitary requirements. Besides contact points for further cooperation were determined.

The Rosselkhoznadzor informs that the quarantine phytosanitary testing of seed potatoes samples taken during the visit of the Rosselkhoznadzor’s specialists to the Federal Republic of Germany and the Kingdom of the Netherlands from December 5 to 13, 2014 is over. No quarantine objects for the Russian Federation were found in the samples. In this context import of 18,092 tons of seed potatoes from Germany and 12,847.6 tons from the Netherlands to the Russian Federation is permitted. The corresponding notifications were sent to the Russian Federal Customs Service, Dutch and German national plant protection organizations and to the Rosselkhoznadzor Territorial Administrations.

Upon the initiative of the Rosselkhoznadzor the talks with Director of the State Plant Protection Service of the Republic of Latvia Ms. K Kjago devoted to export of soybean meal and soybeans through the Latvian territory to the Russian Federation will be held in Moscow on January 28, 2015.

Due to outbreaks of highly pathogenic avian influenza H5N8 in Anhalt-Bitterfeld district, Saxony-Anhalt, Germany, temporary restrictions on export of live poultry and hatching eggs to the Russian Federation from the specified district are imposed from January 27, 2015.

Telephone conference was held on January 26, 2015 to continue discussion on cooperation between relevant Russian and Armenian competent authorities. Today the inspection team of the Eurasian Economic Community (EurAsEC) has started to inspect animal product establishments in Armenia. The inspection will last till February 6, 2015. One of the inspection goals is to assist the Armenian counterparts to adapt to the operation within the membership in the EurAsEC. The Armenian party expressed its readiness to facilitate the inspection as much as possible. In particular, all required documents will be provided and consultations on emerging issues will be carried out. The parties underlined their mutual interest in the highest possible efficiency of the activities involving Russian inspection team carried out in Armenia.
