Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

A CERT supported Dr. Alexie Alekseenko Assistant Chief of Rosselkhoznadzor to organize the meetings which took place in Greece and participated in the negotiations with the Deputy Minister of Agriculture of Greece, the Industry Unions and Associations, Directors of the Veterinary Directorate of Hygiene and Food Safety of animal origin of the Ministry of Agriculture and Members of the Greek Parliament. Also, A CERT was the organizer of the scientific three-days PanHellenic Congress of Meat and Meat Products and the Seminar concerned the inspection and certification, the hygiene and safety of plant and animal origin products.

The seminar was held on the margins of the exhibition of agricultural sector products of Greek economy in Thessaloniki. Delivering a speech at the seminar Alexey Alexeyenko, Associate Head of the Rosselkhoznadzor, particularized the structure of the developed by the Rosselkhoznadzor highly integrated system of certification, testing and tracing of state-regulated food products.

The meeting was held on the sidelines of the Meat Congress in Thessaloniki. The Greek delegation was headed by Director of the Directorate for hygiene and safety of animal products which is a unit of the Directorate General for Production of Animal Products and Veterinary Issues of the MoA of Greece.  The sides discussed a possibility to improve cooperation between the Rosselkhoznadzor and the Greek veterinary services in epidemic issues and safety control of raw meat and products thereof.

The negotiations were held via teleconference on February 27, 3015 and were devoted to the discussion of the Draft Memorandum of Understanding on control of imported and exported fishery and aquaculture product safety between the Rosselkhoznadzor and Department of Fisheries of Thailand.

The Rosselkhoznadzor plans to inspect South African plants producing animal products for their compliance with the CU and RF veterinary and sanitary requirements. It is planned to inspect 18 South African plants producing animal products (beef, pork, poultry meat, ostrich meat and dairy products). The epizootic situation in the RSA will be also assessed during the inspection. In addition to it, it is planned to visit premises supplying raw materials to the inspected plants and other organizations involved into production and/or control of the corresponding regulated commodities produced by the inspected plants, i.e. laboratories in the RSA testing the products.

At the invitation of the NPPOs from the French Republic, the Federal Republic of Germany and the Kingdom of the Netherlands, the Rosselkhoznadzor delegation will pay a visit to these countries between the 27th of February and the 14th of March 2015 in order to carry out joint inspection of the seed potatoes prepared for dispatch to the Russian Federation.
