Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The Rosselkhoznadzor and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) agreed to establish a scheme of exchanging information on health certificates for fish meal issued and sent by the Rosselkhoznadzor for export from the Russian Federation to China.

The meeting was held in Moscow at the initiative of the Guatemalan side. Mrs. Daria Kopylova, Attaché of the Central America Unit in the the Department of Latin America of the Ministry of Foreign Affairs, took part in the meeting as well. Mrs. Godinez Saso expressed gratitude to Sergey Dankvert for the arranging the meeting and also noted that Mr. Dankvert’s report at the St. Petersburg International Economic Forum caught her attention. The report covered the issues of cooperation between Russia and the Republic Guatemala.

Negotiations were held between the Rosselkhoznadzor and the Directorate for Food and Control of the Ministry of Food, Agriculture and Livestock of the Republic of Turkey on the 10th of July, 2017. The negotiations were devoted to quarantine of Turkish plant products imported to Russia and to veterinary control and surveillance just before the Turkish inspection of the Russian establishments keen to export animal products to the Republic of Turkey. As for the plant quarantine issues the Russian side was represented by Deputy Head of the Rosselkhoznadzor Julia Shvabauskene. The Turkish side was headed by Deputy Director on food and control of the Ministry of Food, Agriculture and Livestock of the Republic of Turkey Dr. Yunus Bayram.

An annual, regular meeting of the Intergovernmental Council for Cooperation in the Field of Veterinary Medicine in the CIS countries was held in Dyushambe (Tajikistan) on the 6th of July, 2017. Representatives from Armenia, Belarus, Kazakhstan, Moldova, Tajikistan and Ukraine took part in the meeting. The RF delegation at the meeting was represented by Director of Department for Veterinary Medicine of the RF MoA V.Shevkoplyas, Head of the Department for Veterinary Control of Import/Export operations during Transportation and for the International Cooperation of the Federal Service for Veterinary and Phytosanitary Surveillance A.Daushev, Director of the FGBI «Federal Centre for Animal Health (FGBI ARRIAH)» subordinated to the Rosselkhoznadzor D. Lozovoy and Deputy Director for Research and Development of the FGBI ARRIAH A. Metlin.

Technical consultation at the initiative of the Chilean party took place on June 30, 2017 and were aimed at discussion of a number of documents of the Eurasian Economic Union on plant quarantine coming into force on July 1, 2017. The Russian side was represented by Julia Shvabauskene, and Chilean side was represented by attaché of the Ministry of Agriculture Pablo Baraona. Attaché thanked Deputy Head of the Service for holding the unscheduled meeting.
