Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The Russian delegation at the talks was headed by Vasiliy Lavrovsky, Head of the Directorate for Veterinary Inspections in the Framework of the International Cooperation and the WTO and the Indian party was headed by Guruprasad Mohapatra, Director General of the Department of Commerce under the Ministry of Commerce.

The talks took place on July 27 in the videoconference mode and became the continuation of active cooperation between the Rosselkhoznadzor and Chilean veterinary competent authorities in product electronic certification area. The parties discussed the initial results of their activities aimed at the identification of the most convenient and functional mechanism for preliminary notification about all Chilean fish product consignments shipped to Russia.

Upon the agreement with the Competent Authorities of the Republics of Kazakhstan, Belarus and Armenia the Rosselkhoznadzor specialists inspected 15 Macedonian plants (7 – ready-to-eat meat products, 8 – dairy products) which had not exported their products to the EEAC countries before on July 13 – 23, 2015.

Tomorrow, on July 22, the bilateral meeting between Deputy Head of the Rosselkhoznadzor Nikolay Vlasov and Head of the National Agro-Forestry-Fisheries Quality Assurance Department under the Ministry of Agriculture and Rural Development Nguyen Nhu Tiep is planned to be held. The parties will discuss the results of mutual inspections of animal production plants and other vital issues of bilateral cooperation.

The meeting took place in Ankara on the sidelines of the inspections of Turkish plants interested in export of animal products to the Russian market.  The parties expressed their serious concern over the increase in the number of illegal export cases and amounts of plant products produced in the EU countries and accompanied with falsified phytosanitary certificates of the Turkish National Service of Plant Quarantine and Protection to Russia.
