Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The Rosselkhoznadzor has been recently concerned about regular violations of the international and Russian phytosanitary requirements detected in consignments of plant products imported from Poland to Russia. 916 violations of international requirements for phytosanitary documents were detected in 2013 and this concern was negotiated with the State Plant Health and Seed Inspection Service of Poland in November 2013 (http://www.fsvps.ru/fsvps/news/8228.html?_language=en ), when the Polish side undertook extra commitments to ensure reliable phytosanitary certification of the regulated goods. Despite it, 513 violations have been detected since the negotiations and the situation suggests low efficiency of measures taken by the Polish side.

Mediterranean fruit fly (live larvae), a quarantine pest, was detected during border phytosanitary control examination carried out by experts of the Territorial Administration of the Rosselkhoznadzor for the Krasnodarsky Krai and the Republic of Adygeya in a consignment of peaches (19.5 tons)  imported from the Republic of Turkey to the Novorossiysk seaport.

Sergey Dankvert informed Leonid Zayats about the restrictions the Rosselkhoznadzor imposed on milk products imported into Russia from Ukraine due to the increase of the number of consignments which do not meet the CU and RF safety requirements. Other issues of mutual interest such as the continuous spread of ASF in Eastern Europe were also touched upon.

Due to the fact that the residues of prohibited and hazardous substances such as the residues of tetracyclines, salts of heavy metal, microorganisms, including pathogenic ones, were repeatedly detected in milk and milk products imported into Russia from Ukraine the Rossellhoznadzor imposed temporary restrictions on them from July 28, 2014 and informed the Veterinary Service of Ukraine about it during the telephone negotiations.

Last week at international inspection points Bugaevka and Novobelaya on the Ukrainian border staff members of the Rosselkhoznadzor Administration for the Voronezh oblast detained illegally imported products during the official veterinary check of hand luggage and luggage of passengers crossing the border.

Chief Veterinary Officer of Poland made a special statement in which he expressed his concern about the concealment of cases of domestic pig mortality caused by ASF. On July 17 three pigs died on a farm near Bialystok and the carcasses were buried by the farmer. Veterinary inspection bodies were not informed about the deaths. In this connection the Rosselkhoznadzor reminds that concealment of such cases in Poland as well as in any other country creates ideal conditions for the disease spread.

As it was previously announced the Rosselkhoznadzor expresses grave concern about uncontrolled importation of Ukrainian plant products in passengers’ hand-luggage and baggage. The Rosselkhoznadzor’s proposal of urgent phone talks with the Veterinary Service of Ukraine for the discussion of the issue received no response.

The outbreak occurred in one of the backyards of Zielona settlement of Białystok County of Podlaskie Voivodeship. A boar carcass had been previously found in 4 km from the settlement. The boar died of ASF. The outbreak is indicative of the fact that the disease has established in the territory covering Poland, Belarus, Baltic states, Ukraine and part of Russia and confirms highly unfavorable prognosis of the risks of further ASF spread in the EU made by the Rosselkhoznadzor experts.
