Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

Latest News

As agreed with the competent veterinary authorities of Latvia and Estonia, the Rosselkhoznadzor experts will inspect Latvian and Estonian fish-processing plants from the 27th of June to the 1st of July, 2016.

From the 21st to the 24th of June the Rosselkhoznadzor experts visited Yerevan in order to familiarize themselves with production of vegetables and fruit, berries, storage facilities and certification of products for export to Russia. The Rosselkhoznadzor experts visited a number of companies growing vegetables in greenhouses and keeping apple and apricot gardens.

According to the information received from Gabriel Anicet Kochofa, Ambassador of Benin in the Russian Federation, during the negotiations which were held on June 23, 2016, no regulated products (peaches, nectarines, kiwis) are grown in the Republic of Benin at present. In order to prevent import of agricultural products which come under restrictions imposed by the President of the Russian Federation and the Government of the Russian Federation, the Rosselkhoznadzor banned export of regulated products (fresh peaches, fresh nectarines, fresh kiwis) which originate in the Republic of Benin to the territory of the Russian Federation, until there is all necessary information available from the National Quarantine and Plant Control Organization of the Republic of Benin.

They are going to visit sites of quarantinable product growing, production and storing as well as to familiarize themselves with the system of phytosanitary certification of fruit and vegetable products exported to the Russian Federation.
