Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The Rosselkhoznadzor specialists for Tver and Pskov oblasts prevented export of 9 dogs by two Russian citizens to Latvia at the multiway automobile check point “Shumilkino”. The dogs were accompanied with neither veterinary certificates nor Rosselkhoznadzor’s permission for animal export.

Since the beginning of the current year the Rosselkhoznadzor specialists for Oryol and Kursk oblasts has sent back 167 consignments of animal products including four horses due to violations of rules of importing consignments regulated by the National Veterinary Service.

The Rosselkhoznadzor specialists for Krasnodar Krai and Republic of Adygeya detected two containers with 44.9 tons of nonstandard beans exported from Turkey at the Novorossiysk sea port. According to freight forwarder’s request these beans were intended for sale.

143d meeting of the EPPO Executive Committee was held on the 14-16th of April 2014. Representatives of Austria, Hungary, Malta, Serbia, Tunis, Uzbekistan and Estonia participated in the meeting as members of the Executive Committee: President – Mr. R. Arnitis, representative of Latvia, vice-president – N.A. Sherokolava, Deputy Head of the FGBI “All-Russia Centre for plant quarantine”, representative of Russia, M. Word, General Director of EPPO Secretariat and EPPO officers F. Petter, A. Orlinsky, E. Madene and J.-L. Lavin participated in the meeting.

As the Rosselkhoznadzor previously announced a big number of dead boars were found in Parseta River in Kolobrzeg District of the West Pomorski Province in Poland. The Rosselkhoznadzor addressed the Polish Veterinary Service with an official request to inform of the laboratory test results of samples collected from dead animals. No response was received and carcasses of all found animals were burnt without pathological material collection.

Meeting between Head of the Rosselkhoznadzor Sergey Dankvert and Moldovan Minister of Agriculture Vasile Bumacov and General Director of National Agency for Food Safety Ion Sula was devoted to the issues of safety assurance of exported Moldovan animal and plants products to the Russian market.

Saudi Arabian delegation visited the FGBI “Federal Centre for Animal Health” subordinated to the Rosselkhoznadzor on April 15, 2014. The delegation includes the representatives of the Saudi Arabian Food and Drug Administration and United Dairy Breeders Company. The visit was aimed at the acquaintance with the FGBI ‘ARRIAH” activities and discussion of further cooperation in FMD control considering the fact that foot-and-mouth disease has been a global problem and posed a biological threat not only to agriculture sector but for the country economy. The FGBI “ARRIAH” experts informed the delegation about the Centre’s activities, FMD epidemic situation in Arabian countries as well as about FMD vaccine production by the Centre. The guests highly appreciated the FGBI “ARRIAH” activities and its experts’ qualifications.
