Rosselkhoznadzor Expresses Concern Due to Situation with Highly Pathogenic Avian Influenza in France

75 outbreaks of highly pathogenic avian influenza in chicken and waterfowl agricultural flocks were registered mainly in the south-west of France since November, 2015. The disease was causes by the viruses of the following subtypes: H5N1 (19 cases – the last 2 of them occurred on the 16th of February, 2016 and more than 50 thousand birds were dead or destroyed by the veterinary service), H5N2 (34 outbreaks – the last one was registered on the 28th of January, 2016, and more than 130 thousand birds were destroyed), H5N9 (22 cases - the last foci was detected on the 3rd of February, 2016 and more than 70 thousand birds were destroyed in total). The infection source in all outbreaks was not determined.

The situation with low pathogenic avian influenza remains stringent: thus, 10 cases of infection of poultry flocks (mainly ducks) were registered in the territory of France during the last 4 months and more than 30 thousand birds were destroyed as a result of veterinary and sanitary measures.

Rapid evolution and natural diversity of virus variants, danger of virus entry into poultry flocks in closed-type industrial enterprises with unpredictable economic and social impacts, its pandemic potential and real threat for the human health stipulate the seriousness of the problem and require consolidation of efforts at the national and international level in solving the problems of prevention and eradication of the highly dangerous disease.

The only reliable method of early response to the threat in order to prevent the introduction of avian influenza virus into the territory of the Russian Federation is imposing temporary restrictions on export-import operations with regard to live poultry, incubation eggs and poultry products prior to the renewal of the lost animal health status for the notifiable influenza in the country’s territory taking into account the international principles of regionalization and compartmentalization.
