Meeting between Territorial Administration of the Rosselkhoznadzor and Representatives of Veterinary and Phytosanitary Services of the Republic of Kazakhstan in Chelyabinsk

A meeting was held in Chelyabinsk on the 23d of June and was devoted to control of movements of plant and animal products through the Southern–Urals part of the Russian-Kazakh border. Representatives of the Federal Service for Veterinary and Phytosanitary Surveillance took part in the meeting: Maxim Tsukanov, Deputy Head of the Directorate for International Cooperation and Veterinary Control of Export/Import and Transportation; Vyacheslav Semyonov, Deputy Head of the Directorate for Phytosanitary Surveillance and Seed Control of the Rosselkhoznadzor; heads of two territorial administrations of the Rosselkhoznadzor Sergey Naumov (for the Chelyabinsk Oblast) and Sergey Ryabikh (for the Orenburg Oblast); Director of the FGBI “Chelyabinsk IVL” Viktor Tikhonov; Deputy Heads of the Territorial Administrations of the Rosselkhoznadzor in the Chelyabinsk Oblast, Heads of the Border control  department at the national border of the Russian Federation and during transportation and from the Department for Plant Quarantine of the Rosselkhoznadzor Territorial Administration for the Chelyabinsk Oblast. The oversight body also invited federal inspector for the Chelyabinsk Oblast, representatives of the Border Division of the Russian Federal Security Service in the Chelyabinsk Oblast, of the Chelyabinsk Customs Office of the Federal Customs Service, the Department of the Federal Highway Police for the Chelyabinsk Oblast of the Federal Agency for Transport Supervision (for the Chelyabinsk Oblast) and representatives of the Ministry of agriculture of the Chelyabinsk Oblast.  The Kazakh delegation was headed by Almbek Mars, Deputy Head of the State Inspection Committee in the agro-industrial complex in the Ministry of Agriculture of the Republic of Kazakhstan and Olzhas Ausabayev, Vice Chair of the Committee for veterinary control and surveillance of the Ministry of Agriculture of the Republic of Kazakhstan. The delegation also included representatives from three oblasts of Kazakhstan – Kostonaysky, Aktyubinsky, Western Kazakhstan: heads of the regional territorial inspections of the Committee for veterinary control and surveillance; heads of the food safety departments and mobile units of the territorial inspections; heads of the departments of State Inspection for Plant Quarantine and Phytosanitary Control Posts of the territorial inspection of the State Inspection Committee in the agro-industrial complex in the Ministry of Agriculture of the Republic of Kazakhstan. The meeting was initiated on the 9th of June in Moscow, when negotiations were held between Head of the Rosselkhoznadzor Sergey Dankvert and Vice-Minister of the Republic of Kazakhstan Gulmira Isayeva, when the two sides made a decision to develop together some joint measures in order to prevent import of products to Russia from Kazakhstan without properly completed veterinary and/or phytosanitary certificates. Head of the Territorial Administration for the Chelyabinsk Oblast Sergey Naumov expressed gratitude to the Kazakh delegation for their participation in the meeting and noted how representative the delegation was and highlighted previously expressed interest in this dialogue. Maxim Tsukanov informed the participants about outcomes of the negotiations held between Head of the Rosselkhoznadzor Sergey Dankvert and Vice-Minister of the Republic of Kazakhstan Gulmira Isayeva. During the discussion the two sides agreed to launch a pilot project of joint raids at the border territories of the Chelyabinsk and Orenburg Oblasts. Maxim Tsukanov explained that the main goal of the meeting is to make decision on the activities of joint mobile groups at the borders.

Almabek Mars noted that despite the fact that there no preliminary notification posts on the Kazakh side of the border, transportation of consignments without accompanying documents is still registered, therefore, Kazakhstan as well as Russia is interested in arranging control during transportation and in bringing undisciplined carriers to justice. He also noted that Kazakh veterinarians and phytosanitary inspectors are ready to start joint checks at the border notification point as soon as possible.

At the end of the meeting a decision was made to start joint raids at the border notification point in the Chelyabinsk and Orenburg Oblasts in the near future after cooperation scheme is developed and clarified. The Kazakh side will be represented by experts from food safety department, mobile units, departments of the State Inspection for plant quarantine and phytosanitary control posts in the regional inspections of three Oblasts: Kostonaysky, Aktyubinsky, Western Kazakhstan; the Russian side will be represented by officials from the border veterinary control departments at the state border of the Russian Federation and phytosanitary control departments of the Rosselkhoznadzor territorial administrations for the Chelyabinsk and Orenburg Oblasts. Members of the raid groups will be chosen next week as well as the duty table will be approved and persons responsible for implementation of the pilot project will be established.
