On December 20, 2017 a video conference with the
participation of the specialists of the Federal Service for Veterinary and
Phytosanitary Surveillance and the National Food Safety and Quality Service (SENASA)
of the Republic of Argentina took place on the initiative of the Argentine
party. The representatives of the Eurasian Economic Commission and the Embassy
of the Republic of Argentina in the Russian Federation were also present at the
conference. Issues concerning the implementation of the Uniform Phytosanitary Requirements
of the Eurasian Economic Union were discussed during the talks.
Within the framework of the said event the parties discussed
measures proposed by the National Plant Protection Organization of the Republic
of Argentina (the NPPO of Argentina) as regards easing of the phytosanitary requirements
set out in the provisions of the Uniform Quarantine Phytosanitary Requirements
for products and objects subject to quarantine at the customs border and the
customs territory of the Eurasian Economic Union approved by the Decision of
the Council of the Eurasian Economic Commission dated November 30, 2016 No. 157
with respect to Argentine corn, sunflower and pulse seeds, food potatoes,
soybeans, fresh and dried grapes, fresh fruits and fresh blueberry in
The Russian party and the representatives of the Eurasian
Economic Commission provided clarification on measures proposed by the
Argentine party and drew attention to the fact that the Uniform Phytosanitary Requirements
were scientifically and technically based and harmonized with the international
legislation in the field of plant quarantine.
The Russian party elaborated on the new phytosanitary requirements
effective as on July 1, 2017 and specified that the measures had been implemented
gradually since November, 2016 and the Argentine party had had time to get
prepared for their implementation.
A representative of the Eurasian Economic Commission noted
that the requirements had been developed during 5 years involving the
specialists from other countries, publically discussed and made available to
the public so that trading partner countries could familiarize themselves with
them; the requirements had also been notified within the World Trade
As mentioned by a representative of the Rosselkhoznadzor, an
important condition for the implementation of the EAEU phytosanitary requirements
was the control of crops during the whole period of vegetation, including
laboratory tests, conducted by the Argentine competent authority.
The parties discussed the notions of a free area, a free
place of production and a free production site mentioned in the International
Standards for Phytosanitary Measures with respect to their use in practice in
order to ensure their unequivocal interpretation, as well as accurate completion
of Section II. Additional Declaration of the phytosanitary certificate issued
by the NPPO of Argentina.
According to the existing phytosanitary requirements, in
case the competent authority of the Republic of Argentina conducts on-site
control and laboratory testing of plant products for the detection of
quarantinable objects during one year and if based on the test results a
quarantinable object is not detected, this place can be recognized as free from
quarantinable objects. It is necessary to note that some plant products are to
be exported to the Russian Federation only from places (areas, sites)
recognized as free from objects quarantinable for the Russian Federation.
The Russian party expects that the competent authorities of
the Republic of Argentina will enhance control of sunflower, corn and pulse
seeds and provide official guarantees that the supplied Argentine products
originate from places (areas, sites) recognized as free from objects
quarantinable for the Russian Federation.
The representative of the Rosselkhoznadzor noted that
according to available information it was possible to identify areas free from quarantinable
objects in Argentine. In its turn the Rosselkhoznadzor is waiting for the
official information on tests conducted by the Argentine party.
Unofficial translations of the Uniform Regulatory Acts of
the Eurasian Economic Union concerning plant quarantine were forwarded to the
Argentine party through the Embassy of Argentina in Russia.
As a result of the meeting the parties agreed to continue
the discussion of technical issues concerning the implementation of the Uniform
Phytosanitary Requirements in formats suitable for the parties.
The Argentine party expressed gratitude to the
Rosselkhoznadzor for having organized and held the meeting in such format that
provided an opportunity to discuss the issues of interest at the level of
technical specialists and invited the Russian specialists to visit the subordinated
laboratories and familiarize themselves with the phytosanitary control system
existing in the Republic of Argentina.
