Rosselkhoznadzor Held Talks with General Administration of Customs of People’s Republic of China on Access of Russian Poultry Products to China

On 9 July 2019, , in Beijing, the representatives of the Rosselkhoznadzor held a working meeting with the General Administration of Customs of the People’s Republic of China (GACC).

One of the key issues of the meeting was the discussion of the procedure for Russian poultry product access to China, in particular the procedures for the issuance of veterinary certificates that accompany Russian products entering the People’s Republic of China. The parties discussed several technical issues regarding the access procedure for Russian consignments and making amendments to the lists of Russian establishments authorized to export their products to the PRC. It was decided to hold an additional technical meeting to obtain comprehensive information on the issuance of veterinary certificates.

In order to streamline the customs clearance procedures, the Russian party proposed to the Chinese colleagues to provide access to the relevant Rosselkhoznadzor information systems for the designated officials of the GACC, in particular regarding the issuance of electronic veterinary certificates and sending electronic notifications. The Chinese colleagues noted that this proposal was of great interest for them. The parties agreed to continue working in this area and to hold a separate meeting of technical specialists.

The Rosselkhoznadzor and the GACC expressed their confidence that all the technical issues will be resolved in the shortest time possible. This is of great importance for productive cooperation and free access of Russian poultry products to the Chinese market. The Chinese party informed that the response on this matter would be provided within the next few days.

The question was raised about the possibility of delivering Russian poultry products by rail through Zabaykalsk-Manchuria border inspection post. The Chinese colleagues provided an overview of the Chinese border veterinary control system; the discussion on this issue will be continued in coordination with the relevant GACC department.

In conclusion, the parties expressed their hope for further fruitful cooperation being an important part of mutual trade between the two countries.
