On July 10, the Rosselkhoznadzor representatives held an
additional working meeting with the representatives of the General Administration
of Customs of the People’s Republic of China (GACC) in Beijing.
The Parties reviewed a number of technical issues regarding
the issuance and filling-up of veterinary certificates accompanied by which
poultry products were exported from Russia to China as well as sending of
preliminary notifications. The topic was considered in order to settle
complicated issues arising during the release of Russian consignments.
The meeting seemed to have a major importance in the light
of the GACC briefing held on July 8 with the representatives of embassies and
trade missions accredited to China. In the course of the briefing the Head of
the Administration for Food Safety at PCR Export-Imports said that lately a
number of complications were revealed at imports of meat products to China. The
complications are connected to the fact that imported goods do not comply with
the Chinese State standards regarding content of prohibited and harmful
substances, as well as to violations during issuance of veterinary certificates
and increased detection of forged veterinary certificates and re-export
The Rosselkhoznadzor representatives assured their Chinese
colleagues that they would take all possible measures to prevent such incidents
during exports of Russian products.
Also the Russian party raised the question regarding
possible lifting of restrictions introduced earlier by China against a Russian
honey manufacturing establishment. The authorities’ representatives discussed
the procedure for cancellation of such export restrictions.
At the conclusion, the Parties agreed to exchange experience
in state veterinary control at mutual exports of animal products as well as to
launch an integration of Russian and Chinese information systems in the field
of animal product certification.
In this context, the Rosselkhoznadzor representatives
invited their Chinese colleagues to visit Saint Petersburg to see the
functioning of sea border point and state veterinary information systems.
