On July 19 the Rosselkhoznadzor held a meeting with
representatives of the National Plant Quarantine and Protection Organizations
of China and India on the margins of the 75th regular Session of the World
Trade Organization Committee for Sanitary and Phytosanitary Measures. The talks
were focused on ensuring phytosanitary safety in mutual supply of plant products.
The Russian side expressed concern about the systematic detection
cases of quarantine objects in deliveries of regulated products from China to
Russia. In particular, in 2018 quarantine objects were detected in 32 cases,
while the Chinese side took measures with regard to some notifications only.
The Russian delegation handed over the Rosselkhoznadzor’s
inquiries to the Chinese side that is expected to provide answers in the near
future, as well as a list of Russian producers interested in supplying barley
to China, and grain storage facilities.
Due to the interest of Russian producers the Service
requested special phytosanitary quarantine requirements for import of tomatoes,
peppers and cucumbers to China from Russia.
During the meeting with the Indian delegation, explanations
were given on the EAEU requirements for import of products that are susceptible
to Striga spp. The Rosselkhoznadzor representatives stressed that the phytosanitary
certificate must contain information in accordance with the Uniform quarantine
phytosanitary requirements approved by Decision of the Council of the Eurasian
Economic Commission No. 157 of November 30, 2016. While discussing the
possibility of supplying potatoes from India to Russia the representatives of
the Rosselkhoznadzor indicated the need for potato supplies from zones, places,
production sites free from 18 organisms quarantinable for the Eurasian Economic
