A meeting between Sergey Dankvert and First Vice-Minister of Agriculture of the Republic of Kazakhstan Aidarbek S. Saparov took place on the sidelines of the All-Russian Agricultural Exhibition “Golden Autumn”. Chairman of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of Kazakhstan Arman K. Utegulov also participated in the event.
In the course of the talks, the parties discussed their further steps in enhancement of bilateral cooperation and development of trade relations between the two countries.
In this regard, they discussed in detail the policy-making mechanism for the veterinary control of animal products intended for export from Kazakhstan to Russia and vice versa. The parties agreed that this work should be entirely within the sphere of competence of the national veterinary authority and cannot be carried out in parallel with other authorities because this unbalances mutual understanding between the parties and leads to failures in the operation of the common system.
The parties reached agreement on the need to work proactively with exporting companies taking into account potential negative effects. By way of a positive example, the experience of the Russian Federation was noted where the Rosselkhoznadzor carries out extensive work as regards exporting companies. In particular, when incompliances are detected, the Rosselkhoznadzor, at its own discretion, imposes temporary restrictions with respect to the exports from the companies, which fail to meet the requirements of the importing country. Such work is carried out on a regular basis and helps to build confidence between Russia and the importing country.
Another topic of the dialogue was the level of availability of laboratory facilities of the Russian Federation and Kazakhstan veterinary services. Sergey Dankvert invited the Kazakhstan colleagues to get familiar with the work of the extensive laboratory network of the Rosselkhoznadzor. In this vein, it was mentioned that the Rosselkhoznadzor laboratories successfully passed a great number of various checks and proved themselves to be high-level institutions.
The parties planned to shortly consider the existing temporary restrictions with respect to certain companies willing to supply their products from Kazakhstan to Russia and from Russia to Kazakhstan in connection with their possible lifting in the near future.
