Negotiations between Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor, and Romano Marabelli, Chief Veterinary Officer of Italy

The meeting was held on the margins of the international seminar ‘The Application and Strengthening of Preventive Measures Aimed at Mitigating Risk of Introduction of Classical and African Swine Fever into the European Union”. The parties expressed grave concern about double standards in importation and exportation of the regulated products in compliance with the EU legislation. Yevgeny Nepoklonov remarked that at Russia’s accession to the WTO the EU and US experts demanded that Russia should give up lists of live animal, milk and casing suppliers though such lists exist and are frequently used in the European Union. In addition, legal innovations envisaging delegation of some functions to the business society were also of adverse impact on biosecurity in Russia. According to the statement of Romano Marabelli one of the examples of such double standards is approval of the US legal provisions on bovine spongiform encephalopathy (BSE) by the competent authority of the European Commission (DG SANCO). This resulted in the fact that the US establishments may supply their products to the EU, while according to current EU legislation EU member states may not supply their products in the USA. The parties also emphasized the need to establish general approaches to settlement of common biosecurity issues during mutual supplies. They also stressed the necessity for well-coordinated international measures to control arising challenges. The parties also mentioned an issue of chilled product supplies from Italy to Russia. In view of the specific risks related to chilled product exportation, their vulnerability to bacterial contamination and spoilage as well as due to the fact that subject to storage and transportation conditions such products come for distribution as soon as they are imported, the parties reached consensus on the necessity of signing separate protocols regulating the provisions on chilled product exportation into Russia
