Talks between Rosselkhoznadzor Delegation and European Commission Representatives on Margins of WTO SPS Committee Meeting in Geneva

The Russian delegation was headed by Deputy Head of the Rosselkhoznadzor Yevgeny Nepoklonov and the European delegation was headed by Director of Directorate within EU DG SANCO Bernard Van Goethem.

Bernard Van Goethem claimed that Russia should accept the regionalization conditions proposed by the European Commission i.e. to impose temporary restrictions on export of pork products only from six regions of the southeastern part of Lithuania and three northeastern regions of Poland. The Russian party rejected the proposal categorically as there was no evidence provided proving the freedom of the rest of the European territory from African swine fever and noted an extremely formal and scientifically unjustified approach of the EC administration and experts to the submission of data needed for risk analysis and requested by the Rosselkhoznadzor as early as in the beginning of February.

During the meeting Bernard Van Goethem demanded to amend the wording of Article 4.1 of the veterinary certificate but Yevgeny Nepoklonov noted that since the Customs Union was established such certificates should be agreed not only by the Rosselkhoznadzor but also by the Veterinary Services of other two member countries, Kazakhstan and Belarus. Dr. Nepoklonov explained to Mr. Van Goethem that a standard procedure exists that is used for agreement of issues concerning the interests of one or all three member countries on the platform of the Eurasian Economic Commission (EEC).

When the possibility of seed and table potato export resumption from the European Union to the Russian market was discussed the European Commission representatives were explained that such exportation is possible only after examination of individual potato consignments and laboratory testing of jointly collected samples for safety criteria. At the same time the European Commission did not express any readiness to lift the ban imposed on exports of the Russian seed and table potato and plants for planting in 2000.

The question addressed to the European Commission about possibilities and terms of the issue resolution remained unanswered. The ban on export was imposed; the issue has not been resolved yet due to the unwillingness of the EC to search for constructive solution approaches and this is again indicative of the fact that the EU applies the double standard policy.

Yevgeny Nepoklonov also attracted the European Commission representatives’ attention to the problem of insufficient control of the EU Veterinary Service activities in traceability assurance and appropriate veterinary certification of products delivered via ports and cold storages of Lithuania resulting in regular detections of adulterated and unsafe product consignments. Due to the fact that the European Commission does not pay enough attention to this issue the Rosselkhoznadzor has to take additional protective measures.

Working Meeting between Head of Rosselkhoznadzor Sergey Dankvert and Permanent Representative of Kirgizia to EurAsEC and EEC Usen Usupov

Permanent coordinator and representative of the UN Development Program (UNDP) in Kirgizia Alexander Avanesov, Head of the Division for Veterinary Measures of the EEC Department for Sanitary, Phytosanitary and Veterinary Measures Valery Sitnikov, First Secretary of Department for International Organizations within Ministry of Foreign Affairs Kseniya Kirpichenko, First Secretary of Kirgizia Embassy Cholpon Mulkubatova and other officials also took part in the meeting. Usen Usupov noted that due to a taken political decision on Kirgizia accession to the Customs Union a task to harmonize Kirgizian legislation with the CU legislation arose as well as the necessity to establish effectively working veterinary and phytosanitary control and surveillance structures. These activities should be carried out in accordance with the roadmap approved in December, last year. The actions envisaged by the abovementioned document will be executed during the meeting between Vice Prime Ministers of both countries which will take place in the middle of April. Sergey Dankvert expressed his readiness to send a group of the Rosselkhoznadzor leading experts from the subordinate scientific centers to Bishkek. The specific cooperation matters will be agreed on a routine basis.
