Epizootic situation

The Russian delegation including representatives of the Rosselkhoznadzor, Rospotrebnadzor, Ministry of Economic Development and Eurasian Economic Commission took part in the 67-th Meeting of the WTO Committee on Sanitary and Phytosanitary Measures (SPS Committee) in Geneva (Switzerland).

During the 84th OIE General Session and under the umbrella of EuFMD, OIE, FAO and GF-TADs a meeting for the establishment of sub-regional approach to the control of FMD and other highly dangerous diseases in the Transcaucasia countries was held on May 25, 2016. Representatives of the Russian Federation, Armenia, Azerbaijan, Georgia, Turkey, Iran and European Commission participated in the meeting.

Making a speech at the plenary session of the European Commission devoted to measures for overcoming crisis in the EU agrarian sector, EU Commissioner Phil Hogan stated : “The Commission has and is continuing to make every effort to lift the protectionist ban imposed by Russia on pig products from the EU. Over recent months and in parallel with the WTO procedure, the Commission has made numerous efforts to convince Russia to engage in meaningful technical negotiations for an agreed solution at EU level. We also made clear that we are ready to examine any concrete proposal Russia submitted to the EU”.

Active spread of lumpy skin disease and bluetongue is observed in Mediterranean area and other parts of Europe, which causes serious economic losses. The Rosselkhoznadzor repeatedly suggested to the competent authorities of the European Union to expand international cooperation in the area of control of these diseases due to the risks arising for third countries.

The Third Meeting of expert group with the participation of members from the European Commission (EC), World Organization for Animal Health (OIE) and UN Food and Agricultural Organization (FAO) is taking place in Moscow with the support of the Rosselkhoznadzor. It is planned to discuss the results of expert group missions carried out in 2015 to assess ASF epidemic situation and measures taken in the RF, Poland, Estonia, Latvia, Lithuania, Ukraine and Belarus.

The situation with the spread of African swine fever (ASF) is deteriorating in the EU because the virus has recently established itself in the wild boar population. Ongoing disease diffusion noted in the Baltic countries is caused by migration of wild boars.

Stability of the epizootic situation in Russia, as well as in any other country, is daily under threat. Such factors as climate change, expanding trade and economic ties, tourism, and migration increase the risks of introduction and spread of transboundary animal diseases, including zoonoses. Southern parts of Russia are most at risk and creation of the so-called buffer zones together with the active measures taken jointly with the bordering countries will be the best way to prevent spread of the disease agents.

75 outbreaks of highly pathogenic avian influenza in chicken and waterfowl agricultural flocks were registered mainly in the south-west of France since November, 2015. The disease was causes by the viruses of the following subtypes: H5N1 (19 cases – the last 2 of them occurred on the 16th of February, 2016 and more than 50 thousand birds were dead or destroyed by the veterinary service), H5N2 (34 outbreaks – the last one was registered on the 28th of January, 2016, and more than 130 thousand birds were destroyed), H5N9 (22 cases - the last foci was detected on the 3rd of February, 2016 and more than 70 thousand birds were destroyed in total). The infection source in all outbreaks was not determined.
