Epizootic situation

Yesterday near Wiejky village of Gródek municipality, Białystok County in Podlaskie Voivodeship a wild boar died of African swine fever was found. The diagnosis was confirmed by the National reference laboratory. This is the eighth outbreak in the territory of the country. It confirms the Rosselkhoznadzor’s negative forecast concerning the further spread of the disease.

The Latvian Food and Veterinary Service confirmed ASF in 18 wild boar and domestic pigs using laboratory testing. Only in the past few days four cases in wild boar have been detected. The quarantine was established in the territories of Kraslava and Dagda municipalities and emergency was declared in the territories of Daugavpil, Rezekne and Cibla municipalities.

ASF outbreaks were registered in wild boar in Sokolski and Bialystok Powiats of Podlaskie Voevodship. The diagnosis was confirmed in the EU ASF Reference laboratory. Up to now 6 outbreaks have been officially registered in the territory of Poland. The Rosselkhoznadzor has many times warned the European Commission about the necessity of taking measures to cull wild boar in Poland and about the risk of agent introduction with infected animals from Poland into Germany, the Czech Republic and Austria.

A meeting between Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor and Bernard Van Goethem, Director of Directorate G, DG SANCO, will be held tomorrow, on July 4, 2014. The parties will discuss issues concerning the ASF outbreaks in Latvia as well as step-by-step regionalization of the EU countries and measures taken by the EU services to resume gradually export of breeding hogs and pig products into the CU.

A BSE outbreak was registered in the territory of Cluj county of Romania, as the OIE reported. In this connection the Rosselkhoznadzor decided to impose temporary restrictions on live cattle, meat meal, meat-and-bone meal, blood meal, bone-in beef, offals, processed animal proteins intended for use in productive animal feed, except for the feeds produced from rendered fish and the ones which contain processed animal protein, excluding milk protein. The Federal Service for Veterinary and Phytosanitary Surveillance also requested the National Sanitary Veterinary and Food Safety Authority (ANSVSA) to provide information on the measures taken by the Veterinary Service to prevent the spread of the disease.

Temporary restrictions were imposed on the 30th of June, 2014 on export of cattle, sheep and goats from Laconia in the Peloponnese District, Greece. In case Russia imports breeding cattle, sheep and goats that had been dispatched before temporary restrictions were imposed, the decision on approving the consignments shall be made on a routine basis.

On June 28 of the current year the Rosselkhoznadzor imposed temporary restrictions on live swine, pork and raw pork products, finished products containing pork, exported from Latvia into Russia, except for the finished cat and dog feeds which were thermally treated at least at 70°C for  at least 20 min. Moreover, temporary restrictions were imposed on transit of live swine through Latvia to Russia. As for the live swine which had been transited through Latvia and which had arrived to Russian BIPs before June 28, 2014 decisions are made on a regular basis.

As soon as two outbreaks of African swine fever were reported in Latvia yesterday, the Latvian Veterinary Service imposed restrictions on exportation of live pigs and pork-containing products from Latgale. Pigs and pork products are permitted for exportation from all other regions of the country to all EU countries without any limitations. Therefore, in Latvia the European Commission applies the same system of minimal restrictions as were imposed following the disease outbreaks in Lithuania and Poland and which the Rosselkhoznadzor considers unacceptable and inconsistent with present risk level.

Due to Newcastle disease outbreak in Östergötland County in Sweden temporary restrictions on importation of the following products into the Russian Federation from the above mentioned region of Sweden are imposed from June 27, 2014: live poultry, incubated eggs, down and feather, poultry meat and all types of poultry products, feed and feed additives as well as used equipment for poultry keeping, slaughter and dressing (Rosselkhoznadzor Instruction as of June 26, 2014 No. FS-EN-8/11139).
