Epizootic situation
As it was previously reported outbreaks of African swine
fever were detected in Latvia. The first outbreak was reported in Kepova parish
of Dagda municipality where three boars died of the disease, the second
outbreak was reported in the Robežnieki parish of Krāslava Municipality, where three
domestic pigs died of the same disease in one of the backyards. The diagnosis was
confirmed by polymerase chain reaction during the analysis of pathological
material collected from dead animals.

Tonight
the Rosselkhoznadzor received an official report from the Directorate-General
for Health and Consumers (DG SANCO) signed by Bernard Van Goethem, Director of
one of its departments. The report stated information on African swine fever
outbreaks reported in the territory of Latvia. The first outbreak was reported
in the Kepova parish of Dagda municipality where three boars died of the
disease, the second outbreak was reported in the Robežnieki parish of
Krāslava Municipality, where three domestic pigs died of the same disease in one
of the backyards. The diagnosis was confirmed by polymerase chain reaction
during the analysis of pathological material collected from dead animals.

In the USA
PDCo virus responsible for transmissible diarrhea outbreaks has been detected pigs in the
territories of the following States: Iowa, Illinois, Indiana, Minnesota,
Missouri, North Carolina, Ohio,
Pennsylvania, Texas, Montana,
Nebraska, South Dakota, Michigan since the 30th of March 2014. A total of 101 farms
were affected. In Canada the
virus was detected on 6 farms located in the Province of Ontario.
The Rosselkhoznadzor keeps on monitoring the situation.

Currently pig import to Salvador, Guatemala, South Africa,
Brazil, China, Japan, Russia and EU from the USA has been suspended in order to
prevent epidemic diarrhea virus introduction. For the same reason Kazakhstan
imposed restrictions on import of American pork and Costa-Rica imposed
restrictions on supplies of porcine casings from the USA. Last year American
agricultural production lost 10% of the national pig herd due to the disease
outbreak.

The European Commission stated that Poland notified the
European Commission of detection of two more cases of animal death from African
swine fever (ASF) in the vicinity of the site near the border with Belarus,
where two animals died of the same disease had been previously discovered. The
European Commission suggested the new cases of boars’ death from ASF to be
related to transboundary migration of animals. Herewith, the European
Commission does not consider implementation of additional disease control
measures necessary as the dead boars were found in the infected zone. In this respect
the Rosselkhoznadzor considers it relevant to remind that the European
Commission repeatedly stated that ASF situation is under full control in Poland
and new disease cases are not expected.

The negotiations were held on the margins of the 82d OIE
General Session in Paris. Aspects of porcine epidemic diarrhea spread control
in some countries including Japan were discussed at the negotiations.

Genetic material of African swine fever (ASF) virus was
detected in pathological materials collected from dead boars taken out of the
Svisloch River not far from village of Krynki, Skolsky Rayon, Podlaskie
Voivodship, Poland, and tested by the Veterinary Laboratory, Pullau. Tissue
samples were sent to the Reference Laboratory in Madrid for the diagnosis
confirmation. Despite the fact that it was the third ASF outbreak in Poland
Marek Savitsky, Minister of Agriculture of Poland, stated that as it was agreed Ukraine would lift
restrictions on porcine product import from Poland on 4th of June, 2014, and “
this new case of the disease will not have a negative impact on Kiev’s
decision”.

To prevent introduction of porcine epidemic diarrhea virus
circulating in the USA, Canada, Mexico, Japan, South Korea and the UAE to the
Russian Federation the Rosselkhoznadzor considers it reasonable to impose
temporary restrictions on import of breeding and commercial pigs as well as
non-processed blood products used for production of feed for food-producing
animals from the said countries.

Being the next stage after negotiations with Dr Herzog in
Belgrade the meeting was held in Paris on the initiative of the Russian party.
This time EUFMD Commission was represented by Dr Ulrich Herzog, CVO Austrian
and EUFMD Chairman, Dr Nigel Gibbens, Vice Chairman and UK CVO, and Dr Keith
Sumption, Secretary of the EUFMD Commission. The commission was
created under FAO umbrella (the UN Food and Agriculture Organization) for the
purpose of coping with strategic tasks in the field of this dangerous disease
control. The issues discussed at the meeting dealt with high priority measures
for FMD control and its spread to the countries bordering affected countries as
well as necessity to develop and popularize the FMD Global Control Strategy.
