Customs Union

The Rosselkhoznadzor specialists will inspect Tunisian plants manufacturing animal products and interested in export of their products to the Customs Union countries from November 5 to 15, 2014.

At the meeting in Moscow the Russian delegation was headed by Vladimir Menyakin, Head of the Department for Veterinary and Food Surveillance in Foreign Trade Operations and in Transport, and the Belorussian delegation was headed by Aleksandr Kutsko, Deputy Director of the Department for Veterinary and Food Surveillance of the Belorussian Ministry of Agriculture and Food.

New cases of illegal import of banned EU plant products to Russia were detected by the Rosselkhoznadzor. The products were allegedly transited from Belarus through Russia to Kazakhstan and simultaneously marketed in Russia.

The Rosselkhoznadzor specialists inspected plants involved in animal product manufacturing in Montenegro interested in export of their products to the Customs Union countries from October 6 to 10, 2014. In the course of the inspection the Rosselkhoznadzor specialists visited facilities supplying inspected plants with raw materials and other organizations involved in production (manufacturing) and/or control of corresponding regulated goods produced by inspected plants as well as 6 Montenegro plants. In the course of the inspection serious violations of animal health requirements and standards of the Customs Union and Russian Federation were detected. The abovementioned violations were related mostly to use of non-identified raw materials in the production of ready to eat products and unhygienic condition of several plants.

Chief Veterinary Officer of the Republic of Belarus Yury Pivovarchik notified Russian CVO and Deputy Head of the Rosselkhoznadzor Yevgeny Nepoklonov that at Rayon veterinary station in Zelva (Grodno Oblast) it was revealed that CU veterinary certificates of serial number ВУ, Nos, 04-00155576 – 04-00155675 were missing. The investigation is in process. In case the Rosselkhoznadzor detects regulated shipments accompanied by the missing certificates the abovementioned shipments will be detained and the data about the owner will be sent to the Belarusian party for the investigative agencies.

Having considered the request of the Philippine Department of Agriculture to include Coral Agri-ventures Farm Inc. producing crocodile meat into the list of the approved exporters the Rosselkhoznadzor considered that this enterprise could be included into the list of plants approved for the export of their products to the CU upon the agreement with the Veterinary Services of Kazakhstan and Belarus.

The videoconference with the representatives of the competent authorities from Republics of Belarus and Kazakhstan was held in the Department for Sanitary, Phytosanitary and Veterinary Measures of the Eurasian Economic Commission (Moscow). The participants of the event discussed the draft procedure of cooperation between the Eurasian Economic Union member-countries in diagnosis, containment and eradication of dangerous, quarantineable and zoonotic animal diseases and regionalization and compartmentalization procedures. The videoconference was chaired by Deputy Head of the Department for Sanitary, Phytosanitary and Veterinary Measures Vladimir Subbotin.

Experts of the Department for State Veterinary Border Control of the Rosselkhoznadzor Administration for the Tver and Pskov Oblasts banned import of 2 consignments of frozen pork from the Republic of Belarus at the border crossing point located in the settlement of Lobok (the Nevelsky Rayon of the Pskov Oblast). The ban was imposed within measures taken to clamp down on import of commodities produced in the US, Canada, Australia, Norway and the EU from the Republic of Belarus to the Russian Federation and pursuant to Decree of the President of the Russian Federation No 560 dated August 06, 2014 and to the Russian Federation Government Resolution No. 778 dated August 07, 2014. The consignment of 38.9 tons was produced by OOO “Veles-Meat” and was intended for OOO “TK Aisberg” in the Moscow Oblast.

The Rosselkhoznadzor finds it necessary to attract attention of participants of foreign economic activities as well as National Plant Protection Organizations (NPPO) of countries exporting products of plant origin to Russia and other countries of the CU and Russia to increase in export of plant products accompanied with phytosanitary certificates of NPPOs of the EU countries specifying that products originate from non-member countries i.e. Macedonia, Serbia, Algeria, Zimbabwe, Turkey, Morocco, Bosnia and Herzegovina, etc.
