Customs Union

Today the Rosselkhoznadzor delegation headed by Sergey Dankvert has had meetings with Michael Russyy, Vice-President of the Republic of Belarus, Leonid Zayats, Minister of Agriculture and Food of Belarus, Yuri Pivovarchic, Belorussian Chief Veterinary Officer, and Alexander Romanivich, Head of the State Seed Production, Quarantine and Plant Protection Inspection of the Republic of Belarus.

A delegation from Kyrgyz republic visited Saint Petersburg on August 4-6 in the framework of implementation of “Roadmap” on Kyrgyzstan’s accession to the Customs Union.

The meeting was held at the initiative of the Brazilian party. Neri Geller expressed commitment to solving issues arisen during importation of pork from Brazil into Russia. He emphasized concern due to temporary restrictions recently imposed by the Rosselkhoznadzor on pork imports from two large pig holdings whose products demonstrated ractopamine.

The meeting was held at the initiative of Kyrgyz party and was devoted to the establishment of close interaction of Kyrgyzstan regulatory bodies with the Rosselkhoznadzor during implementation of the road map for the accession of the republic to the Customs Union. An agreement was reached to hold consultations for the development of an optimal decision about the structure of newly established regulatory body in Kyrgyzstan, harmonization of industry-specific laws, methods, approaches and strategies as well as for practical trainings of Kyrgyz experts in the Rosselkhoznadzor’s research centers and visits of the Russian experts to Kyrgyzstan for consultation on specific aspects of regulatory activities.

In agreement with Competent Authorities of Kazakhstan and Belarus the Rosselkhoznadzor specialists carried out inspection of 7 Armenian establishments involved in aquaculture production (trout, sturgeon), crawfish production and exporting products to the CU member countries. The inspection was conducted during the period from June 22, 2014 to July 2, 2014.

In the present time findings of the inspection are being analyzed. Outcomes of the inspection will be reported later.

A meeting between Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor and Bernard Van Goethem, Director of Directorate G, DG SANCO, will be held tomorrow, on July 4, 2014. The parties will discuss issues concerning the ASF outbreaks in Latvia as well as step-by-step regionalization of the EU countries and measures taken by the EU services to resume gradually export of breeding hogs and pig products into the CU.

The talks took place upon the initiative of the Indian party in Moscow.  First Secretary, Head of the Commercial Department of the Embassy of India in the Russian Federation Mr. Telang informed the Russian party about the changes in the National Government composition and stressed that the new government machinery is targeted at the strengthening of cooperation between the two countries including the areas of veterinary and phytosanitary surveillance.

A BSE outbreak was registered in the territory of Cluj county of Romania, as the OIE reported. In this connection the Rosselkhoznadzor decided to impose temporary restrictions on live cattle, meat meal, meat-and-bone meal, blood meal, bone-in beef, offals, processed animal proteins intended for use in productive animal feed, except for the feeds produced from rendered fish and the ones which contain processed animal protein, excluding milk protein. The Federal Service for Veterinary and Phytosanitary Surveillance also requested the National Sanitary Veterinary and Food Safety Authority (ANSVSA) to provide information on the measures taken by the Veterinary Service to prevent the spread of the disease.

Regarding to the information on permission of import of products from the Ukrainian establishments, OOO “Lozovsky dairy plant” and OOO “Mirgorodsky cheese-making factory” to the Russian Federation appeared in mass media the Rosselkhoznadzor considers it necessary to clarify that the Ukrainian mass media have incorrectly interpreted the Russian Service’s actions taken within the procedure of  enhanced laboratory control imposing and lifting. The said establishments were authorized for export to the Russian Federation and to the Customs Union in 2010. The enhanced laboratory control of products from the said establishments due to banned and hazardous substance detection has been already imposed since that time. The period of the enhanced laboratory control imposed due to the first detection of banned and hazardous substances in their products was completed on the 28th of June, 2014.
