Customs Union

The Federal Service for Veterinary and Phytosanitary Surveillance sent a letter to the National Food Safety Agency of the Republic of Moldova saying that on June 18, 2014 according to Permission No. BY-02/5196 dd.  23.05.2014 on import of 500 tons of pork fat from Moldova to Belarus 15 consignments of pork fat produced by the Moldovan plant “Technostel Kar”, Ltd. were delivered to Belarus. Four consignments out of those 15 were detained as the enterprise concerned was not approved to export its products into the CU territory.

Due to repeated and grave violations of the CU and RF legal veterinary requirements identified in the course of importation of pork from Serbian plant RS 643, the Serbian Veterinary Service performed an inspection. Inspection results demonstrated evidence of dispatch of raw meat originated from Hungary, Spain and Croatia to the Russian customers posed as raw meat originated from Serbia.

The Russian party was headed by Vasily Lavrovsky, Head of Directorate for Inspection Activities within International Cooperation and WTO in Veterinary Sphere. Grigory Burba, EEC Consultant of the Department of Veterinary Measures, also took part in the meeting.

Over 120 people participated in the workshop including representatives of the Eurasian Economic Commission, CU Veterinary Services, officers from the Rosselkhoznadzor Territorial Administrations and experts of the Rosselkhoznadzor subordinate organizations. The majority of the workshop participants regularly participate in the foreign inspections organized by the Rosselkhoznadzor. Special focus was given to the examination of the international law and Codex Alimentarius XAX/RCR 1-1969 in particular. Basic provisions of the recently effective CU Technical Regulation “On Food Safety” (TP TC 021/2011) were also discussed. Comparative analysis of these two documents was presented.

This is in violation of the Customs Union and Russian Federation animal health requirements.
