Customs Union

Listeria were detected in the consignment of soused herring imported to the Russian Federation from KLÄDESHOLMEN SEAFOOD AB establishment No. 917, Sweden, within monitoring of banned and hazardous substance residues. This is in violation of the Customs Union and Russian Federation animal health requirements.

The meeting took place upon the initiative of the Rosselkhoznadzor and was held on the margins of the 82-th OIE General Session in Paris. Opening the meeting Deputy Head of the Rosselkhoznadzor, Russian CVO Yevgeny Nepoklonov noted that the issue concerning the resumption of pork product exports from the European Union into the Customs Union countries cannot be solved without appropriate ASF regionalization and other measures to eliminate risks for importing countries.

In compliance with the Regulation on Uniform Procedure of Joint Inspections and Sampling of Commodities (Goods) Subject to Veterinary Control (Surveillance) approved by the Decision of the Customs Union Commission as of October 18, 2011 No. 834, the Rosselkhoznadzor addressed a preliminary report on the inspection performed from March 9 to March 15, 2014 by the Rosselkhoznadzor experts jointly with the representative of the Republic of Kazakhstan. During the inspection animal product manufacturing plants of the Republic of Serbia were inspected for their compliance with the veterinary and sanitary requirements and standards of the Customs Union and Russian Federation.

The negotiations were held on May 26 in Moscow at the initiative of the Moroccan party. The negotiations were devoted to the discussion of phytosanitary safety of citrus fruits and potato exported from Morocco into the Russian Federation.

In agreement with the Competent Authorities of the CU member-states the Rosselkhoznadzor specialists inspected Irish animal product producing establishments and fish processing establishments which are interested in their product export to the Customs Union. During the inspection conducted on the 11th-21st of May, 2014, 14 animal product producing establishments were checked.

Pursuant to the Regulation on Common System of Joint Inspections of Objects and Sampling Goods Subject to Veterinary Control approved by the CU Decision No. 834 dd. 18.10.2011 the Rosselkhoznadzor sent a preliminary report to the veterinary services of Austria about the inspection carried out by the Rosselkhoznadzor from the 10th till the 21st of February, 2014 at the Austrian plants producing animal products with the purpose to determine their compliance with the CU and RF veterinary requirements.

The European Commission distributed information to the media last weekend on its intention to file a complaint with the WTO against restrictions imposed by the CU on pork products due to ASF cases reported in the European Union.

The Rosselkhoznadzor is to state the fact that in spite of presence of such dangerous disease as African swine fever (ASF) in the territory of the European Union the European Commission has not yet performed regionalization of the EU territory as well as of the territory of Lithuania and Poland on such terms and conditions, which could be acceptable to the CU countries in compliance with the principles set in the OIE Terrestrial Animal Health Code.

Based on the agreements achieved by the Rosselkhoznadzor administration and the Federal Ministry for Food, Agriculture and Consumer Protection of the Federal Republic of Germany during the meeting held on the sidelines of the international agricultural exhibition “Green Week 2014”, technical consultations will be held tomorrow in order to determine whether German milk-processing plants of the three Federal Lands (Bavaria, North Rhine-Westphalia and Lower Saxony) implement CU and Russian requirements.

As agreed with the Competent Authorities of Kazakhstan and Belarus the Rosselkhoznadzor experts will inspect Serbian establishments intending to export their products into the Customs Union. It is planned to visit six Serbian establishments and controlled facilities supplying raw materials to the inspected establishments as well as other institutions involved in production and control of goods produced by the establishments being inspected.
