Customs Union

In connection with numerous cases of detecting sanctioned products entering the Russian Federation from the Republic of Belarus and accompanied by phytosanitary certificates issued by the Main State Inspectorate for Seed Growing, Quarantine and Plant Protection, as well as the Belarusian side’s failure to take effective measures for prevention of these products’ entry into the Russian Federation, the Rosselkhoznadzor has to consider the issue of direct supply of regulated products from third countries through border inspection posts in the Russian sector of the external border with the Eurasian Economic Union.

The Rosselkhoznadzor Administration planned to hold a meeting next week with the representatives of the Ministry of Agriculture of the Republic of Kazakhstan responsible for veterinary and phytosanitary control. The arrangement was made during the meeting between heads of Ministries of Agriculture of Russia and Kazakhstan – Dmitry Patrushev and Umirzak Shukeev.

On December 20, 2017 a video conference with the participation of the specialists of the Federal Service for Veterinary and Phytosanitary Surveillance and the National Food Safety and Quality Service (SENASA) of the Republic of Argentina took place on the initiative of the Argentine party. The representatives of the Eurasian Economic Commission and the Embassy of the Republic of Argentina in the Russian Federation were also present at the conference. Issues concerning the implementation of the Uniform Phytosanitary Requirements of the Eurasian Economic Union were discussed during the talks.

On June 4, 2015 at 2 p.m. videoconference negotiations between Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor, and representatives of the Committee for Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan are scheduled. During the negotiations the parties will discuss the alternative of the Kazakhstan Competent Authority joining in with the restrictions imposed by the Rosselkhoznadzor on imports of fish products from Latvian plants as well as on the transit of poultry meat through the Russian Federation to the Republic of Kazakhstan from the HPAI affected countries being under the ban for the above mentioned product importation into the Russian Federation.

The Rosselkhoznadzor plans to inspect more than 20 Brazilian plants involved in animal production and exporting their products into the Eurasian Economic Union member countries from March 16 to 27, 2015.

The CU member states signed a Memorandum on Scientific Support for Plant Quarantine on the 5th of April, 2011. The Memorandum was signed to support the CU member state phytosanitary authorities by arranging joint research, developing scientific-methodological phytosanitary rules, developing common approaches to implementation of phytosanitary measures and by other activities ensuring effective prevention of pest introduction and effective pest control. The Republican Unitary Enterprise of the Republic of Belarus "Institute of Plant Protection" that is accredited to provide scientific and methodical support for plant quarantine within the CU expressed its wish to cease cooperation within the abovementioned Memorandum.

As agreed with the competent authorities of Armenia, Belarus and Kazakhstan the Rosselkhoznadzor experts carried out inspection of 13 animal product manufacturing establishments interested in export of their products to the Customs Union territory in Switzerland from February 8 till February 19, 2015.

The Rosselkhoznadzor has already informed about 110 detected cases when plant food products checked at the Belarusian part of the Customs Union external border were accompanied by falsified phytosanitary certificates. Up to the moment the Rosselkhoznadzor has detected another 70 falsified phytosanitary certificates including 53 Turkish and 17 Serbian certificates.

The negotiations were initiated by the Russian side and were devoted to the issues related to transportation of plant products. Opening the negotiations Head of the Directorate for Phytosanitary Surveillance, Seed Control and Grain Quality of the Rosselkhoznadzor Alexander Isayev noted that a new list of quarantine pests would enter into force on the 3d of February, 2015 and expressed his interest in the measures taken by the Belarus side to ensure compliance with the Russian quarantine phytosanitary requirements. Common List of the Quarantine Pests and Common Quarantine Phytosanitary Requirements for all the CU Members have not been approved so far.

The negotiations were held at the initiative of the Belarus party.
Leonid Zayats mentioned the importance of bilateral trade relations between Belarus and Russia. Resumption of imports from a number of Belarus meat processing plants could contribute to these relations.
