In the course of prolonged negotiations the parties agreed upon a veterinary certificate for meat, meat raw products and by-products from poultry slaughter and processing plants as well as for ready poultry meat products intended for export from Russia to Singapore.

Exports from establishments that successfully passed the audit by the Singapore competent body in 2017 are expected to start immediately. 

Other establishments interested in exports of ready poultry meat products to Singapore are to be checked by the Rosselkhoznadzor for compliance with Singapore requirements and listed in the Register of exporters in the ‘Cerberus’ information system. After that, Singapore inspectors will audit the establishments and their raw materials sources.

The representatives of competent bodies also discussed the recognition of the Russian Federation regionalization system on infectious avian diseases by the Singapore party which will authorize exports of poultry meat and by-products produced in Russia to Singapore. The Singapore party undertook to finish analyzing the documents on regionalization submitted by the Rosselkhoznadzor by November, 2018.

The acknowledgement of the Russian Federation regionalization system on African swine fever was also touched upon with the Singapore party assuring that it would finish considering the information provided for earlier equally by November, 2018.

Nikolai Vlasov Takes Part in Opening Ceremony of 28th Conference of OIE Regional Commission for Europe http://www.fsvps.ru/fsvps/news/28053.html?_language=en Tbilisi, Georgia hosts the 28th Conference of the OIE Regional Commission with 42 states present at the event. This year Russia is represented by the newly appointed permanent delegate Nikolai Vlasov, Deputy Head of the Rosselkhoznadzor. 

In his opening remarks the Georgian Minister of Environment and Agriculture Levan Davitashvili highlighted the progress of his country in combating animal diseases. Specifically, this refers to decreasing FMD outbreaks in the country and declaring certain territories free from the virus. However, Georgia still has to deal with other dangerous diseases such as lumpy skin disease.

The OIE Director General Monique Eloit noted the need to hold meetings of that kind characterizing them as a unique opportunity to consider in more detail the regional issues and their existing solutions as well as to elaborate joint recommendations for epizootic well-being both in specific countries and in the whole world. The joint decisions agreed upon at the Conference will be set forth in the OIE five-year work program.

Monique Eloit proceeded to point out the continued spread of such diseases as rabies, peste des petits ruminants and African swine fever in the European region. In this regard, she underlined a special role of state veterinary services in combating diseases and a need to promptly notify the OIE of all outbreaks.

The President of the OIE Regional Commission Maris Balodis indicated that the results of such meetings largely determined the future epizootic well-being of the European region.

The Conference closing ceremony will be held on September 21, 2018. The Conference program will cover antibiotic resistance, a thorough analysis of the regional epizootic situation and working out of the most efficient measures possible to tackle global veterinary issues.

Rosselkhoznadzor Officials Met with the Representatives of the Ministry of Agriculture, Republic of Cuba, to Discuss the Forthcoming Inspection of Russian Livestock Farms http://www.fsvps.ru/fsvps/news/28050.html?_language=en

The negotiations between the Rosselkhoznadzor officials and delegation of the Ministry of Agriculture, Republic of Cuba, took place in Moscow on September 17, 2018.

The parties discussed technical aspects and itinerary of the forthcoming inspection of Russian livestock farms to be carried out from September 18 to September 26, 2018.

According to the approved itinerary Cuban experts will visit the Belgorod, Oryol and Kaliningrad Oblasts. The delegation will also visit the FGBI “ARRIAH” subordinated to the Rosselkhoznadzor where it will be acquainted with measures taken by the Rosselkhoznadzor to prevent spread of dangerous animal diseases.

As the Cuban colleagues have noted the Cuban Ministry of Agriculture delegation is going to get acquainted with official veterinary surveillance system in the Russian Federation during its visit.

Rebuttal of the information on lumpy skin disease (LSD) in the RF published in the scientific journal “Veterinary World” http://www.fsvps.ru/fsvps/news/28044.html?_language=en The Federal Service for Veterinary and Phytosanitary Surveillance considers it necessary to rebut the information published in paper “Epizootological study on spatiotemporal clusters of Schmallenberg virus and Lumpy skin diseases: the case of Russia” on Veterinaryworld.org website on September 8, 2018.

We’d like to inform that lately there have been observed “dumps” of pseudoscientific approaches to interpretation of scientific data in print media.

Amateurish analysis and distorted official data do not only challenge the authors’ professionalism but undermine the prestige of the institution where they work.

Thus, Fayssal Bouchemla and other authors of the Saratov State Vavilov Agrarian University presented unreliable data on the LSD agent spread in the Russian Federation.

In their paper the authors inform about the high degree of LSD detection in Bashkiria in 2017. Herewith, according to the information obtained from the veterinary services of the Subject and information submitted to the OIE only one case of the infection was reported in the Republic.

Crude distortion of official data invoked by the authors is the statement that the first LSD case was reported in the RF in 2016 while actually the first cases of the infection were detected in 2015 in the Republic of Dagestan. Besides, the paper presents unreliable data on the number of outbreaks in the RF in 2016. In the authors’ opinion 258 LSD cases were notified while according to the official OIE data 313 outbreaks were reported in the RF in 2016.

The figures in the paper demonstrate gross inaccuracies. Thus, in Figure 5c Tomsk Oblast is among LSD infected RF Regions, however, no LSD cases have been reported there.

Delegation from Department of Agricultural Extension under Government of People’s Republic of Bangladesh to Visit Russia http://www.fsvps.ru/fsvps/news/28040.html?_language=en Within the Rosselkhoznadzor activities aimed at the expansion of Russian grain supply geography, the delegation of the specialists from the Department of Agricultural Extension under the Government of the People’s Republic of Bangladesh will visit Russia on September 15 – 21, 2018. 

The visit will be focused on familiarization of the Bangladeshi specialists with the Russian system of grain and grain product quality and safety assurance and discussion of further cooperation prospects. 

The agreed itinerary envisages visiting institutions, involved into certification of grain and grain product quality and safety, subordinate to the Rosselkhoznadzor, located in Moscow and Novorossiysk. 

Besides, the Bangladeshi delegation will visit the Novorossiysk grain terminal, where it will get an insight into the procedure of official inspection of grain, destined for export.

Delegation of Ministry of Agriculture and Fisheries of Sultanate of Oman to Visit Bryansk Oblast http://www.fsvps.ru/fsvps/news/28018.html?_language=en The representatives of three competent departments of the Sultanate of Oman visited the Bryansk Oblast: the Ministry of Agriculture and Fisheries, the Ministry of Awqaf and Religious Affairs, the Ministry of District Municipalities and Water Resources.

The visit of the foreign delegation took place in the framework of acquaintance with the Russian system for safety provision of manufactured animal products. In accordance with the agreed program between the Rosselkhoznadzor and the competent authorities of Oman, the experts of the Sultanate visited poultry and beef establishments located in the Bryansk Oblast.

Also during the visit the experts visited the Rosselkhoznadzor subordinate Bryansk Interregional Veterinary Laboratory, where they got acquainted with the peculiarities of the work of the Rosselkhoznadzor Directorate for the Bryansk and Smolensk Regions and the State Veterinary Service of the Bryansk Region concerning safety control systems for the production of animal products, feeds and feed additives for animals.

During the round-table meeting the representatives of the Rosselkhoznadzor Teritorial Administration also stressed that the Bryansk Oblast remains free from avian influenza, foot and mouth disease and bovine spongiform encephalopathy.

In addition the Omani experts got familiarized with the activities of the Bryansk Interregional Veterinary Laboratory, its history, accreditation, methods and the scope of research conducted.

Then the representatives of the Ministry of Agriculture and Fisheries of the Sultanate of Oman visited a number of structural units of the institution, where they saw the laboratory's modern analytical equipment for conducting a wide range of studies, including veterinary drugs, pesticides, preservatives and mycotoxins in samples.

The laboratory personnel described the specific characteristics of their work and answered all the questions raised.

At the end of the visit Head of the delegation Dr. Julanda Ben Hamad Al-Malawi thanked the representatives of the Rosselkhoznadzor Territorial Administration for the warm and informative meeting and expressed confidence in further strengthening of cooperation.

Konstantin Savenkov Held Negotiations on the Margins of Eastern Economic Forum - 2018 on Export of Russian Products to China http://www.fsvps.ru/fsvps/news/28005.html?_language=en On September 12, 2018 within the framework of the Eastern Economic Forum-2018 (Forum), which takes place in Vladivostok, the delegation of the Rosselkhoznadzor headed by Deputy Head of the Service Konstantin Savenkov took part in the negotiations of the Ministry of Agriculture of the Russian Federation with representatives of the Chinese National Corporation for the Production of Cereals, Oils and Food Products (COFCO Group). The corporation is one of the largest state-owned food industry holding companies in China.

Within the framework of these negotiations the parties noted the need to expand the list of Russian regions being accessed to wheat exports to China and expand the list of types of crops allowed for export to this country.

At the same time the Chinese side touched upon the construction of a grain terminal in the south of Russia. The Rosselkhoznadzor delegation also held a meeting with representatives of Russian animal feed producers, where they discussed the supply of these products to third countries, including China.

The Rosselkhoznadzor representatives took part in the plenary session "Far East: Expanding the Limits of Opportunities" held in the framework of the Forum. At this meeting topical issues of cooperation were discussed by the heads of Russia, China, Japan, Mongolia and the Republic of Korea.

Nikolay Vlasov participated in the EAEU International Dairy Business Forum on milk production and processing http://www.fsvps.ru/fsvps/news/28003.html?_language=en EAEU International Dairy Business Forum on milk production and processing was held on September 11-13 in Sochi and Nikolay Vlasov, Deputy Head of the Rosselkhoznadzor, participated in it.

Among the participants were representatives of the dairy industry from Russia, EAEU countries, Moldova, France, Germany as well as management and specialists of the dairy processing and agricultural establishments, companies producing equipment for dairy plants and livestock holdings. Host of the venue was the Russian Dairy Union.

Topical issues facing both dairy husbandry and process industry and issues of dairy product marketing were discussed during the forum.

On September 12 Nikolay Vlasov held a round table meeting on the System of Traceability of Raw Milk and Ready-to-Eat Dairy Products. The Deputy Head of the Rosselkhoznadzor told about the current situation of FGIS MERCURY implementation. Within the last three months the amount of issued veterinary e-certificates has increased. Thus, in June 65 million veterinary e-certificates were issued, in July -104 million veterinary e-certificates , and in August – 120 million veterinary e-certificates.

In general the level of preparedness of the RF Subjects for complete transition to e-certification is insufficient, but there is a group of Subjects which have achieved considerable success demonstrated by the number of e-certificates issued per capita – the Republic of Mary-El, Moscow, Yaroslavl, Oryol and Pskov Oblasts.

During the meeting special attention was given to traceability of ready-to-eat dairy products as they were excluded from veterinary e-certification.

Nikolay Vlasov stated that traceability of ready-to-eat dairy products is necessary for consumer protection and milk processers have a choice: either to use individual QR-codes on each package or e-certification. Nikolay Vlasov remarked that the Rosselkhoznadzor proposed to make the package marking system an alternative – so that the processers wishing to use e-certification could use e-certification, and those wishing to use product marking- could choose another variant of informing the consumers – QR-codes. These innovations won’t be problematic for commodity distribution networks as according to the latest trends trade networks, one way or another, will have to use both ways of traceability provision.

The meeting between Nikolay Vlasov and business community was constructive. The participants of the meeting found answers to all questions associated with issuing veterinary e-certificates. They also discussed the existing methods of drug and milk powder detection in the raw material. The participants also touched upon the issue of the producer’s responsibility for production of milk and dairy products containing antibiotics.

Sergey Dankvert Held Meeting with OIE Regional Representative for Eastern Europe Mr. Kazimir Lukauskas http://www.fsvps.ru/fsvps/news/28002.html?_language=en The meeting of Head of the Rosselkhoznadzor Sergey Dankvert and Regional Representative of the World Organization for Animal Health (OIE) for Eastern Europe Mr. Kazimir Lukauskas was held today in Moscow. The event was also attended by Deputy Head of the Rosselkhoznadzor Nikolay Vlasov who was recently appointed to the position of Russia's official representative to the OIE, and Second Secretary of the Department of International Organizations of the Russian Ministry of Foreign Affairs Ivan Konstantinopolskiy.

The key topic of the dialogue was the discussion of the program of the visit of OIE Director General Mrs. Monique Elois to Russia with a view to participating in the Russian agro-industrial exhibition "Golden Autumn 2018" which will be held in early October. Within the framework of the visit the possibility of bilateral meetings between Ms. Eloit and Deputy Prime Minister Alexey Gordeyev, Minister of Agriculture of the Russian Federation Dmitry Patrushev and Head of the Rosselkhoznadzor Sergey Dankvert is being considered. In addition, Mrs. Elois is expected to visit the Rosselkhoznadzor subordinate Federal Center for Animal Health which will celebrate its 60th anniversary this year.

The representative of the World Organization for Animal Health also thanked the Head of the Rosselkhoznadzor for the high level of organization of the OIE seminar held in May this year on the basis of the Rosselkhoznadzor subordinate FGBI "VGNKI".

During the dialogue the parties discussed the tense epizootic situation in the world. In particular, the issue of the large-scale spread of the African swine fever virus (ASF) in the European Union and the introduction of the virus into China were discussed.

The representative of the World Organization for Animal Health also thanked the Head of the Rosselkhoznadzor for support and active participation in the decision of veterinary issues at the international level.

During the meeting, the parties emphasized successful interaction between the Russian and Japanese competent authorities. The latest talks, which the Rosselkhoznadzor held with the representatives of the Food Safety and Consumer Affairs Bureau of the Ministry of Agriculture, Forestry and Fishery of Japan on August 31, 2018, were specifically mentioned.

The Japanese party re-confirmed that the exports of Russian pork, beef and poultry meat will be considered with due account of regionalization implemented with regard to highly dangerous animal diseases (FMD, ASF, CSF and AI). The information on the regionalization will be submitted by the Russian party to the competent authority of Japan in the nearest time.

In addition, the Japanese party reiterated the wish to take part in the Russian agricultural exhibition “Golden Autumn-2018” and to discuss the bilateral cooperation and, inter alia, cooperation in the veterinary area.

The parties concurrently agreed to continue consideration of the issues during the scheduled meeting of the Russia-Japan Intergovernmental Commission on Trade and Economic Issues, which is to be held in Japan in the second half of 2018.

Talks Between Rosselkhoznadzor and National Food Safety Agency of Republic of Moldova http://www.fsvps.ru/fsvps/news/27986.html?_language=en The Rosselkhoznadzor delegation headed by Artem Daushev, Head of the Directorate for International Cooperation and Veterinary Control of Export/Import and Transportation, held a meeting with General Director of the National Food Safety Agency Gheorghe Gaber on the sidelines of the CIS Intergovernmental council for Veterinary Cooperation. 

The talks focused on the bilateral cooperation in the sphere of mutual shipments of products of animal origin. 

The Moldovan party informed the Rosselkhoznadzor that in order to obtain a right of access to the Moldovan market for products of animal origin, Russian establishments need to procure a relevant request from an interested Moldovan importer that should demand the National Food Safety Agency to audit a given Russian establishment willing to export.

The Moldovan party also presented veterinary and sanitary requirements in force for imports of regulated goods to the Republic of Moldova. The documents will be soon published on the Rosselkhoznadzor official website.

Besides, the Moldovan party also announced that there was no need to audit the plants producing feeds that do not contain components of animal origin and feeds for non-productive animals. 

Exports of such goods can be effectuated from the establishments that passed the audit for the requirements of the Republic of Moldova by the Rosselkhoznadzor and are included in the Register of exporters of the State Federal Information System “Cerberus”. 

In the course of the meeting the Rosselkhoznadzor officers also acquainted themselves with information systems used by the National Food Safety Agency, notably, with the national system for phytosanitary certificates developed by Moldovan specialists.

The Rosselkhoznadzor officers answered the questions of Moldovan counterparts regarding the SFIS “VetIS”, particularly on the notification system for animal origin products exports.

The National Food Safety Agency functionaries underlined that once the SFIS “VetIS” was integrated with the EU information system TRACES, they would be able to document the regulated goods intended for export from the Republic of Moldova to the Russian Federation by means of those information systems.

Representatives of Ministry of Agriculture of Republic of Cuba to Inspect Russian Establishments for Production of Livestock Products http://www.fsvps.ru/fsvps/news/27979.html?_language=en The Rosselkhoznadzor continues cooperation with the Veterinary Service of the Republic of Cuba on export of Russian livestock products.

On September 16-26, 2018 the delegation of the Ministry of Agriculture of the Republic of Cuba plans to visit the Russian Federation to inspect Russian exporting establishments located in the Belgorod, Orel, Tambov and Kaliningrad Oblasts.

The delegation will also visit the sea checkpoint in St. Petersburg and the Rosselkhoznadzor subordinate FGBI “VGNKI” and FGBI "ARRIAH".

On September 17, 2018 a meeting with the Cuban delegation will be held in the Rosselkhoznadzor where the program of the forthcoming inspection and a number of issues on mutually beneficial cooperation in the field of veterinary surveillance will be discussed.

Rosselkhoznadzor Discussed Forthcoming Inspection of Russian Animal Production Establishments with Representatives of Sultanate of Oman Competent Authorities http://www.fsvps.ru/fsvps/news/27969.html?_language=en The talks between representatives of the Ministry of Agriculture and Fisheries of the Sultanate of Oman took place in Moscow on September 10, this year. 

The Russian party was headed by Deputy Head of the Rosselkhoznadzor Nikolay Vlasov; the Omani party was headed by Director of Livestock Production under the Ministry of Agriculture and Fisheries Ahmed Bin Ibrahim Al-Naibi. 

Pursuant to the visit program agreed by Russian and Omani Competent Authorities, the Omani delegation will visit poultry and beef processing plants in the Bryansk Oblast and Stavropol Krai. It is also planned to visit FGBIs Federal Centre for Animal Health and Bryansk Interoblast Veterinary Laboratory, subordinate to the Rosselkhoznadzor. 

In the course of the talks, the Rosselkhoznadzor experts familiarized Omani specialists with the Service structure, as well as the current system of the national veterinary control. 

Nikolay Vlasov stressed that the Service is supervising safety and quality of livestock products by tracing the whole process from stable to table. In particular, to ensure transparency of animal product movements domestically, the Federal State Information System “Mercury” was introduced. To ensure transparency of import and export supplies this system can by successfully integrated with analogous systems in other countries. 

Nikolay Vlasov noted that “Mercury” is operating in a routine mode now. About 120 million e-certificates are generated per month; it means 5 million certificates per day and 700 thousand certificates per hour. The parties also discussed Russia’s regionalization with regard to dangerous animal diseases and measures, taken by the Rosselkhoznadzor in order to prevent circulation of unsafe animal products. According to Nikolay Vlasov it is impossible to distribute products from outbreak-affected establishments thanks to “Mercury” operation.  Notification on an outbreak is immediately sent to the Rosselkhoznadzor and products cannot be marketed from this establishment. Moreover several Russian plants are classified as Compartments III and IV  (high biosecurity level) and if the area is declared not safe due to some disease, the products, originating from Compartment III and IV Establishments can be recognized safe, following the Rosselkhoznadzor inspection.

The Omani delegation thanked the Rosselkhoznadzor experts for detailed explanation of all arisen questions.   

The final meeting will take place on September 18 at the Rosselkhoznadzor Headquarters to discuss the results of the performed inspection.

Rosselkhoznadzor Took Part in The 7th Meeting of Russian-Chinese Permanent Working Group on Cooperation in The Field of Veterinary Surveillance, Phytosanitary Control and Food Safety http://www.fsvps.ru/fsvps/news/27964.html?_language=en On September 4-7, 2018 the 7th meeting of the Russian-Chinese Permanent Working Group on Cooperation in the Field of Veterinary Surveillance, Phytosanitary Control and Food Safety was held in Sochi.

The Russian side was represented by Konstantin Savenkov, Deputy Head of the Federal Service for Veterinary and Phytosanitary Surveillance, the Chinese side – by Mr. Wang Lingjan, Deputy Head of the General Administration of Customs of the Chinese People's Republic (GACC).

During the meeting the parties discussed the procedure for signing of protocols on mutual poultry meat and dairy products shipments as well as a wide range of issues regarding access to Russian and Chinese food markets.

After risk analysis the Chinese side changed its view on the Russian FMD regionalization and on lifting of restrictions on the Russian regions free from the above-mentioned disease. This procedure would enable Russia to export beef and venison to China. It would also allow lifting the restriction on the import of boneless beef meat from Russia to China that was imposed due to lumpy skin disease outbreaks.   

The Chinese party confirmed the possibility of using the current veterinary certificate for import of live food frogs to China from Russian establishments approved by the GACC.

During the talks the Rosselkhoznadzor received the normative documents on import of apiculture products and baby food which it requested beforehand. The procedure for opening access to live breeding and commercial cattle and its genetic materials will be forwarded to the Rosselkhoznadzor in the nearest time.

The sides discussed shipments of non-food products, feeds and feed additives from Russia to China and the updating procedure for lists of Russian and Chinese fish- and sea-food processing plants which export to China and Russia respectively. They also considered lifting temporary restrictions placed previously for authorized Chinese establishments manufacturing such products.

The meeting concluded with signing of a respective protocol.

Considering mutual concerns about ASF outbreaks among domestic pigs in China, Konstantin Savenkov and Mr. Wang Lingjan drafted a joint declaration on crossborder diseases of the Shanghai Cooperation Organisation member states and expressed a shared view that the given document would enhance cooperation in the field of veterinary safety between the member states of the Organisation including Russia and China.

The questions of the Russian grain export to China were also touched upon.

Regarding the joint work on increasing the number of Russian regions authorized for export of wheat to China, the Chinese party expressed its willingness to include Kurgan region into the cited list after necessary modifications in the Protocol on phytosanitary requirements for wheat exported from Russia to China were made. The Protocol was signed on November 1st, 2017 in Beijing.

Other Russian regions would gain access to export according to the established procedure after the Rosselkhoznadzor submits information on a quarantine and phytosanitary state in the regions interested in exporting wheat to China and after Chinese specialists carry out audits of production sites, processing plants and storage sites of wheat.

To expand the range of plant products exported from Russia to China, the parties agreed on modifications in the draft Protocol on phytosanitary requirements to beetroot pulp (the parties reached the agreement to sign the cited Protocol till the end of 2018).

Taking into account the increasing interest of a number of Russian establishments in exporting feeds and their components to China, the Rosselkhoznadzor submitted a draft Protocol on phytosanitary requirements to soybean, canola and sunflower meals to the Chinese party for deliberation. In the nearest time the Chinese party will receive information on Russian establishments willing to export the above-mentioned products to China.

At the end of the meeting the parties expressed their satisfaction with the work done as well as their hope for successful cooperation between the competent organs of two states.

Meeting of Rosselkhoznadzor With Representatives of Ministry of Agriculture of Republic of Kazakhstan Regarding Authorisation of Phytosanitary Certificates http://www.fsvps.ru/fsvps/news/27960.html?_language=en On September 6, 2018 the Rosselkhoznadzor met with TOO “Kazagromarketing” staff members representing the Ministry of Agriculture of the Republic of Kazakhstan in Moscow. The meeting was held at the initiative of the Russian side.

During talks the Russian party acquainted the Kazakh counterparts with the FGIS “Argus-Fito” (Federal Governmental Information System) and its subsystems. The Rosselkhoznadzor explained the functioning principles of the programme for authorization of phytosanitary certificates (verifying their delivery by the national service on quarantine and plant protection of the exporting country) and the programme for authorization of phytosanitary certificates issued by the Rosselkhoznadzor officers. Whereas the Kazakh party presented their National Automated Control System AIC of the Republic of Kazakhstan (NACS) also used for delivering and accounting of phytosanitary documentation in Kazakhstan.

The Russian side articulated the traceability issue of transit freights which contain plant products forbidden for export to Russia coming from member countries of the European Union as well as from member countries of the Eurasian Economic Union to the Republic of Kazakhstan. The parties agreed that Kazakhstan would consider the possibility of joining the FGIS “Argus-Fito” on authorization of phytosanitary certificates in the nearest time. 

The parties also drafted an integration plan for their respective information systems to ensure phytosanitary safety of two countries.

Rosselkhoznadzor Held Final Meeting With Representatives of National Meat Inspection Service (NMIS) of Republic of Philippines on Outcomes of Russian Livestock Establishments Inspection http://www.fsvps.ru/fsvps/news/27957.html?_language=en The final meeting of the Rosselkhoznadzor and the National Meat Inspection Service (NMIS) of the Republic of Philippines took place on September 7, 2018 in Moscow. 

The Philippine colleagues made some minor remarks and suggestions regarding safety measures at certain establishments. The meat-processing plants are already taking corrective actions. Besides, the National Meat Inspection Service of the Republic of Philippines additionally requested information on the highly pathogenic avian influenza (HPAI) regionalization in the Russian Federation. The Rosselkhoznadzor will submit the materials as work proceeds.

The inspectors of the National Meat Inspection Service (NMIS) of the Republic of Philippines will present their preliminary report upon the audit results to the Rosselkhoznadzor within three months. The Philippine colleagues appreciated the current system of Russia’s State veterinary control and noted its efficiency. The Philippine specialists had an opportunity to get acquainted with the Rosselkhoznadzor major information systems (Argus, Mercury, Vesta) and highly rated their performance. During audits the Philippine inspectors also visited a laboratory subordinate to the Rosselkhoznadzor. Modern equipment as well as accuracy and sensitivity of the methods used received an appraisal from the Philippine specialists.

At the end of the meeting the parties agreed to put all necessary effort to conclude the process of markets opening for products presenting a mutual interest. 

It also necessary to mention that the Rosselkhoznadzor officers who are now in the Republic of Philippines are finishing the audit of Philippine fish-processing establishments desiring to export to Russia.

Forthcoming Visit of Representatives of the Sultanate of Oman Competent Authority to Russia for Inspection of Animal Product Manufacturing Establishments http://www.fsvps.ru/fsvps/news/27951.html?_language=en Based on bilateral agreements, representatives of the Veterinary Department, Ministry of Agriculture and Fisheries, Sultanate of Oman, will visit Russia on September 9-18, 2018 for inspection of the Russian system for animal product safety ensuring.

According to the itinerary agreed by the Rosselkhoznadzor and Omani competent authorities the Omani delegation will visit poultry meat and beef producing establishments located in the Bryansk Oblast and Stavropol Krai. In addition, they will visit the FGBI “Federal Centre for Animal Health” and FGBI “Bryansk Interoblast Veterinary Laboratory” to assess the Russian veterinary control system.

Competent authority of the Sultanate of Oman will consider the possibility of authorizing the Russian Federation for animal product export to Oman in case of favourable results of the visit.

Whereas, the Rosselkhoznadzor specialists will inspect fish-processing establishments in the Sultanate of Oman within the same period.

The first meeting of competent authorities will take place in the Rosselkhoznadzor central office on September 10, 2018 where aspects of cooperation and forthcoming inspection mission will be discussed.

Head of Rosselkhoznadzor Sergey Dankvert Held Talks with Deputy Minister of Agriculture and Food of Republic of Belarus Ivan Smilgin http://www.fsvps.ru/fsvps/news/27937.html?_language=en The meeting of Head of the Rosselkhoznadzor Sergey Dankvert and Deputy Minister of Agriculture and Food of the Republic of Belarus, Director of the Department of Veterinary and Food Supervision Ivan Smilgin was held in Moscow today.

The main topic of the dialogue was the discrepancy between the data in the ARGUS system and the data provided by the Department of Veterinary and Food Surveillance of the Republic of Belarus on the volumes of dairy products supplied to Russia.

In particular, the parties discussed the probable reasons for the discrepancy between the information and agreed that the Department of Veterinary and Food Surveillance will conduct a thorough revision of the volumes and analysis of the information received within the next two weeks. After that an additional meeting will be held, at which the parties plan to develop an effective mechanism for confirming the volumes of dairy products supplied from the Republic of Belarus to Russia, taking into account the use of the system of electronic veterinary certification. At present, most of the agricultural goods coming from Belarus to Russia are already accompanied by electronic documents.

At the talks Sergey Dankvert noted that the trade processes between Russia and Belarus shall be built on equivalent approaches to ensuring safety and quality of products transported between the countries, based on the membership of both states in the EAEU. Accordingly, both sides shall be guided by unified documents in their activities, in particular, technical regulations of the Customs Union, as well as use equivalent methods when conducting state laboratory monitoring and research of regulated products. In this vein the Rosselkhoznadzor was surprised at the distrust and consequent reluctance of Belarus to participate in interlaboratory proficiency testing, provided by the Russian institutions. Proficiency tests are conducted to confirm the achieved level of measurement accuracy and the competence of participating laboratories. At the same time, the samples submitted by the provider for testing are encrypted, which prevents biased results.

In addition, the Rosselkhoznadzor reported that the information received from the Belarusian side on the results of monitoring research carried out in relation to establishments producing dairy and meat products and their suppliers of raw materials for compliance with the requirements of the Eurasian Economic Union does not fully meet the agreements set out in the road map. The list of missing documents that shall be sent by the Belarusian side to the Rosselkhoznadzor (test reports, validation/verification reports, etc.) will be sent to the Department of Veterinary and Food Inspection in the near future.
