On December 23, 2017, in New Delhi (India) the members of the official Russian delegation Assistant to the Head of the Rosselkhoznadzor Vasily Lavrovsky and Head of the Department for Land Surveillance, Grain Quality and Safety Control, Olga Zakharova, took part in the preparation and holding of the meeting of the co-chairmen of the Intergovernmental Russian-Indian Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation : Deputy Prime Minister Dmitry Rogozin and Minister of Foreign Affairs of the Republic of India Sushma Swaraj.

Along with the discussion of a wide range of issues related to trade, economic and investment cooperation, cooperation between the two countries in the transport sector, energy, industry, and space, much attention was paid to cooperation in the field of agriculture.

The parties noted the priority of increasing contacts in the agrarian sector, a significant increase in trade in agricultural products and food products, and the balance here is in favor of Indian products, both in volume and in assortment.

Despite this, the Indian side insisted on expanding the supply of tropical fruit and vegetable products, buffalo meat, dairy, fish products and processed egg products to the Russian market, linking the potential growth in trade with the strengthening of the interaction of the supervisory services of Russia and India.

For their part, the Russian side noted an increase in the supply of wheat, peas and chickpeas (at the beginning of the second decade of December the deliveries amounted to 379,000 tons, 216,000 tons and 5,500 tons, respectively), as well as vegetable oil to the Indian market.

They also developed the topic of tariff and non-tariff phytosanitary barriers on the way of Russian agricultural products to the Indian market that was raised in the report of Dmitry Rogozin.

They noted serious difficulties that cause increased duties on grain, oilseeds and leguminous crops imported to India, imposed by India under the pretext of protecting farmers' incomes due to a sharp drop in prices in the domestic market, where good crops were harvested.

Once again, they stressed the redundancy of the requirements of the Indian quarantine service to treat all imported grain with methyl bromide only, which were to enter into force on January 1, 2018. The Russian side pointed out that the Indian authorities must take into account the high level of safety and quality of Russian products that were never the objects of complaints made to the Rosselkhoznadzor (unlike, for example, Ukraine, which received 86 notifications from the Indian phytosanitary service at the beginning of November 2017, and nevertheless remains the main grain exporter to India), drew attention to the absence of dangerous for India quarantine pests in Russia and the climatic characteristics of the country that make it difficult to use methyl bromide in the cold season, that is, almost 8 months a year.

With a view to solving this issue, the parties came to the understanding that all foreign exporters will be subject to delay in the implementation of this provision of Indian legislation until July 1, 2018; the Rosselkhoznadzor and the Indian supervisory authorities will speed up the finalization of the Agreement on phytosanitary conditions for grain supply from Russia to India, the quarantine service of India will determine the specific terms for the inspection of the phytosanitary safety system for crop production in Russia, including alternative procedures for grain fumigation, which will take place no later than in March 2018.

The Russian colleagues reminded their counterparts of the interest of Russian business circles in the supply of poultry products, fish, fish products and seafood, honey, non-edible raw materials of animal origin (sheep wool, wet-salted cow hides) to India and asked to speed up the harmonization of import requirements.

In conclusion, the co-chairmen noted the progressive nature of trade and economic relations between the two countries and expressed confidence in reaching a mutual trade turnover between Russia and India up to $ 30 billion by 2025.

Head of Rosselkhoznadzor Sergei Dankvert Held Talks With Sri Lanka Delegation on Resuming Plant Product Supplies to Russia http://www.fsvps.ru/fsvps/news/24456.html?_language=en

The meeting was held on the initiative of the Russian side in Moscow. The Sri Lankan side was represented by an impressive delegation led by Ambassador Extraordinary and Plenipotentiary of Sri Lanka in the Russian Federation Mr. Saman Veerasinghe and Director General of the Department of Agriculture of the Ministry of Agriculture Mr. R.R.A. Wijekoon. The Russian side was represented by Head of the Rosselkhoznadzor Sergei Dankvert, Deputy Head of the Service Yulia Shvabauskene. The meeting was also attended by the representatives of the Russian Foreign Ministry, the Ministry of Economic Development and Trade, and the Ministry of Agriculture.

During the talks it was noted that more than 10% of the total volume of exports of Ceylon tea from Sri Lanka are delivered to Russia. In this regard, the ban on supplies introduced by the Russian side poses a very serious problem for suppliers.

It was noted that this is the first case of detection of this harmful, quarantinable for the Russian Federation, object in Sri Lankan products. It was noted that Sri Lanka is a country of high risk of spreading khapra beetle. The Lankan side voiced the assumption that the package was infected. For its part, the Sri Lankan side announced its readiness to take all possible measures to prevent such negative cases in the future.

Julia Shvabauskienė explained that the khapra beetle was included in the list of quarantine objects due to its immediate danger to agriculture, and therefore products with the presence of khapra beetle are banned from importation into Russia. It was also noted that earlier the Rosselkhoznadzor had already detected cases of the presence of khapra beetles in plant products from Sri Lanka, but the insects were not viable, and therefore did not pose a threat and the products were allowed for import.

The Lankan side informed about the decontamination of containers. The country began to conduct inspection in the territory of Sri Lanka for the presence of this organism. It is planned to accredit all plants, packaging stations and storage facilities for tea intended for export to Russia.

In the course of the dialogue, the parties agreed that all containers sent to Russia would be disinfected, and all tea lots would undergo laboratory monitoring for the absence of quarantine objects for the Russian Federation.

Sergei Dankvert noted the significant role of the Russian Association of Tea and Coffee Producers "Roschaicoffee" in settling the situation with the tea supply from Sri Lanka to Russia. The Head of the Rosselkhoznadzor also noted the need to strengthen cooperation between the two services.

It was also agreed that the delegation of Sri Lanka would also visit the largest Russian Plant Quarantine Institute, subordinated to the Rosselkhoznadzor, where it will get acquainted with the laboratory practice of detection of quarantine objects in plant products in Russia and will have an opportunity to talk with the researchers of the institute.

As a result of the negotiations, a decision has been taken under the guarantees of the quarantine service of Sri Lanka to lift temporary restrictions on the supply of all plant products from Sri Lanka since December 30, 2017. Meanwhile the Rosselkhoznadzor will carry out intensive laboratory monitoring of all incoming consignments of plant products from Sri Lanka.

The Rosselkhoznadzor delegation had several negotiations with the representatives of the Department for Agriculture, Nature and Food Quality, Ministry of Agriculture, Kingdom of the Netherlands, for discussion of commencement of the next stage of integration between the Rosselkhoznadzor's FGIS MERCURIUS system with Dutch E-cert information system within its visit to the Kingdom of the Netherlands on December 20-21, 2017.

During the negotiations the Rosselkhoznadzor specialists carried out identification of the electronic digital signature of the Dutch electronic veterinary certificates. Moreover, technical aspects of entering of Dutch electronic veterinary certificates signed by electronic digital signature to the Russian FGIS MERCURIUS system for electronic veterinary certification were discussed. The parties agreed to hold videoconference for summing up outcomes of the next stage  of the systems integration on January 17, 2018. Also, the Rosselkhoznadzor specialists informed Dutch colleagues that the Department for Veterinary and Food Supervision, Ministry of Agriculture of the Republic of Belarus, agrees to cooperate in launching and testing of electronic certification for consignments from the Kingdom of Netherlands destined to Belarusian consignees using the Rosselkhoznadzor FGIS MERCURIUS system.

Meeting of the Representatives of the Rosselkhoznadzor and the State Inspection Committee in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan http://www.fsvps.ru/fsvps/news/24442.html?_language=en On the initiative of the Rosselkhoznadzor, a meeting of representatives of the Federal Service for Veterinary and Phytosanitary Surveillance  and the State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter - the Committee) was held on December 21, 2017 in Aktobe (Republic of Kazakhstan).

The need for such a meeting was caused by a sharp increase in cases of violations of international and Russian legislation in the supply of plant products to the territory of the Russian Federation from the Republic of Kazakhstan.

The meeting was attended by:

- the Rosselkhoznadzor representative: Head of the Directorate for Phytosanitary Surveillance and Seed Control Irina Andreyevskaya, Head of the Rosselkhoznadzor administration for the Orenburg Oblast Sergey Ryabykh;

- the representative from the Republic of Kazakhstan: Deputy Chairman of the State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan Almabek Mars, heads and deputy heads of the regional territorial inspectorates of the KGI in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan.

At the beginning of the meeting Irina Andreyevskaya thanked Almabek Mars for the invitation to the Republic of Kazakhstan, for his personal participation in the meeting, and expressed her hope for a constructive dialogue that would lead to the desired results of both sides.

The main issue of the working meeting was the discussion of a set of measures aimed at preventing violations of international and Russian legislation in the field of plant quarantine, when transporting quarantined products between the Russian Federation and the Republic of Kazakhstan, and preventing the supply of "sanctions" products to the territory of Russia from Kazakhstan under the guise of authorized countries.

The Rosselkhoznadzor also addressed the issue of a second quarantine phytosanitary control carried out by the Committee of "sanctions" transit commodities that passed through the Russian part of state border of the Eurasian Economic Union.

It was noted that over 9 months of 2017, over 100,000 tons of fruits and vegetables originating  from Poland, Belgium, the Netherlands, Spain, etc. were moved transit to Kazakhstan through the automobile checkpoints in the Pskov Oblast.

The Rosselkhoznadzor submitted the information about transit of such goods to the Kazakh side and asked the Committee to confirm the registration of these products at delivery points.

During the meeting, the Kazakh side also provided information on cases of violations of international legislation in the field of plant quarantine during exporting of quarantine products to Kazakhstan by the Russian economic entities.

Supply of plant products without phytosanitary certificates made up 95% of all violations.

The Russian side provided information on the measures taken for each specific case and proposed to apply the measures specified in the Decision No. 318 of the EAEC Commission, namely, destruction, to violators who transport quarantine products without phytosanitary certificates.

During the meeting, the Rosselkhoznadzor submitted documents to the Committee on all cases of violations for 2017.

The Kazakh side expressed its readiness to investigate each case of violations before February 1, 2018, and to provide information on registration of transit cargo at delivery points.

At the end of the meeting, the participants thanked each other for an open and constructive dialogue, Almabek Mars agreed that there are a lot of problems and they need to be resolved, and also noted the effectiveness of such meetings of the services and suggested holding the next meeting in February 2018 in Uralsk (Republic of Kazakhstan).

As a result, a protocol was drawn up, which indicated problematic issues and developed solutions, including the need to work in the “Argus-phito” and EASU information systems to track the movement of quarantined products on the territory of the Eurasian Economic Union

Earlier the Rosselkhoznadzor informed that its specialists will visit the Republic of Turkey till the end of 2017. The visit will be aimed at familiarization with Turkish systems for production and official phytosanitary control of tomatoes intended for import to the Russian Federation and will take place upon the receipt of the list of tomato exporting establishments complying with the Rosselkhoznadzor requirements from the Turkish party.

Based on analysis of the information provided by the General Directorate for Food and Control, Ministry of Food Agriculture and Livestock of the Republic of Turkey the Rosselkhoznadzor is sending its delegation to the Republic of Turkey for the period of December 24-29, 2017.

Talks between Rosselkhoznadzor and Department of Agriculture, Cooperation and Farmers Welfare under the Ministry of Agriculture and Farmers Welfare of Republic of India http://www.fsvps.ru/fsvps/news/24434.html?_language=en

Meeting between the Rosselkhoznadzor delegation and Department of Agriculture, Cooperation and Farmers Welfare under the Ministry of Agriculture and Farmers Welfare of Republic of India took place on December 22, 2017 in New Delhi.

In the course of the talks the Indian party informed that in late December 2017 the act will be signed stipulating that obligatory requirement to decontaminate grain imported into India with methyl bromide will become valid in another six months. 

The Russian party provided the Indian colleagues with a letter reminding to address the Agreement between the Russian Ministry of Agriculture and Indian Ministry of Agriculture and Farmers Welfare on complying with phytosanitary requirements for grain exported from the Russian Federation to the Republic of India as soon as possible, as well as answers to additional questions of the Indian party related to grain decontamination with phosphine-based agents, a letter on detections in Indian grain imported to Russia and a letter on interest to export Russian nuts, apples and other plant products to the Indian market.

Besides Head of Indian Plant Protection Service Ashwani Kumar thanked for the provided information and confirmed his visit to the Russian Federation in May 2018 to get acquainted with grain fumigation procedures using phosphine-based agents. The Indian party also confirmed that the Agreement was under consideration of the Department technical specialists at the moment and proposals would be sent within a month.

The Indian party also informed that it suspends using electronic signature on phytosanitary certificates and replaces it with a manual one and also promised to report this officially to the Rosselkhoznadzor. 

In the conclusion the both parties expressed mutual gratitude for fruitful cooperation and interest in rapid solution of issues in future.

The Rosselkhoznadzor delegation visited the Republic of Azerbaijan on December 18-21 to inspect tomato production and storage sites.

In the framework of the technical consultations with the management of the NPPO of the Republic of Azerbaijan the Rosselkhoznadzor delegation was familiarized with the system of phytosanitary certification of consignments intended for export to the Russian Federation.

The Rosselkhoznadzor delegation drew attention of the Azerbaijani colleagues to prevention of exporting plant products of high phytosanitary risk to the Russian Federation.

During the talks the parties mentioned the importance of cooperation and information exchange between the authorities.

The Russian Federation visited 14 largest tomato greenhouses. Specific attention was paid to OOO “Bina Agro” establishment that applies modern production technologies and is equipped with up-to-date utility systems.

The Rosselkhoznadzor delegation mentioned the importance of meeting requirements of the Russian phytosanitary Law and of the retaliatory measures introduced by the RF Governments for plant product export.

The NPPO management of the Republic of Azerbaijan assured the Rosselkhoznadzor representatives in its intention and the intention of the Government of the Republic of Azerbaijan to rigorously comply with the RF requirements as far as Azerbaijan plant product export is concerned.

The Rosselkhoznadzor expresses gratitude to the Azerbaijani colleagues for the constructive dialogue and arrangement of the meeting.

Results of Rosselkhoznadzor Delegation Visit to the Republic of Lithuania http://www.fsvps.ru/fsvps/news/24429.html?_language=en

For the purpose of reviewing the system of state quarantine phytosanitary control of regulated products of plant origin the Rosselkhoznadzor delegation visited the Republic of Lithuania (Vilnius) from 19 to 20 December, 2017.

Within the technical consultations with the executives of the National Plant Protection Organization of the Republic of Lithuania (NPPO), the delegation of the Rosselkhoznadzor reviewed the phytosanitary certification system for consignments delivered to the territory of the Russian Federation and the Republic of Belarus.

The Russian side was shown the information system "FRIS" that is used for issuance of export and re-export phytosanitary certificates, as well as for authorization of phytosanitary certificates to the countries where plant products originate from.

The Rosselkhoznadzor delegation drew the attention of Lithuanian colleagues to the prevention of supplies of contaminated plant products of high phytosanitary risk (code 06, 07, 08 FEACN EAEC) to the territory of the Russian Federation.

The Rosselkhoznadzor representatives paid a special attention to the procedure of issuance by the NPPO of the Republic of Lithuania of re-export phytosanitary certificates for consignments of plant products of high phytosanitary risk (codes 07, 08 FEACN EAEC) originating in the third countries and intended for deliveries to the Republic of Belarus and the Russian Federation.

The NPPO of the Republic of Lithuania indicated the need to carry out activities aimed at establishing the true origin of fruit and vegetable products in order to prevent the issuance of phytosanitary certificates for "sanctioned" plant products.

In particular, the Rosselkhoznadzor delegation drew the attention of Lithuanian colleagues to cases of deliveries of uncharacteristic plant products of unknown origin under the Jordanian guise from Lithuania to Russia. It was also pointed out that it is necessary to carry out control activities with regard to unscrupulous exporters with the involvement of relevant official bodies.

During the talks, the importance of work interaction and information exchange between the services was emphasized. One of the results of this cooperation was the decision by the State Plant Crop Service under the Ministry of Agriculture of the Republic of Lithuania to suspend the issuance of re-export phytosanitary certificates at one of the Vilnius terminals in connection with the identification of falsification in the country of origin of plant products of high phytosanitary risk. The NPPO of Lithuania informed the Rosselkhoznadzor representatives about its readiness to conduct unscheduled inspections at all Lithuanian customs terminals. The Lithuanian party undertook to provide information following the results of the inspections conducted.

During the visit the Russian delegation visited the quarantine phytosanitary inspection posts for regulated products of high phytosanitary risk originating in the Republic of Lithuania and third countries and intended for further export to the Russian Federation and the Republic of Belarus.

The Rosselkhoznadzor representatives pointed out the existing incompliances, that, as it was assured by the Lithuanian side, will be eliminated in the shortest time possible.

At the end of the visit, the Rosselkhoznadzor delegation visited the plant quarantine testing laboratory in Vilnius, where they were familiarized with the methods and diagnostic tools for quarantine organisms.

The Rosselkhoznadzor expresses gratitude to Lithuanian colleagues for constructive dialogue and organization of the meeting.

Sergey Dankvert Held Working Meeting with Ambassador of Argentine Republic to Russian Federation Ricardo Lagorio http://www.fsvps.ru/fsvps/news/24416.html?_language=en

On December 21 a working meeting between the Head of the Rosselkhoznadzor and Ambassador of the Republic of Argentina to the Russian Federation Ricardo Lagorio took place in Moscow. A representative of the RF Ministry of Agriculture also participated in the talks.

Ricardo Lagorio introduced appointed Agricultural Attaché of the Embassy Alonso Ferrando to Sergey Dankvert and expressed hope for his effective cooperation with the Rosselkhoznadzor. The Argentine party emphasized that particular importance was attached to the development of agricultural product trade with Russia and noted that the representatives of the Ministry of Agriculture, Livestock and Fisheries of Argentina were working only in 4 countries of the world beside Russia.

Ricardo Lagorio informed that at the beginning of the next year several events that were important for the development of relations between the countries were planned to be held. In particular, the next session of the Intergovernmental Russian-Argentine Commission on Trade, Technical, Scientific and Economic Cooperation co-chaired by Sergey Dankvert (the Russian part of the Commission) will take place in the period from February 7 till February 8, 2017. The programme of the session is now being developed by the competent authorities and will be ready for discussion in mid-January of next year. The parties consider that the event will be of particular significance in the context of the development of Russian-Argentine relations and will open up new horizons for the improvement of cooperation that is strategically important for both countries.

The parties agreed that the capacity of the Commission will be improved through involving it in the activities of the official representatives of Russian regions in close cooperation with the business community interested in establishing direct trade and investment contacts with Argentina.

It was also noted that the activities of the Business Councils of the two countries had already provided a new impetus to the interaction of the parties.

Sergey Dankvert stressed that Argentina was traditionally one of the key partners of Russia in Latin America. However, the trade turnover between the countries is still reduced compared with that of 2014 despite the substantial resource potential of the sides. The export and import relations between Russia and Argentina are evidently affected by general decline of global trade and consumer demand.

At the same time, amid negative tendencies there is a good opportunity for the expansion of trade cooperation. In particular, the turnover between the countries could grow significantly through increased soybean oil meal supplies from Argentina to Russia if Argentine companies registered the produced soy lines in the RF. The Rosselkhoznadzor, in its turn, is also making efforts to achieve this objective because it meets the interests of both parties. For example, in Russia the intensive livestock breeding development has resulted in increased demand for feeds. Soybean oil meal supplies from Argentina will make it possible to diversify the domestic feed market and balance the price policy.

In addition to that, in the context of Russian retaliatory measures in relation to the countries that imposed illegal sanctions and due to the activities of the Rosselkhoznadzor aimed at minimization of illegal export of banned products Argentina has a possibility to increase the volume of traditional supplies of apples, pears, citrus fruits, grapes and other plant cultures significantly. There is also an opportunity of increasing meat product supplies.

Sergey Dankvert also noted with satisfaction that Argentina had tripled its export of frozen fish and crustaceans to Russia including traditional items such as shrimps, as well as exotic items supplementing the domestic market, silver hake in particular.

The Head of the Rosselkhoznadzor expressed regret that the supplies of milk, butter, cheese and other dairy products during the current year had not reached the level of 2014. In particular, the export of the mentioned products made more than 80 million US dollars in money terms as on December 18. The Rosselkhoznadzor, among other things, has always sought to ensure that Russia imports milk products unaffected by different kinds of support. Dairy products from Argentina, Uruguay and Chile meet this criterion and comply with all veterinary and sanitary requirements of Russia and the countries of the Eurasian Economic Union.

In this context Sergey Dankvert noted the failure of numerous attempts of the Souzmoloko (the National Dairy Producers Union) represented by Chairman of the Board of Directors A. Danilenko and possibly supported by companies that had joined the sector association and had their representatives in Belarus (the major supplier of dairy products to Russia) to exert pressure on the Rosselkhoznadzor as regards imposing restrictions on dairy product supplies from the above mentioned countries.

Ricardo Lagorio thanked Sergey Dankvert for the open and constructive dialogue and in the context of the above noted that there was a set phrase in Argentina saying, “Honest trade does not mean free trade”. The Ambassador of Argentina also emphasized that Argentina had not supported sanctions imposed on Russia illegally and intended to further enhance the collaboration with Russia.

In conclusion the parties expressed confidence in further strengthening of bilateral interaction and constructive trade cooperation between the countries.

On December, 20 the Rosselkhoznadzor delegation represented by Director of the FGBI “VGNKI” V.V. Nikulin and Director of the FGBI “ARRIAH” D.A. Lozovoy participated in the fourth meeting of the regional target group of the OIE Regional Commission for Europe in Vienna (Austria).

Just before the meeting the Austrian side held a bilateral meeting between the delegation of the Rosselkhoznadzor and the representatives of the Austrian Agency for Health and Food Safety (AGES), during which the presentations on the main activities of the Agency and the Austrian food safety surveillance system were made to the Russian side. In their turn the representatives of the Russian delegation stressed the importance of interaction with AGES with regard to scientific and technical cooperation.

During the meeting of the regional target group the organizers noted the unsatisfactory work and inactive participation of Russia in the activities of the group in the previous period. At the same time, the OIE representatives noted that this time the Russian delegation was representative.

During the event it was decided to hold the next meeting of the target group in Moscow next April.

In his speech Director of the FGBI "VGNKI" V.V. Nikulin paid a special attention to the problem of antimicrobial resistance and the need to intensify work on this issue. He also stressed that during the next meeting in April 2018 the Russian side will make presentations on the Russian experience of tackling the problem of antimicrobial resistance, as well as a presentation on brucellosis.

During the meeting special attention was paid to the problem of more active involvement of Russia and other Russian-speaking states in the activities of the OIE target groups. For that it was decided to strongly support the provision of interpreting services during the events and translation of documentation. In his turn Director of FGBI "VGNKI" V.V. Nikulin stressed that the Russian side is ready to fully provide the translation of documentation during the OIE events into the Russian language.

Particular attention during the meeting was paid to the spread of ASF and other infectious animal diseases. In the course of discussions, the representative of the Russian Federation, Director of the FGBI "VGNKI" V.V. Nikulin noted that natural reservoirs are one of the most dangerous ways of spreading diseases of terrestrial animals.

Rivers, lakes and coastal marine areas are first to enter the risk zone where infected animal carcasses can get not only naturally, but also as a result of inappropriate activity of economic entities.

In this regard, the Russian side expressed the opinion that it is necessary to extend awareness raising campaigns among the population, as well as to strengthen active interaction with representatives of hunting and fish control bodies.

In conclusion, the participants of the meeting noted the positive results of the past event and expressed hope for the development and deepening of cooperation, as well as for the more active participation of Russian representatives in the OIE activities in the future.

In the period from December 21 till December 24 the delegation of the Rosselkhoznadzor will visit New Delhi (the Republic of India) and take part in the meeting of the Co-Chairmen of the Intergovernmental Russian-Indian Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation Deputy Prime Minister of the Russian Federation Dmitry O. Rogozin and External Affairs Minister of the Republic of India Sushma Svaraj.

Within the framework of the visit talks with the representatives of the Plant Quarantine Organization of India (the National Plant Protection Organization), namely the Department of Agriculture, Cooperation and Farmers Welfare of the Ministry of Agriculture and Farmers Welfare of the Government of the Republic of India, are to be held on December 22.

Issues concerning fumigation of Russian grain with phosphine pesticides and a draft Agreement between the Ministry of Agriculture of the Russian Federation and the Ministry of Agriculture and Farmers Welfare of the Republic of India as regards ensuring the compliance with phytosanitary requirements while exporting grain from the Russian Federation to India are planned to be discussed with the Indian party during the talks.

Video Conference between Rosselkhoznadzor and Representatives of Republic of Argentina on Implementation of EAEU Uniform Documents in Plant Quarantine http://www.fsvps.ru/fsvps/news/24398.html?_language=en

On December 20, 2017 a video conference with the participation of the specialists of the Federal Service for Veterinary and Phytosanitary Surveillance and the National Food Safety and Quality Service (SENASA) of the Republic of Argentina took place on the initiative of the Argentine party. The representatives of the Eurasian Economic Commission and the Embassy of the Republic of Argentina in the Russian Federation were also present at the conference. Issues concerning the implementation of the Uniform Phytosanitary Requirements of the Eurasian Economic Union were discussed during the talks.

Within the framework of the said event the parties discussed measures proposed by the National Plant Protection Organization of the Republic of Argentina (the NPPO of Argentina) as regards easing of the phytosanitary requirements set out in the provisions of the Uniform Quarantine Phytosanitary Requirements for products and objects subject to quarantine at the customs border and the customs territory of the Eurasian Economic Union approved by the Decision of the Council of the Eurasian Economic Commission dated November 30, 2016 No. 157 with respect to Argentine corn, sunflower and pulse seeds, food potatoes, soybeans, fresh and dried grapes, fresh fruits and fresh blueberry in particular.

The Russian party and the representatives of the Eurasian Economic Commission provided clarification on measures proposed by the Argentine party and drew attention to the fact that the Uniform Phytosanitary Requirements were scientifically and technically based and harmonized with the international legislation in the field of plant quarantine.

The Russian party elaborated on the new phytosanitary requirements effective as on July 1, 2017 and specified that the measures had been implemented gradually since November, 2016 and the Argentine party had had time to get prepared for their implementation.

A representative of the Eurasian Economic Commission noted that the requirements had been developed during 5 years involving the specialists from other countries, publically discussed and made available to the public so that trading partner countries could familiarize themselves with them; the requirements had also been notified within the World Trade Organization.

As mentioned by a representative of the Rosselkhoznadzor, an important condition for the implementation of the EAEU phytosanitary requirements was the control of crops during the whole period of vegetation, including laboratory tests, conducted by the Argentine competent authority.

The parties discussed the notions of a free area, a free place of production and a free production site mentioned in the International Standards for Phytosanitary Measures with respect to their use in practice in order to ensure their unequivocal interpretation, as well as accurate completion of Section II. Additional Declaration of the phytosanitary certificate issued by the NPPO of Argentina.

According to the existing phytosanitary requirements, in case the competent authority of the Republic of Argentina conducts on-site control and laboratory testing of plant products for the detection of quarantinable objects during one year and if based on the test results a quarantinable object is not detected, this place can be recognized as free from quarantinable objects. It is necessary to note that some plant products are to be exported to the Russian Federation only from places (areas, sites) recognized as free from objects quarantinable for the Russian Federation.

The Russian party expects that the competent authorities of the Republic of Argentina will enhance control of sunflower, corn and pulse seeds and provide official guarantees that the supplied Argentine products originate from places (areas, sites) recognized as free from objects quarantinable for the Russian Federation.

The representative of the Rosselkhoznadzor noted that according to available information it was possible to identify areas free from quarantinable objects in Argentine. In its turn the Rosselkhoznadzor is waiting for the official information on tests conducted by the Argentine party.

Unofficial translations of the Uniform Regulatory Acts of the Eurasian Economic Union concerning plant quarantine were forwarded to the Argentine party through the Embassy of Argentina in Russia.

As a result of the meeting the parties agreed to continue the discussion of technical issues concerning the implementation of the Uniform Phytosanitary Requirements in formats suitable for the parties.

The Argentine party expressed gratitude to the Rosselkhoznadzor for having organized and held the meeting in such format that provided an opportunity to discuss the issues of interest at the level of technical specialists and invited the Russian specialists to visit the subordinated laboratories and familiarize themselves with the phytosanitary control system existing in the Republic of Argentina.

Rosselkhoznadzor Held Working Meeting with Representatives of Veterinary Organization of Islamic Republic of Iran on Russian Vaccine Supplies http://www.fsvps.ru/fsvps/news/24386.html?_language=en

On December 19 the working meeting between the Rosselkhoznadzor and a delegation from the Islamic Republic of Iran took place in Moscow. The delegation had arrived in Russia in order to inspect a veterinary vaccine manufacturing establishment preparing for the export of veterinary vaccines to Iran for its compliance with the GMP requirements.

The Iranian party expressed interest in establishing cooperation with reliable trade partners in Russia as regards import, as well as joint production of the veterinary drugs needed by Iran. In this context the competent service reported on the conditions to be met with a view to arrange vaccine supplies to Iran.

The Rosselkhoznadzor elaborated on the procedure of veterinary drug registration, licensing and certification and also on the vaccine quality control system existing in Russia. The Russian Service laid emphasis on the activities of the Rosselkhoznadzor subordinate scientific research institutes, namely the All-Russian State Centre for Quality Control and Standardization of Veterinary Drugs and Feed and the Federal Centre for Animal Health, competent in expert assessment and certification of drugs circulating in Russia, as well as in production of high quality veterinary drugs for prevention and control of a wide range of economically significant animal diseases.

In conclusion the parties thanked each other for the constructive and effective dialogue and expressed hope for further collaboration.

The parties discussed the recently opened Estonian establishment manufacturing fish products (canned fish, semi-finished frozen fried fish).

During the talks the Rosselkhoznadzor notified the Estonian party that in case the specified establishment starts export of fish products to Russia the Russian party will obligatorily perform laboratory tests of these products for safety criteria.

The Estonian party has taken into account the specified information and at the same time remarked that it commits to do its best to perform veterinary control of the manufactured products.

Doctor Kalda informed about his intention to submit materials on elimination of violations detected at the establishments which will demonstrate the trend of the measures taken at the controlled establishments by the end of the year.

The telephone talks with the Deputy Director General, Head of the Department for Food Surveillance (Latvian Republic) were held on December 19. The parties discussed the recently opened Latvian canned fish manufacturing establishment.

During the negotiations the Rosselkhoznadzor notified the Latvian party that in case the specified establishment starts export of canned fish the Russian party will obligatorily perform laboratory tests of these products for safety criteria.

The Latvian party has taken into account the specified information and at the same time remarked that it commits to do its best to perform veterinary control of the manufactured products.

Besides, considering the fact that the establishment had not exported their products to Russia for more than two and a half years the Latvian Food and Veterinary Service has taken a decision to check the establishment for compliance with EAEU veterinary and sanitary standards and requirements and to perform additional laboratory tests of the products prior to starting export to Russia.

Also the parties discussed the form in which the Latvian party will submit materials on breach elimination at the rest of establishments which will demonstrate the trend of the measures taken at the establishments.

At the end of the telephone talks the Latvian party expressed gratitude to the Rosselkhoznadzor for lifting temporary restrictions from the establishment highly assessing the trust to the Latvian Food and Veterinary Service.

The Rosselkhoznadzor Experts Completed Inspection of Vietnamese Fish Processing Establishments http://www.fsvps.ru/fsvps/news/24369.html?_language=en

Today a closing meeting upon the completion of inspection mission of the Rosselkhoznadzor experts in the Socialist Republic of Vietnam with participation of Dmitry Natarov, Deputy Head of the Rosselkhoznadzor, and Ngo Hong Phong, Deputy Director General of the National Agro-Forestry-Fisheries Quality Assurance Department (NAFIQAD) has been held.

In the period of December 11-19, 2017 the Rosselkhoznadzor experts inspected 8 establishments interested in export of their fish products to the Russian market, visited aquaculture farms as well as regional laboratories and office of the competent authority.

Based on the Rosselkhoznadzor mission’s results the experts informed about some systemic non-compliances found in the Vietnamese competent authority activities (such as non-effective investigations performed in case of detection exceeded levels of harmful and banned substances in products of Vietnamese establishments, laboratory testing of the products shipped to Russia does not cover all laboratory parameters to be tested for compliance with the Eurasian Economic Union legislation) that require prompt correction for continuation of fish products supplies to the Russian Federation.

Mr. Ngo Hong Phong has agreed with the non-compliances indicated by the Rosselkhoznadzor experts as well as informed that the Vietnamese party is interested in their correction and  reviewing existing plan of monitoring of exported products due to increasing detections of non-safe products that are non-compliant to the Eurasian Economic Union requirements.

The parties also agreed to continue cooperation in development of bilateral product supplies with mutual inspections of Russian meat processing establishments and Vietnamese fish processing establishments.

Working Meeting Between Islamic Republic of Iran and Representatives of Rosselkhoznadzor Administration for Saratov Oblast on Trade and Economic Cooperation in Russian Grain Export http://www.fsvps.ru/fsvps/news/24340.html?_language=en December 15, 2017 a working meeting was held between the delegation from the Islamic Republic of Iran and the specialists of the Saratov Municipal District Administration where issues of strengthening mutual trade and economic cooperation, in particular export of grain products from the Saratov Oblast to the Islamic Republic of Iran and the organization of a joint Russian-Iranian establishment in the Saratov municipal district were discussed.

The meeting chaired by Head of the Department for Economic Development and Agriculture of the Saratov Municipal District Administration Viktor Maraev included: Head of the Food and Processing Industry Department of the Ministry of Agriculture of the Saratov Oblast Dmitry Gulyaev, specialists of the Saratov Municipal Administration, Head of the Saratov Branch of the Agricultural Center Irek Faizov, representatives of leading business companies operating in the field of production, processing, storage and marketing of grain products, as well as media representatives.

The Rosselkhoznadzor Administration for the Saratov Oblast and the subordinate to the Rosselkhoznadzor FGBI “Saratov IVL” were represented by Deputy Head Dzhambul Ismagulov and Director of the Laboratory Igor Kozlov.

The Iranian delegation, which included representatives of governmental bodies and business establishments in the agrarian and food sectors, was headed by S. Jalali-far, Adviser on the Caspian matters and North-South transport corridor issues.

The Saratov side acquainted the Iranian partners with the production and economic state of the Saratov Municipal District and the Saratov Oblast, the production volumes, export opportunities, transport logistics, including the possibilities of exporting grain products from the Saratov region to the Islamic Republic of Iran using the natural transport artery - the Volga River and the Caspian sea. 

Dzhambul Ismagulov, Deputy Head of the Rosselkhoznadzor Administration for the Saratov Oblast informed the Iranian delegation about the volumes of grain products shipped to the Islamic Republic of Iran within export supplies, as well as the measures taken to meet the importing country's requirements aimed at quarantine and phytosanitary safety.

In his presentation Director of the FGBI “Saratov IVL” Igor Kozlov spoke about the laboratory facilities for carrying out the necessary testing of grain products during its export.

Summing up the meeting, the participants thanked the Russian side for the talks and expressed confidence that mutually beneficial trade and economic cooperation in the grain market will continue between the Russian Federation and the Islamic Republic of Iran.

FGBI VNIIKR Delegation Visit to EVIRA – National Plant Quarantine and Protection Organization of Republic of Finland http://www.fsvps.ru/fsvps/news/24338.html?_language=en On December 14, 2017 at the invitation of EVIRA the delegation from the subordinate to the Rosselkhoznadzor FGBI VNIIKR headed by Director Alexander Sapozhnikov visited the central office and laboratory of their Finnish colleagues in Helsinki.

Within the framework of the visit Alexander Sapozhnikov and EVIRA Director General Matti Aho signed an agreement on scientific and technical cooperation, which provides for the exchange of experience in the following spheres: modern methods for diagnosis and elimination of quarantine pest outbreaks, methodology for phytosanitary risk assessment, and joint work on insect pheromone testing.

During the visit, the parties reached an agreement on conducting joint interlaboratory proficiency testing which will validate the competence of research conducted by laboratories.

During the meeting, issues of new methods in diagnostics of forest quarantine organisms, inspection methods and sampling standards during inspection of round timber, sawn timber, packaging containers were examined. Therewith the experience of successful eradication of the Asian barbel (Anoplophora glabripennis) in Finland was presented, which may be useful in case of introduction of this extremely harmful quarantine pest into the Russian Federation.

Regular working contacts of the representatives of the two countries' services continue the tradition of long-term international relations, when Finnish and Russian experts met repeatedly in Moscow and Helsinki, discussing relevant for the both countries issues: phytosanitary risk analysis, peculiarities of forest product inspection, spread of harmful organisms, current monitoring and eradication of outbreaks.
