The Russian-Uruguayan Mixed Commission is conducted in order to develop measures and joint actions aimed at diversification and increase in commodity turnover, identification and elimination of trade barriers and promotion of joint projects.

On the threshold of the mentioned event, on June 21 the meetings of the Commission’s Working Groups on trade and economic cooperation and cooperation in the field of agriculture, fisheries, veterinary and phytosanitary surveillance will be held in the course of which it is planned to undertake an in-depth discussion on the structure and the state of the current turnover and proposals on how to increase it.

Rosselkhoznadzor Held Working Meeting with Embassy of Republic of Korea in Russian Federation http://www.fsvps.ru/fsvps/news/26796.html?_language=en On June 1 a meeting between the representatives of the Rosselkhoznadzor and Counsellor of the Embassy of the Republic of Korea in the Russian Federation Soon Wook Kwon was held in Moscow on the occasion of the forthcoming meeting of the Russian-Korean Joint Commission on Economic, Scientific and Technical Cooperation which will take place in Seoul on June 7.

The parties identified the subjects to be addressed within the framework of the Russian delegation visit to the Republic of Korea aimed at the participation in the Intergovernmental Commission. In particular, the development of mutually beneficial trade in animal and plant products will be discussed. For example, it is planned to consider issues related to Russian animal product export to the Korean food market in accordance with the principles of compartmentalization and regionalization of the country’s territory. These mechanisms have already formed the basis for Russian product export to such countries as Japan, the United Arab Emirates, Kuwait, Bahrain and several others.

The representative of the Embassy of the Republic of Korea informed that the Korean veterinary service was currently performing risk assessment with respect to Russian beef and poultry meat import. The preliminary results of the assessment will be submitted to the Russian party during the forthcoming meeting of the Intergovernmental Commission.

In addition, the parties plan to discuss the possible increase in Russian grain supplies to Korea as well as the extension of their range. In this vein, the Rosselkhoznadzor requested to accelerate the process of providing the Service with import requirements relating to food safety of grain and grain products imported to Korea.

Another topic of the ongoing talks was the inspection of Korean lysine manufacturing establishments which will be conducted by the Rosselkhoznadzor this autumn. The Korean party informed that the draft programme of the inspection would be submitted for harmonization and resolving technical issues.

Soon Wook Kwon confirmed that the Korean party would render the necessary support to organization of a meeting between the representatives of the Rosselkhoznadzor and the Animal and Plant Health Agency of the Republic of Korea for a preliminary discussion of mutual cooperation issues to be subsequently brought up for discussion at the Intergovernmental Commission meeting.

Rosselkhoznadzor Held Closing Meeting with Representatives of Ministry of Agriculture and Farmers Welfare under Government of India http://www.fsvps.ru/fsvps/news/26776.html?_language=en The closing meeting between the Rosselkhoznadzor and the specialists of the Department of Agriculture, Cooperation and Farmers Welfare of the Ministry of Agriculture and Farmers Welfare under the Government of India was held on May 31, 2018.

The Russian party was led by Deputy Head of the Rosselkhoznadzor Julia Shvabauskene, the Indian party – by Head of the Directorate of Plant Protection and Quarantine of the above mentioned department Bommakanti Rajender. Head of the Federal State Enterprise “Republican Fumigation Group” Tagir Astemirov and a representative of the Ministry of Agriculture of the Russian Federation also attended the meeting.

In the course of the talks the parties discussed the Russian system of state quarantine phytosanitary surveillance as well as the results of the Indian colleagues’ visit to Russian pea and wheat exporting establishments, a grain elevator in Krasnodar Krai and a port in Novorossiysk.

The Indian colleagues noted the high level of phytosanitary safety assurance as regards Russian product export and informed that after having analyzed the entire information obtained the Indian competent authority would formally notify the Rosselkhoznadzor of the decision taken.

At the end of the meeting the Indian colleagues raised the issue of animal product supplies from India to Russia. The Russian party informed that it would consider the mentioned issue and provide a formal response.

Sergey Dankvert to Discuss Issues of Tomato Supplies from Armenia to Russia with Advisor to Minister of Agriculture of Armenia Armen Hayrapetyan http://www.fsvps.ru/fsvps/news/26709.html?_language=en The meeting of the Head of the Rosselkhoznadzor with Advisor to the Minister of Agriculture of Armenia was held today in Moscow.

The key topic of the parties' dialogue was the issue of ensuring the phytosanitary security of the tomatoes supplied to Russia by the Armenian side.

It was noted that 450 vehicles with tomatoes from Armenia with a total weight of about 9,200 tons entered the territory of Russia in May. At the same time in 27 cases the Rosselkhoznadzor detected tomatoes infected with a tomato moth a dangerous for Russia harmful quarantine organism.

Earlier the Rosselkhoznadzor, via an official request, drew the attention of Armenian colleagues to the need of identifying zones free from this quarantine organism in Armenia and supplying tomatoes to Russia only from the phytosanitary areas of Armenia that are safe in phytosanitary terms. A similar request was expressed during the current meeting.

Mr. Hayrapetyan assured the Russian side of taking appropriate measures in the shortest possible time. 

To attention of media representatives: The Rosselkhoznadzor appeals to media representatives with a request not to politicize the issue of deliveries of tomatoes from the territory of Armenia to Russia. All aspects of this subject matter are purely technical in nature, aimed at the implementation by the supervisory authority of its direct functions regarding the phytosanitary disease freedom of the Russian territory.

Rosselkhoznadzor Met with National Service for Animal Health and Food Safety (SENASAG) of Ministry of Rural Development and Land of Bolivia in Paris http://www.fsvps.ru/fsvps/news/26696.html?_language=en On May 23, 2018 within the 86th OIE General Session of the World Organization for Animal Health (OIE) the meeting between Deputy Head of Rosselkhoznadzor Konstantin Savenkov and General Executive Director of the National Service for Animal Health and Food Safety of the Ministry of Rural Development and Land of Bolivia, Javier Suárez Hurtado was held at SENASAG in Paris (France).

The representatives of the veterinary service of Bolivia expressed interest in the inspection of livestock establishments carried out by the Rosselkhoznadzor experts with a view of further access of Bolivian beef to the Russian market.

The Russian side noted that the Bolivian side needs to inspect Bolivia's beef production facilities for compliance with the requirements of Russia and the EAEC, and to present a list of such establishments to the Russian side. The Rosselkhoznadzor, in its turn, will consider the inclusion of the inspection visit of the Rosselkhoznadzor specialists to Bolivia in the second half of 2018 after all the necessary information is received, including the previously requested materials.

The Russian side also invited colleagues from Bolivia to the Russian Federation to conduct an inspection of Russian establishments and familiarize themselves with the veterinary control system in Russia.

The parties agreed to continue cooperation in the identified areas.

Modisa.

The negotiations took place on the initiative of the Botswana side to discuss the possibility of supplying beef to the Russian market.

The representatives of the Republic of Botswana noted that the production of livestock products is one of the main directions of the country's agricultural sector. Botswana manufacturing companies are aimed at increasing the volume of beef exports to the Russian market.

Konstantin Savenkov explained to Botswana colleagues about the functioning of a clear step-by-step system for access of livestock products to the Russian market, the first stage of which is the assessment of the veterinary surveillance system of the country interested in supplying its products to Russia.

The Botswana side invited the Russian specialists to conduct an inspection of Botswana beef establishments during 2018.

Besides, Mr. G. Modisa expressed interest in imports of vaccines and medicines for animals from the Russian Federation, and also stressed the importance of sharing experiences of Botswana and Russian scientists in the field of veterinary medicine.

Konstantin Savenkov expressed readiness to assist in organizing a meeting of Botswana specialists with the staff of FGBI "ARRIAH" with the aim of further cooperation of both countries on this issue.

The parties considered the possibility of harmonizing the veterinary certificate for beef meat exported from Russia to the Kingdom of Morocco.

The Russian side suggested that Moroccan specialists consider the possibility of delivering beef meat taking into account the FMD regionalization of the territory of Russia.

Konstantin Savenkov informed the Moroccan colleagues in detail about the internal program of regionalization for this disease, and also noted that work is currently being actively carried out to prevent and eliminate the virus on the territory of Russia, in connection with which the country's status as a "free zone from foot and mouth disease without vaccination." is expected to be recovered.

The Moroccan side expressed hope for the successful completion of work in the Russian Federation to eliminate contagious animal diseases and to continue cooperation in the field of veterinary surveillance.

The Moroccan specialists also informed about the completion of harmonizing the draft veterinary certificate for milk derived from cattle and small ruminants exported from the Russian Federation to the Kingdom of Morocco and dairy products thereof, which was previously sent by the Russian side with an official letter. Comments on this issue will be forwarded to the Rosselkhoznadzor in the shortest possible time.

At the end of the meeting the parties thanked each other for productive negotiations and agreed to continue mutual cooperation on the issues of access of livestock products to the markets of the two countries.

Inspectors from Ministry of Food, Agriculture and Livestock of Republic of Turkey Сompleted Inspection of Russian Beef Producing Establishments http://www.fsvps.ru/fsvps/news/26686.html?_language=en On May 25 a meeting between the representatives of the Rosselkhoznadzor and the delegation of the General Directorate of Food and Control of the Ministry of Food, Agriculture and Livestock of the Republic of Turkey timed to coincide with the completion of the Turkish inspectors’ mission in Russia took place in Moscow. In the course of their visit to Russia the Turkish experts visited two establishments located in Bryansk and Orenburg Oblasts which are interested in beef export to Turkey.

Summing up the visit, the representatives of the Ministry of Food, Agriculture and Livestock of Turkey thanked the Rosselkhoznadzor for the professional organization of the inspection and noted the high level of the infrastructure of the Russian establishments.

The parties discussed a series of issues regarding the animal product safety control system in Russia. In particular, they elaborated on such topics as the national bovine spongiform encephalopathy (BSE) monitoring programme, the animal identification system, biological waste disposal and the assurance of livestock feed quality and safety.

The Rosselkhoznadzor forwarded the detailed information on the above mentioned issues to the Turkish party and informed that it was prepared to provide information on other issues which needed to be studied in order to authorize the Russian establishments for beef supplies to Turkey.

Henriksen, Danish CVO, on the sidelines of the 86th OIE General Session.

The parties discussed extension of the list of Danish establishments interested in export of breeding pigs. The Russian Party mentioned that the first pig consignment is expected to be exported in the nearest time. In case the RF requirements for breeding pig export are met the Rosselkhoznadzor is ready to consider the issue of extending the list of farms which the Danish Party will decide to add to the list of recommended establishments.

The representatives of the Danish Veterinary Service informed that in the nearest time it will complete checking Danish establishments included in the list of the third country establishments for compliance with the RF and EAEU requirements and afterwards the Danish party will submit the results of inspections and the updated list of Danish establishments complying with these requirements to the Rosselkhoznadzor. 

Besides, the Russian party will raise the issue of concluding the Memorandum of Understanding between the Technical University of Denmark and FGBI “VGNKI”. 

The Russian Party passed the draft Memorandum to the Danish colleagues. In their turn the representatives of Denmark expressed their readiness to familiarize themselves with the Draft Memorandum and forward their suggestions in the shortest time. 

In conclusion the parties expressed their readiness to continue cooperation in the field of veterinary surveillance.

The Russian side at the talks was represented by Ilya Chvala, Deputy Director for Research and Monitoring at the FGBI "ARRIAH", and Aleksey Igolkin, Head of the Reference Laboratory for ASF.

At the meeting, issues of cooperation between the two research centers of Russia and France in the field of African and classical swine fever, diagnostics of rabies, avian diseases and aquaculture were examined. During the talks Aleksey Igolkin outlined the main results of the Russian laboratory's work on studying the variants of the ASF and CSF virus circulating in Russia, the achievements in the development and improvement of diagnostic tools for these diseases, as well as prospects for developing specific prevention tools.

As a result of the talks the parties expressed interest in strengthening cooperation and implementing scientific programs on the issues identified.

On May 22, 2018 in Paris (France), in the framework of the 86th General Session of the World Organization for Animal Health (OIE) the negotiations between the representatives of DG SANTE, EU experts and Russian delegates including experts from the Rosselkhoznadzor and the Rosselkhoznadzor subordinate FGBI "ARRIAH” were held, where the parties discussed possible technical issues of cooperation between the EU reference laboratory and the reference laboratory for livestock diseases of the FGBI "ARRIAH".

During the talks the experts discussed LSD diagnostic methods used at the EU and RF reference laboratories. The FGBI "ARRIAH" specialists made proposals on the possibility of obtaining and using isolates and strains of capripoxviruses of various geographical origin deposited in the collections of European institutes, which will allow to validate existing domestic LSD diagnostic test systems.

In addition, an agreement was reached on the participation of the Russian laboratory in annual proficiency tests organized by the EU reference laboratory for capripoxviruses (lumpy skin disease, sheep and goat pox) with the aim of international harmonization of research methods and validation of employees’ skills.

In the discussion of vaccination strategy issues, the EU representatives informed about approaches to the use of vaccines in a number of EU countries. The Russian side initiated the joint study of the effectiveness of various vaccination strategies for determining safety and immunogenicity indicators.

Taken into account the common interest that Russia and the EU have shown to LSD, the interaction between the laboratories will allow optimizing disease control measures in the regions and will ensure a regular exchange of experience and scientific information by the specialists.

Delgadillo Alvarez.

The parties discussed the issue of Mexican supplies of meat products to the Russian Federation obtained from animals that were raised without the use of growth promoters. The Russian side noted that the results of the inspection of Mexican establishments conducted by the Rosselkhoznadzor showed that segregation is not observed on meat production lines at the establishments.

In addition, the laboratory monitoring system in Mexico does not meet the requirements of the Russian Federation, since no tests are conducted on a number of safety indicators.

The representatives of the Veterinary Service of Mexico assured that in the near future they will provide the necessary guarantees for ensuring safety of products supplied to the Russian Federation, including materials on the segregation program applied at establishments interested in exporting their products to Russia.

The parties agreed to consider the possibility of signing a bilateral agreement on regionalization with regard to contagious animal and avian diseases, with a view to ensuring safety of mutual supplies of livestock products. The Mexican side will prepare a draft agreement and forward it to the Rosselkhoznadzor.

During the meeting the parties discussed the draft certificate for meat, meat raw materials and offal obtained from poultry slaughter and processing, as well as ready-made poultry products exported from Russia to Singapore.

The parties agreed to amend the draft of the certificate, after which it will be harmonized by the Singapore side.

In addition, the Singaporean party requested detailed information on control measures taken by the Russian veterinary service to eliminate outbreaks of African swine fever in the Russian Federation, as well as control at establishments interested in the supply of pig products to the Singapore market.

Konstantin Savenkov said that the requested materials will be forwarded to the Singaporean colleagues in the shortest possible time.

The main topic of the talks was the Rosselkhoznadzor's identificatrion of violations related to illegal deliveries of the Brazilian meat products prohibited for import to Russia under the guise of Paraguayan products.

The Paraguayan side informed that illegal schemes were identified with regard to the relevant establishments of Frigorifico Consepcion group company. Also, colleagues reported on the internal audit of the relevant establishment No 38, and assured that no signs of illegal activities were detected, and addressed to the Rosselkhoznadzor with a request to lift the restrictions.

The Russian side reported that an increase in the supply of beef and beef offal from Paraguay to Russia was noted even before information was received about the specific fact of the violation at the company of Frigorifico No. 38. At the same time, according to the Rosselkhoznadzor, not less than 7 thousand tons of meat raw materials were supplied to Paraguay from Brazil. The Paraguayan side assured that information about the investigation will be forwarded to the Rosselkhoznadzor in the near future.

At the end of the meeting the parties agreed in the near future to hold a videoconference where the proposals of the Russian side to prevent supply of livestock products of dubious origin to Russia will be discussed.

Коnstantin Savenkov Participated in Meeting of Eurasian Economic Union Member-States on Animal Product Traceability on Sidelines of 86th OIE General Session http://www.fsvps.ru/fsvps/news/26611.html?_language=en On May 22, 2018 the meeting of the representatives of the Eurasian Economic Union (EAEU) member-states performing control in the veterinary field was held on the sidelines of the 86th OIE General Session in Paris. Deputy Head of the Rosselkhoznadzor Konstantin Savenkov represented the Russian party at the meeting.

In the course of the meeting the representatives of the veterinary services of the EAEU member-countries addressed the issue of adopting the Regulation on harmonized approaches while performing identification, registration and tracing of animals and animal products. At the same time, it was noted that the majority of the provisions of the mentioned document were reflected in the national legislation of the most of the EAEU member-states, and all controversial issues had been harmonized.

The issue of the implementation of a risk-based approach while performing the official veterinary control (surveillance) was also addressed. Konstantin Savenkov explained that such approach would facilitate the operation of bona fide establishments whereas dishonest establishments would leave the market gradually. At the same time, the Rosselkhoznadzor representative expressed the willingness to provide the detailed information on this issue to the countries concerned in the nearest future.

Besides, the parties discussed the veterinary drug authorization procedure in the EAEU member-countries, including the form and the terms of the authorization procedure, as well as the issue of the identification of criteria on the basis of which laboratories (centres) can be authorized for reference functions.

Rosselkhoznadzor Held Talks with Representatives of Veterinary Service of Ministry of Agriculture, Water Resources and Fisheries of Republic of Tunisia within Framework of 86th OIE General Session http://www.fsvps.ru/fsvps/news/26610.html?_language=en On May 22, 2018 the representatives of the Rosselkhoznadzor held a meeting with Director General of the Veterinary Service of the Ministry of Agriculture, Water Resources and Fisheries of the Republic of Tunisia Dr. Malek Zrelli in Paris within the framework of the 86th OIE General Session.

The parties discussed the issue of Russian animal product supplies from Russia to the Tunisian market.

In particular, the Tunisian party explained the procedure for the access of such products to the Tunisian market which consists of 3 stages:

- assessment of the veterinary surveillance system of the importing country;

- accreditation of animal product suppliers;

- harmonization of the relevant veterinary certificates.

Konstantin Savenkov assured the representatives of the Tunisian party that the information on the regionalization of the Russian Federation territory with respect to animal infectious diseases would be sent to the Tunisian colleagues within two weeks and invited them to inspect the Russian animal product manufacturers willing to export their products to the Tunisian market for their compliance with the veterinary and sanitary requirements of Tunisia.

The issue of electronic certification was also addressed in the course of the talks. The parties agreed to cooperate in an expeditious manner in this matter.

Besides, Dr. Malek Zrelli provided the Russian party with the list of the Tunisian fish product manufacturers willing to supply their products to Russia, as well as with the materials of the investigation aimed at the identification of the reasons for the presence of prohibited and harmful substances in amounts exceeding MALs in the products of a Tunisian fish processing establishment requested in the Rosselkhoznadzor official letter in March, 2018.

Rosselkhoznadzor Participated in 23rd Meeting of Working Group on Trade and Economic Cooperation of Russian-Indian Intergovernmental Commission http://www.fsvps.ru/fsvps/news/26608.html?_language=en On May 22, 2018 the 23rd meeting of the Working Group on Trade and Economic Cooperation of the Russian-Indian Intergovernmental Commission took place in Moscow under the chairmanship of Deputy Minister of Economic Development of the Russian Federation A. Gruzdev and Deputy Minister of Commerce and Industry of the Republic of India R. Teaotia. The Rosselkhoznadzor was represented by Assistant to the Head Vasiliy Lavrovsky at the meeting.

The parties discussed a wide range of issues concerning the improvement of trade conditions between the two countries including the mechanism of “one window”, the conclusion of the agreement on a free trade zone between the EAEU and India, the launch of the International North-South Transport Corridor via Iran, current issues of regional and sectoral cooperation including the cooperation in agriculture. Considerable attention was given to the mutual access of agricultural products to the markets of the parties where the interaction between Russian and Indian supervisory authorities plays a great role.

The Indian party is seeking opportunities to increase the supplies of buffalo meat, dairy and egg products, fish and sea products, tropical vegetables and fruits to the Russian market. The Russian suppliers consider the access of wheat grain, legume crop, poultry meat, fish and sea products, RTE pork and lamb products, feeds and feed additives, sheep wool to be a topical issue. As regards the trade in livestock products between the countries there is an obvious disparity, because unlike the Indian buffalo meat, fish, egg powder which are already being exported to the Russian market, practically none of the above mentioned types of Russian products can be supplied to the Indian market due to the absence of harmonized veterinary documents. The increase in Russian grain supplies is threatened by high import duties (exceeding twice or thrice those in Russia) and the unjustified prohibition by the Indian authorities to use the alternative fumigation methods for consignments (methyl bromide is proposed as the only means).

The parties agreed to jointly seek the ways of resolving as regards the obstacles emerging in veterinary and phytosanitary field. The forthcoming visit of the Indian plant quarantine experts’ delegation to Russia in late May will provide a good opportunity to discuss the backlog of issues. The delegation will be led by Director of the Ministry of Agriculture and Farmers Wellfare of India B. Rajender responsible for the issues concerning the safety of agricultural products imported to India. The Indian experts are to inspect the status of the Russian port infrastructure and to familiarize themselves with the alternative technology for decontaminating the consignments intended for India with phosphine.

The thorough discussion of the questions raised will be held at the meeting of the Working Group on Agriculture of the Russian-Indian Intergovernmental Commission which can take place by prior appointment in July of the current year.

Rosselkhoznadzor Conducted Technical Negotiations with Plant Protection Organization of Ministry of Jihad-e-Agriculture of Islamic Republic of Iran http://www.fsvps.ru/fsvps/news/26606.html?_language=en Technical negotiations of the Rosselkhoznadzor with the Plant Protection Organization of the Ministry of Jihad-e-Agriculture of the Islamic Republic of Iran were held on May 22, 2018 in a teleconference format on the initiative of the Rosselkhoznadzor.

As it was previously reported, the Rosselkhoznadzor expressed concern about the sharp increase in the volume of deliveries of fruit and vegetables from Iran to Russia - tomatoes by 13 times, pepper by 3 times, zucchini by 4.7 times. The Russian side also raised the issue of the origin of products not previously supplied to Russia: in 2018 about 30,000 tons of Iranian apples were imported, while in 2017 these products were not imported from Iran.

Thus, during the technical negotiations, the parties discussed the increase in the volume of supplies of Iranian fruit and vegetable products to Russia and the identification of Iranian phytosanitary certificates with the aim of determining the origin of the products. During the talks the Iranian side confirmed the production of apples in the territory of the Islamic Republic of Iran, but could not provide accurate data on the volume of production of apples.

In order to prevent imports of products subject to restrictions established by the President of the Russian Federation and the Government of the Russian Federation to Russia, the Rosselkhoznadzor requested information from the competent department of the Republic of Iran on the volume of fruit and vegetable production in the country, the addresses of industries and the volumes of plant products produced by them, the quantity of products sent for export, in particular, to Russia.

The Iranian side said that it would provide these data in the near future.
