Sergey Dankvert, Head of the Rosselkhoznadzor, took part in the meeting. During the meeting the parties discussed epidemic situation in Russia, participation of the country in the OIE international projects and other aspects of cooperation. 

Dmitry Patrushev remarked that the OIE is the leading international organization engaged in prevention of animal disease occurrence and spread. The Bureau makes it possible for the countries to increase export of safe animal products in the complicated epidemic situation in the world. According to the Minister it is one of the basic tasks for Russia. 

One of the key issues discussed during the meeting was the RF status of a country with the FMD free zone without vaccination. It was underlined that Russia has been doing a lot to regain the status: requirements for FMD were harmonized with the requirements of the OIE Terrestrial Code – the MOA Decree on confirmation of new veterinary rules for this disease was issued. 

Besides, in the present time the Bureau is reviewing Russia’s application for obtaining an official international status of a country with BSE controlled risk. 

It was noted that the OIE statuses are quite significant for Russia, primarily, for development of animal product export from Russia.

The parties also discussed the prospects of cooperation between the OIE and Russian relevant organizations, in particular with the Rosselkhoznadzor subordinate Federal Centre for Animal Health (ARRIAH) and All Russian Centre for Quality and Standardization  of Veterinary Drugs and Feed (VGNKI).

In May 2018 the ARRIAH was granted the status of the OIE Reference Laboratory for Avian Influenza and Newcastle disease. This is another confirmation that the interaction between Russian research institutions and the OIE is developing at quite a high level. 

The VGNKI is preparing for obtaining the status of Reference Laboratory for brucellosis, salmonellosis and antimicrobial resistance. For this purpose the Centre studied the OIE regulatory documents, prepared a dossier on each aspect and, carried out some preliminary activities on building contacts with the OIE Reference Laboratories. 

In conclusion it was stressed that Russia is trying to find mutually acceptable solutions on all aspects of cooperation with the OIE and is open to the effective dialogue and beneficial interaction with the international organization.

Rosselkhoznadzor Delegation Discussed African Swine Fever Prevention and Control Measures with Belgian Competent Authority http://www.fsvps.ru/fsvps/news/29344.html?_language=en The Rosselkhoznadzor specialists visited Belgium on January 29 – 30, 2019 in order to exchange experience and evaluate the actions, taken by the state veterinary services to eradicate ASF outbreaks. The parties also discussed technical issues of veterinary information systems integration.

The representatives of Permanent Mission of the Russian Federation to the European Union as well as veterinary experts of the European Commission and Federal Agency for the Safety of the Food Chain (FAVV-AFSCA) took part in the talks.

In the course of the meeting the strategy of the Belgian competent veterinary authorities to control ASF spread in Luxemburg province and set of special measures to contain the disease spread out of the infected zone were described to the Russian specialists. It was noted, that the Belgian veterinary service sticks to the strategy of complete depopulation of domestic pigs and wild boar within the infected zone (Zone II) and prevention zone (Zone I).

The current EU program to control antimicrobial resistance (AMR) was also discussed at the meeting. The specialists of the Federal Agency for the Safety of the Food Chain (FAVV-AFSCA) gave a detailed description of antibiotic recording and control system, operating in Belgium since 2011. In the course of the talks FAVV veterinary information system and its module Sentinel-Med, aimed at collection and analysis of data about antibiotics for veterinary use, was described.

IT specialists of the FGBI “ARRIAH” subordinate to the Rosselkhoznadzor gave a short presentation about the state information system VetIS and its components, used for registration and control of veterinary drugs and additives (Irena, Galen). In the conclusion, the parties agreed that it was necessary to eliminate administrative and political barriers for communication and scientific cooperation between two countries in ASF and IT issues.

For reference: The first ASF outbreak in Belgium was reported in the military training area in Luxemburg province, Etalle municipality on September 9, 2018 with three wild boar carcasses found in the forest. The laboratory tests showed ASF virus in the pathological material. The further examination of the area revealed several more ASFV infected wild boar carcasses. In the light of the wild boar ecology and local geography aspects, it was decided to benefit from the experience of the Czech Republic in infection spread prevention, i.e. fencing of the infected zone, passive (Zone II) and active (Zone I) monitoring. Special teams of foresters and military men are involved into passive monitoring (search for dead animals). Active monitoring (shooting) is carried out by hunters, paid for every shot animal, subject to destruction after sampling. ASFV was recovered from 345 samples of pathological material in total as of January 17, 2019.

Rosselkhoznadzor Held Talks with Ambassador of Republic of Colombia to Russian Federation Alfonso Caballero http://www.fsvps.ru/fsvps/news/29315.html?_language=en The meeting between Advisor to the Head of the Rosselkhoznadzor Artem Daushev and Ambassador of the Republic of Colombia in Moscow Alfonso Caballero was held in Moscow on February 4.

Artem Daushev informed Alfonso Caballero that the Russian side had completed an analysis of materials on the foot and mouth disease spread situation provided by the competent Colombian department and decided to send representatives to the Cesar Department to assess the effectiveness of disease control measures from February 6 to 8. The Rosselkhoznadzor delegation will include scientists from the Federal Center for Animal Health who are studying this virus and having many years of experience in its diagnosis and prevention. During the visit the delegation will inspect one of the establishments which supplied beef to Russia before the temporary restrictions were imposed.

The parties discussed the organizational issues of the upcoming Rosselkhoznadzor mission in Colombia and expressed mutual satisfaction with the constructive approach and open position of each other.

It shall be reminded that foot and mouth disease was registered in September 2018 in the Colombian Department of Boyaca, later the disease was also found in the Cesar department. In order to ensure the epizootic security in the territory of Russia the Rosselkhoznadzor was forced to impose temporary restrictions on the supply of FMD susceptible live animals from all over Colombia. to Russia in October last year.

Rosselkhoznadzor Took Part in 71st Meeting of European and Mediterranean Plant Protection Organization in France http://www.fsvps.ru/fsvps/news/29308.html?_language=en From January 29 to January 31, 2019 the 71st meeting of the EPPO Panel of Experts on Global Phytosanitary Issues was held at the headquarters of the European and Mediterranean Plant Protection Organization (EPPO) in Paris (France).

During the meeting the experts received reports on such major international events as the FAO-IPPC Regional Seminar for Eastern Europe and Central Asia, EPPO Council Session, CPM Bureau, and IPPC Sea Container Task Force, IPPC Strategic Planning Group, the IPPC working group on standards related to certain types of goods, IPPC’s Capacity Development Committee.

In addition various topical international issues were discussed at the meeting: implementation of the ePhyto electronic certification system; arranging and carrying out activities within the International Year of Plant Health 2020; the IPPC strategic goals for the 2020-2030. The participants also discussed the forthcoming meeting of representatives of the EPPO with the North American Plant Protection Organization (NAOPK) in the framework of the CPM-14 and etc.

The EPPO Director Nico Horn thanked the representatives of the Rosselkhoznadzor for holding the FAO-IPPC Regional Workshop for Eastern Europe and Central Asia and the 70th meeting of the EPPO Expert Group on Global Phytosanitary Issues on the grounds of the All-Russian Plant Quarantine Center.

The experts stressed that arranging one of the three annual meetings of the Group and the Regional Workshop at the same time was a very useful experience and this practice should be continued.

Julia Shvabauskene Negotiated with the Representatives of Brazilian Competent Authority on Soya Bean Import to Russia http://www.fsvps.ru/fsvps/news/29304.html?_language=en Julia Shvabauskene, Deputy Head of the Rosselkhoznadzor, negotiated to the representatives of the Plant and Animal Health Protection Secretariat of the Ministry of Agriculture, Livestock and Supply of Brazil via video conference on February 1, 2019. Casam de Carvalho Coutinho, Agricultural Attaché of Brazil in Russia. and representatives of the Brazilian Embassy to Moscow also participated to the negotiations.

The Rosselkhoznadzor’s concern about repeated detections of exceeded glyphosate levels in Brazilian soya beans was the key point of the negotiations.

Julia Shvabauskene has indicated that CU Technical Regulation on grains safety lays down requirements for grains safety and grains production processes to be complied with for human life and health protection. Thus, maximum admissible level of glyphosate in soya beans is 0.15 mg/kg. 

Julia Shvabauskene has underlined that the Brazilian Competent Authority shall take prompt measures for enhancing control of exported soya beans for their quality and safety at all production stages, forward data on investigations of all non-compliances as well as information on taken corrective actions in accordance with the Memorandum of soya bean and soya bean meal import to the Russian Federation from the Federative Republic of Brazil signed on November 20, 2009.

Finally, Julia Shvabauskene has noted that the Rosselkhoznadzor reserves the right to ban import of soya beans from Brazil.

The Rosselkhoznadzor Participated in the 71st Meeting of the EPPO Experts on Global Phytosanitary Issues http://www.fsvps.ru/fsvps/news/29303.html?_language=en The 71st Meeting of the EPPO experts on global ghytosanitary issues took place in the headquarters of the European and Mediterranean Plant Protection Organization in Paris (France) on January 29-31, 2019. Rosselkhoznadzor representatives took part in the event. 

During the meeting the participants listened to the reports on such international events as IPPC/FAO Regional Workshop for Central and Eastern Europe and Central Asia, regular Session of the EPPO Council, CPM Bureau, meeting of the IPPC Sea Containers Task Force (SCTF), IPPC Strategic Planning Group, Special IPPC Working Group on standards for certain types of consignments, and IPPC Committee on Capacity Building.

Besides, different topical issues were discussed during the meeting: implementation of the ePhyto e-certification system; arranging and carrying out activities within the International Year of Plant Health 2020; IPPC strategic goals for 2020-2030; forthcoming meeting between the EPPO representatives and the North-American Plant Protection Organization  (NPPO) in the framework of the CPM-14, etc. 

Taking the occasion Niko Horn, the EPPO Director-General thanked the Russian Party for hosting IPPC/FAO Regional Workshop for Central and Eastern Europe and Central Asia and the 70th Meeting of the EPPO Experts on Global Phytosanitary Issues in the All-Russian Centre for Plant Quarantine. The experts mentioned that convening one of the three annual meetings of the Group simultaneously with the Regional Seminar was a very important experience and such practice should be implemented on a regular basis.

Rosselkhoznadzor Held Talks with Veterinary Service of Ministry of Agriculture, Nature and Food Quality of Kingdom of Netherlands http://www.fsvps.ru/fsvps/news/29288.html?_language=en Today, on January 31, 2019 the Rosselkhoznadzor held a videoconference with the Veterinary Service of the Ministry of Agriculture, Nature and Food Quality of the Kingdom of the Netherlands.

The parties discussed the testing results of the electronic veterinary certification systems of the two countries and noted a positive trend in this issue.

Thus about 300–400 veterinary certificates for export of animal products to Russia are monthly issued in electronic form by the Dutch colleagues. According to the representatives of the competent authorities of the Netherlands, the use of an electronic system greatly simplifies and speeds up the process of product supply.

After discussing the technical details, the parties agreed to hold the next videoconference at the end of March this year.

Sergey Dankvert Held Talks with Deputy Chairman of Committee of State Inspection in Agro-Industrial Complex of Ministry of Agriculture of Republic of Kazakhstan Almabek Mars http://www.fsvps.ru/fsvps/news/29278.html?_language=en On January 29, a working meeting between Head of the Rosselkhoznadzor Sergey Dankvert and Deputy Chairman of the Committee of State Inspection in Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan Almabek Mars took place in Moscow.

Sergey Dankvert and Almabek Mars discussed in details the issues related to building an effective system for tracing quarantinable consignments moved between Russia and Kazakhstan, as well as to working together on ensuring phytosanitary safety of the territories of both countries.

Deputy Head of the Rosselkhoznadzor Julia Shvabauskene who was present at the meeting noted that at present there is no system for traceability of product movement between the countries when quarantinable products are supplied from the territory of the Republic of Kazakhstan to the Russian Federation. She highlighted the need for intensified efforts on the integration of the information systems Integrated Automated Control System and FGIS Argus-Phyto that will allow such traceability.

Another matter of concern for the Rosselkhoznadzor is the absence of Kazakhstan colleagues’ replies to the multiple requests regarding the entry of the sanction products transiting through the territory of the Russian Federation from the EU countries to the territory of the Kazakhstan.

The Rosselkhoznadzor expressed its concern with the massively increased Kazakhstan plant product supplies to Russia. In particular, in 2018, the amount of Kazakhstan fruit and vegetable products supplied to Russia increased significantly compared with 2017; namely, the amount of apples increased by a factor of 1.6, peaches and black cherries – by a factor of 1.8, apricots – by a factor of 2.6, nectarines – by a factor of 4.1, green cabbage and carrots – by a factor of 2.4, onion – by a factor of 2.8.

In this context, the need for early implementation of the electronic systems into the bilateral work to provide the traceability of product movement between the countries was once again emphasized.

Almabek Mars informed that plant product production in Kazakhstan increased in the previous year as a result of enhanced support rendered by the state to the agricultural sector.

At the same time, Kazakhstan strengthened the measures to prevent the dispatch of the products prohibited in Russia from Kazakhstan. Almabek Mars also agreed on the need of the early integration of the electronic phytosanitary certification systems of both countries.

In addition, the parties discussed the optimization and harmonization of approaches to the control of plant product movement within the Eurasian Economic Community. It was decided to bring the following issues to the Eurasian Economic Commission for discussion: the need for tracing the commodities moved back to the place of origin in case they are transported in breach of the current legislation and the maintenance of plant product supplier registers.

A separate topic of the dialogue was the Kazakhstan party’s proposal to carry out joint phytosanitary surveys of the border area in order to detect harmful quarantinable objects. The parties reached an agreement on detailed discussion of such actions at the level of the scientific circles of both countries with participation of the Rosselkhoznadzor subordinate FGBI “All-Russian Plant Quarantine Centre”.

In conclusion, the parties expressed their satisfaction with the talks conducted, highlighted each other’s constructive approach and agreed to promote the organization of working meetings between the representatives of the Rosselkhoznadzor and the Committee of State Inspection in Agro-Industrial Complex that are in charge of product movement directly at the Russian-Kazakhstan border.

Konstantin Savenkov Held Talks with Plenipotentiary Minister of Embassy of Republic of South Africa in Russia Henry William Short http://www.fsvps.ru/fsvps/news/29230.html?_language=en A working meeting of Deputy Head of the Rosselkhoznadzor Konstantin Savenkov with Plenipotentiary Minister of the Embassy of the Republic of South Africa in Russia Henry William Short took place on January 24 in Moscow. The representatives of the Ministry of Agriculture of the Russian Federation and the Ministry of Foreign Affairs of the Russian Federation also took part in the event from the Russian side.

The parties discussed the prospects of trade, scientific and technical cooperation between Russia and South Africa. In particular they talked about the need to intensify contacts between the competent departments in the veterinary field of the two countries in order to develop bilateral trade in livestock products, as well as to establish interaction between the scientific institutions of the two countries working in the field of protecting animal health from highly dangerous infectious diseases.

It is noted that at present South Africa actively supplies fruits, citrus fruits and wines to Russia, while at the same time being a purchaser of Russian grain. Meanwhile the existing potential in terms of mutual deliveries of livestock products has not yet been realized.

The Rosselkhoznadzor said that Russia is interested in exporting a wide range of such products to South Africa. In 2018 the questionnaire on the assessment of the veterinary service and the system of surveillance of the Russian Federation regarding the health of cattle, pigs, as well as the assessment of surveillance with regard to bovine spongiform encephalopathy was sent to the South African competent department by the Rosselkhoznadzor.

In addition the veterinary certificates for export of raw hides, fish and fish products from the Russian Federation were sent to South African colleagues for harmonization.

The situation with the supply of animal products from South Africa to Russia is complicated by the epizootic situation. At the beginning of 2018 the Rosselkhoznadzor was forced to impose a number of temporary restrictions on the supply of live animals to Russia and related livestock products due to the registration of highly pathogenic avian influenza, bluetongue, African horse sickness and African swine fever in South Africa. At present the Rosselkhoznadzor is awaiting detailed information on the spread of these diseases and measures taken to combat them from the competent authority in the field of veterinary medicine in South Africa. At the same time the agency is also considering the possibility of conducting an inspection of one of the South African establishments interested in supplying feed and feed additives to Russia. Due to the fact that all of the above issues need to be discussed and a quick exchange of information is necessary to solve them, the Rosselkhoznadzor suggested organizing a videoconference with representatives of the competent department in the field of veterinary medicine in South Africa.

Henry William Short stressed that he would assist in conducting negotiations in such a format and receiving answers by the Rosselkhoznadzor to all previously sent letters. The representative of South Africa also noted that the introduction of topics related to agriculture and fisheries to the work agenda of the 16th meeting of the Mixed Intergovernmental Committee on Trade and Economic Cooperation between Russia and South Africa, which will be held in the autumn of 2019, can give additional impetus to the development of trade.

The Moroccan side was also represented at the meeting by Head of the ONSSA Cooperation and Communication Department Zeinab El Bushiki and the ONSSA Animal Protection Director, Abrak Abderahman.

During the meeting, Mr. Abdellah Janati informed the Rosselkhoznadzor about the absence of claims by the Moroccan side to the Russian grain supplied to the Kingdom of Morocco. Mr. Janati noted the high level of quality control and grain safety carried out by the Russian side in supplying products to the Moroccan market.

The parties also discussed the possibility of reconsidering by the Moroccan side of increased customs duties on the import of grain products from Russia, as well as the frequency of their application. In this vein Mr. Janati informed the Russian side that this issue is within the competence of the Morocco’s State Cereals Office (ONICL) and promised to provide possible assistance in this matter.

In conclusion the Russian delegation of Rosselkhoznadzor was introduced to Minister of Agriculture and Sea Fisheries of the Kingdom of Morocco Mr. Aziz Akhannouch who expressed satisfaction with the achieved level of mutually beneficial cooperation in agriculture between the Russian Federation and the Kingdom of Morocco and welcomed the further development of a constructive dialogue between the competent services of both countries.

First Deputy Chairman of the Council of Federation Committee on Agriculture and Food Policy Sergey Lisovsky and Counsellor to the Minister of Agriculture of the Russian Federation Sergey Beletsky also participated in the talks.

The parties discussed a wide range of cooperation issues. Sergey Dankvert emphasized the significance of increasing fish product exports from Argentina to Russia in the light of high demand from Russian consumers.

Secretary of Agro-Industry of the Argentine Republic Luis Miguel Etchevehere reported Argentine’s interest in supplying bovine genetic material to Russia and highlighted the quality of the product and its competitive price.

The parties also agreed to hold a number of consultations in the format of video-conferences in the course of which specialists will be able to discuss all the current issues of cooperation at the technical level, in particular, they will share expertise on veterinary product use.

In conclusion, the parties stressed the strategic nature of relations between Russia and Argentine encouraged by the work of the Russian-Argentine Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation. The next meeting of the Intergovernmental Commission is scheduled to be held in Buenos Aires in the third quarter of the current year.

Round Table Discussion on ASF Spread Held in Berlin with Participation of Representatives of Competent Services and Business Associations of Russia, Denmark, Italy, the Netherlands and France http://www.fsvps.ru/fsvps/news/29181.html?_language=en On January 17, 2019 a traditional round table meeting was held with representatives of the competent services and business associations of Russia, Denmark, Italy, the Netherlands and France within the Rosselkhoznadzor delegation’s working program at the international agricultural exhibition Green Week - 2019 in Berlin. The Rosselkhoznadzor was represented by Head of the Service Sergey Dankvert.

This year the roundtable participants reviewed the situation on the spread of African swine fever (ASF) and a number of other dangerous animal diseases in Eurasia, discussed protective anti-epizootic measures taken in different EU countries and in Russia and evaluated the possibilities of trade in pig products under the current conditions.

The discussion was based on a review report by the head of the Rosselkhoznadzor Administration Artyom Daushev, who provided up-to-date information on ASF spread and demonstrated the approaches of the Russian supervisory service to the prevention and control of this dangerous animal disease.

Commenting on the report, Sergey Dankvert stressed that since the ASF has ceased to be a purely Russian problem, mutual understanding with experts from EU countries and other affected countries has improved markedly. There comes the realization that until the invention of the vaccine, which can stop the spread of ASF, we will have to put up with this common problem. Despite all the restrictions that the disease imposes on the pig industry, the production of pork in the Russian Federation over the past 10 years has increased 2.5 times, reaching 4.8 million tons. It is obvious that without developed information systems that allow tracing the movement of animals and products from the risk group and controlling the established parameters of regionalization and biosafety of individual establishments, it will be impossible to maintain a balance between trade interests and production safety objectives. It is important to overcome the lack of coordination between the authorities when it comes to the wild boar population control especially in environmental protection zones and nature reserves; it is necessary for different authorities and territorial administrations to work together for the purpose of timely disposal of food wastes and dead animals especially along highways used for uncontrolled transportation of goods and human migration. The epidemics spread forecast is not comforting. There is a risk of the disease occurrence in France, Germany, Austria, Finland, and Slovakia in 2019. In the East of the continent ASF, drastically invading China, is threatening Vietnam and other countries of the South-East Asia. 

The representative of the foreign surveillance bodies and industry associations welcomed the initiative of the Russian business circles to exchange updated information and highlighted that such meetings contribute to strengthening trust and help to withstand the spread of the highly dangerous disease.

The participants paid their attention to the 30-year experience of Spain in containing ASF in the territory of Sardinia and reduction in ASF cases from 100 cases in 2015 to 5 in 2018. To achieve this they had to almost completely destroy the wild boar population and terminate backyard pig farming on the island. The Italian colleagues laid a stress on the threat of uncontrolled human migration and promised to share the results of their investigations with the Rosselkhoznadzor.

The specialists from Denmark highly assessed the analysis made by the Russian specialists and mentioned the value of objective information for arranging joint disease control. Denmark is working hard to protect its territory from the illegal entrance of animals and pig products (establishing border with Germany, reduction in the wild boar population to the minimum, additional disinfection of animal facilities including the empty ones, and vehicles). A common understanding on precautions and disinfection of military machinery and equipment returning from simulations in the ASF affected countries was reached with civil authorities as well as with the Ministry of Defense.

The representatives of France and the Netherlands, where due to the high risk of ASF introduction from Belgium enhanced biosecurity measures are taken and awareness campaign is being implemented,  expressed their gratitude to the organizers of the round table discussions and their readiness to cooperate. 

In conclusion the participants supported strengthening of scientific and technical interaction between the national research centers, agreed to share information, and to jointly seek ways to safer trade.

Rosselkhoznadzor held talks with the National Service for Animal Health and Food Safety (SENASAG) of Bolivia http://www.fsvps.ru/fsvps/news/29185.html?_language=en On January 17, the Rosselkhoznadzor held talks with the National Service for Animal Health and Food Safety (SENASAG) of the Ministry of Rural Development and Lands of Bolivia in a video conference format. The representatives of the Bolivian Embassy also took part in the meeting.

As part of the agreements reached earlier the Rosselkhoznadzor confirmed its willingness to visit Bolivia and look into the country’s veterinary service and companies producing and storing animal products. The working visit is planned for late February – early March 2019. The date will be specified after the plan for the visit and technical questions have been settled. The Bolivian side suggests that the representatives of the Rosselkhoznadzor visit the SENASAG office, the state veterinary laboratory, several animal farms and meat-processing establishments.

At the end of the talks the Rosselkhoznadzor expressed its hope that the forthcoming information visit would strengthen relations between Russia and Bolivia, boost and diversify trade turnover. The Russian side underlined that it was interested in mutual trade and envisaged sending to SENASAG the list of Russian goods of animal origin which could be in demand on the Bolivian food market.

Telephone Talks between Rosselkhoznadzor and Department of Animal and Plant Quarantine under the PRC General Administration of Customs on Import/Export of Feed Additives http://www.fsvps.ru/fsvps/news/29175.html?_language=en Telephone talks between the Rosselkhoznadzor and Department of Animal and Plant Quarantine under the General Administration of Customs of the People’s Republic of China were held on January 16, 2019. The aim of the talks was to establish cooperation in mutual supplies of feeds and feed additives to both countries. 

The Russian side requested the Chinese colleagues to provide it with the list of Chinese exporting establishments, which do not use pork and pork products. The Rosselkhoznadzor experts paid attention that due to numerous ASF outbreaks in China, the Russian side is taking some measures to prevent ASF virus introduction into Russia, including with feeds and feed additives. 

In the course of the talks the Rosselkhoznadzor requested the Chinese side to consider the possibility of import from Russia to China of low-risk feeds and feed additives, including plant ones. 

The parties also discussed the forthcoming inspection of Chinese establishments to be carried out in the first quarter of 2019. 

When the Rosselkhoznadzor receives a complete list of Chinese exporting establishments, the parties will discuss dates and inspection program in detail.

More than 1,700 exhibitors from more than 60 countries of the world will participate to the event. More than 100,000 types of food products, livestock animals and agricultural machinery will be presented. Russian agricultural achievements will be demonstrated at Russian Federation exhibition booth as well as at the exhibition booths of some Russian Regions: Stavropol Krai, Kaliningrad and Saratov Oblasts, Republic of Tatarstan.

Dmitry Patrushev, Ministry of Agriculture of the Russian Federation, as well as Sergey Dankvert, Head of the Rosselkhoznadzor, will represent the Russian party at the Exhibition.

There will a broad business programme during the International Green Week Exhibition and the Rosselkhoznadzor delegation is going to participate to its events. Talks for discussing the most important issues of bilateral trade in agricultural products with the competent authorities of foreign countries are planned. Rosselkhoznadzor and Ministry of Agriculture of Thailand Signed Protocol on Safety, Quality and Phytosanitary Requirements for Mutual Supply of Grain and Products Thereof http://www.fsvps.ru/fsvps/news/29044.html?_language=en On December 27, 2018 in the framework of the 7th meeting of the Mixed Russian-Thailand Commission on Bilateral Cooperation (Bangkok) a Protocol was signed between the Federal Service for Veterinary and Phytosanitary Surveillance (Russian Federation) and the Department of Agriculture of the Ministry of Agriculture and Cooperatives of the Kingdom of Thailand in the field of safety, quality and phytosanitary requirements for mutual supply of grain and products thereof.

This was preceded by the long-term work of the Rosselkhoznadzor with the authorized bodies of the Kingdom of Thailand in coordinating the wording of this document.

Considering that the Kingdom of Thailand annually imports up to 1.5 million tons of wheat and 5-6 million tons of corn, this market will significantly increase the export potential of Russian grain products.

Ministry of Agriculture of Kingdom of Thailand on Export of Russian Meat Products http://www.fsvps.ru/fsvps/news/29042.html?_language=en On December 26, 2018 the Rosselkhoznadzor held a meeting with the representatives of the Department of Livestock Development of the Ministry of Agriculture of the Kingdom of Thailand, during which they discussed the supply of beef and pork, as well as beef and pork offal from Russia to the Thai market. During the meeting the Thai side confirmed that the Rosselkhoznadzor had previously provided comprehensive information on beef and offal. Also the representatives of Thailand handed over a pre-inspection questionnaire for these products to be filled by the Rosselkhoznadzor. 

Concerning the products of the pig industry, based on the results of this meeting, it was agreed that in January 2019 the Thai side would send additional questions on ASF to the Rosselkhoznadzor. After reviewing the answer of the Russian side, more precise dates for conducting mutual inspections in 2019 will be agreed upon: for beef and pork in Russia, as well as inspections of Thai establishments producing aquatic biological resources. 

During the meeting the situation on ASF distribution in China was also discussed. The Thai side has shown interest in the experience of combating this disease accumulated in Russia. In order to exchange scientific knowledge and expand cooperation the Rosselkhoznadzor invited Thai specialists to visit the Rosselkhoznadzor subordinate Federal Center for Animal Health in 2019.

Rosselkhoznadzor Held Final Meeting with Competent Israeli Authorities on the Audit of the Russian System of Veterinary Surveillance in Table Egg Production http://www.fsvps.ru/fsvps/news/29003.html?_language=en The specialists of the Rosselkhoznadzor subordinate FGBI “ARRIAH” also took part in the negotiations.

As it was earlier reported, the Israeli colleagues conducted an audit of the Russian system of veterinary surveillance in the production of food (table) eggs from 16 to 24 December 2018.

During the talks the parties discussed the preliminary results of the audit, as well as structural differences in the organization of the veterinary authorities of the two countries.

The Israeli side made a number of comments regarding the organization and quality of the veterinary subject services for implementing state control in the regions. It was also additionally noted that not all establishments comply with the principles of HACCP.

The audit report will be drawn up within a month and sent to the Rosselkhoznadzor for review and, if necessary, comments.

Yulia Shvabauskene Held Final Negotiations with Representatives of Ministry of Trade of Republic of Iraq on Export of Russian Wheat to Iraq http://www.fsvps.ru/fsvps/news/28999.html?_language=en The final meeting took place on December 21, 2018 in Moscow. The negotiations were also attended by the representatives of the Iraqi Grain Chamber and the Embassy of Iraq in the Russian Federation and the Rosselkhoznadzor subordinate Federal Grain Quality Assessment Center.

As it was previously reported, the purpose of the visit of the Iraqi delegation to Russia that took place from December 19 to 21, 2018 was to familiarize with the state control system in terms of the quality and safety of exported grain.

Opening the meeting Yulia Shvabauskene noted that there is a huge potential for importing not only wheat from Russia, but also other grain and leguminous crops.

As part of the mission the Iraqi delegation familiarized itself with the activities of the All-Russian Plant Quarantine Center and the Grain Quality Assessment Center under the Rosselkhoznadzor, and also visited the Russian elevators in Novorossiysk.

The Iraqi side requested materials from the Rosselkhoznadzor regarding the volumes of wheat production by federal districts, as well as information on the varieties and classes of wheat grown.

The specialists of the Service will forward all the necessary data to the competent Iraqi authority in accordance with the established procedure.

The parties discussed the quality control system for grain and products thereof in Russia. The Rosselkhoznadzor experts stressed that Russian exporters are obliged to fulfill all grain requirements of the importing country. For its part, the service carefully monitors the compliance of the grain with quarantine phytosanitary requirements, as well as the quality and safety requirements of the exporting country.

The Iraqi specialists thanked the specialists of the Service for the organized inspection, noting that they are more interested in exporting durum wheat for further processing into flour.

The equipment of the Rosselkhoznadzor subordinate laboratories has deservedly been praised by Iraqi specialists. At the end of the meeting the Iraqi side expressed a desire to establish scientific and technical cooperation between the scientific institutions of the two countries and to exchange experience and knowledge.

The parties also discussed the issue of creating a joint working group to address emerging issues concerning grain and products thereof. The Rosselkhoznadzor will send its proposals on the composition of participants in the near future.

The inspection report will be generated by the Iraqi side and forwarded to the Rosselkhoznadzor after analyzing all the data provided.
