The Rosselkhoznadzor explained in detail the mechanisms for controlling such goods. In this vein, the Rosselkhoznadzor noted the importance of establishing cooperation in the field of practical application of information systems to ensure product traceability.

In addition, the Russian Authority focused the attention of the Uzbek side on the need to ensure proper control and prevention of animal diseases.

The possibility of importing exotic animals from Uzbekistan was also discussed.

The Uzbekistan Veterinary Service expressed interest in developing further bilateral cooperation.

The Parties raised current issues of bilateral cooperation in the veterinary surveillance field. 

The Russian party noted that Russia had obtained an official status of a country with an FMD-free zone without vaccination and was now working on obtaining a status of a country with controlled BSE risk. Besides, the Rosselkhoznadzor representatives expressed their interest in dealing with integration of electronic information systems of animal health certification. 

The Danish party stated the importance of bilateral cooperation development.

Rosselkhoznadzor Delegation Held Meeting with Representatives of Veterinary Service of Republic of Azerbaijan http://www.fsvps.ru/fsvps/news/30526.html?_language=en On May 30, the talks between the delegations of the Rosselkhoznadzor and the Veterinary Service of the Republic of Azerbaijan took place in Paris within the framework of the 87th General Session of the World Organisation for Animal Health.

The parties discussed the organizational part of Azerbaijan representatives’ visit to Russia planned for June 17, 2019, which is aimed at studying the state veterinary control system. It was agreed that the issue of expanding scientific cooperation between the countries would be raised among others within the framework of the visit.

The parties thanked each other for the productive dialogue and underlined their interest in the further development of bilateral cooperation in veterinary surveillance and practical interaction in the field of electronic certification of products.

The Rosselkhoznadzor and the Philippine Veterinary Quarantine Service discussed access of Russian animal products to the Philippines http://www.fsvps.ru/fsvps/news/30525.html?_language=en The negotiations between the Rosselkhoznadzor and the Philippine Veterinary Quarantine Service were held on May 30 in the framework of the 87th OIE General Session. 

The parties discussed Russian poultry meat export to the Philippines.

While discussing the completion of Russian poultry meat access to the Philippines and start-up of the product export the foreign colleagues informed that they will study the previously sent information and in the shortest time will make a decision in accordance with the established procedure. 

To make a positive decision the Philippine party needs to make sure that information on the AI free RF regions is published on the OIE website. This information was timely forwarded to the OIE Headquarters and will be published on the official website in the nearest time. 

The Rosselkhoznadzor also specified that it has not yet received the comments on the previously sent model veterinary certificate for fish and fish product export. The Philippine Veterinary Quarantine Service will submit its comments on the issue.

Rosselkhoznadzor took part in session of Regional Commission on Transboundary Animal Disease Control in Caucasus region http://www.fsvps.ru/fsvps/news/30468.html?_language=en On May 28, a regular meeting of the Regional Commission on Transboundary Animal Disease Control in the Caucasus region took place within the framework of the 87th General Session of the World Organization for Animal Health (OIE) (Paris). The participants of the meeting included representatives of national veterinary services of the Russian Federation, Armenia, Azerbaijan, Georgia, Iran and Turkey, national reference centers as well as international organizations such as the OIE, FAO and EuFMD. The Russian Federation was represented by the Rosselkhoznadzor and FGBI “ARRIAH” staff members. 

In the course of the meeting the representatives of the countries delivered reports on the current epidemiological situation for FMD, lumpy skin disease, PPR, sheep and goat pox and on measures taken by the countries to control the propagation of those dangerous diseases and prevent their introduction.

In the conclusion of the meeting the participants agreed to set up a special expert panel to elaborate a harmonized approach to the use of products for special prevention of infectious animal diseases (vaccination). The parties also reached a decision to admit Iraq to the regional commission. Besides, the participants deemed it necessary to enlarge the list of diseases by adding rabies, brucellosis, avian influenza and Newcastle disease.

In the conclusion the representative of the Russian Federation put forward a proposal to consider the possibility of designating the FGBI  “ARRIAH” as a reference centre for FMD, avian influenza and Newcastle disease diagnostics within the framework of the regional group.

Federal Service for Veterinary and Phytosanitary Surveillance and Moroccan Veterinary Service Discussed Possibility of Supplying Russian Beef and Casings http://www.fsvps.ru/fsvps/news/30467.html?_language=en The negotiations between the Rosselkhoznadzor and the Moroccan Veterinary Service were held within the 87th General Session of the World Organization for Animal Health (OIE) on May 28 in Paris.

In the framework of this meeting a veterinary certificate for export of beef from Russia to Morocco was discussed. The Russian side notified Moroccan colleagues that on May 20, 2019, Russia recovered the status of a country with a FMD-free zone without vaccination. The Veterinary Service of Morocco extended congratulations on the recovery and noted that the process of approving this certificate had earlier been delayed due to absence of this status.

The Russian side also handed to the Moroccan colleagues an updated veterinary certificate for export of beef from Russia to Morocco to be reviewed in the near future as the foreign colleagues promised.

The possibility of exporting casings from Russia to Morocco was discussed among other things. The Moroccan side has assured that it will speed up the process of providing answers concerning the above mentioned issues.

Rosselkhoznadzor Held Talks with Ministry of Agriculture and Food of France http://www.fsvps.ru/fsvps/news/30464.html?_language=en On May 28 within the 87th General Session of the World Organization for Animal Health (OIE) in Paris Deputy Head of the Rosselkhoznadzor Nikolay Vlasov met with the French delegation headed by Head of the Department for Governance and International Affairs of the Ministry of Agriculture and Food of France Loic Evain.

The meeting was organized on the initiative of the French side. The possibility of conducting an inspection of French establishments interested in exports of ready-to-eat meat and egg products, as well as foie gras was discussed. In addition, the issue of the visit of the Rosselkhoznadzor representatives to France was raised to discuss the possibility of supplying the Normande cattle to Russia.

Nikolay Vlasov informed that at present Russia is conducting work on improving the regulatory framework with regard to bluetongue preventive and control measures. The Russian side is working out conditions for import of livestock in compliance with the planned amendments. These conditions will be forwarded to the French Veterinary Service for review and possible proposals. It is planned to receive a response from the French colleagues before agreeing on the expected dates of the familiarization visit of the Rosselkhoznadzor specialists to France. As part of this trip, it is planned to study bluetongue prevention and control measures taken by France.

The both sides noted the mutual interest in deepening bilateral cooperation.

14th Meeting of Intergovernmental Russian-Argentine Commission on Trade, Economic, Scientific and Technical Cooperation Took Place in Argentina http://www.fsvps.ru/fsvps/news/30463.html?_language=en On May 27-28 the 14th meeting of the Russian-Argentine IGC chaired by Sergey Dankvert on the Russian side and Horacio Reisero on the Argentine side was held. During the meeting the representatives of Russia and Argentina discussed cooperation in the field of agriculture, energy, education, industry, railway transport and pharmaceuticals.

The political dialogue between Russia and Argentina is characterized by positive dynamics. Last year the official visits of President Mauricio Macri to Russia and President Vladimir Putin to Argentina, as well as a meeting of heads of state on the margins of the BRICS summit in Johannesburg were held. As a result of these contacts, a number of important agreements aimed at the balanced development of the whole complex of bilateral relations have been reached.

During the plenary session Sergey Dankvert noted that despite the fact that a little more than a year had passed since the last meeting of the Commission, the conditions for the development of trade and economic relations between Russia and Argentina had significantly changed, the level of trade between the two countries had increased.

In conclusion Sergey Dankvert stressed that Russia, as before, considers Argentina one of the key partners in South America and noted the high level and constructive character of the bilateral dialogue.

The Russian delegation at the event is headed by Deputy Head of the Service Nickolay Vlasov, the German delegation – by Dr. Dietrich Russo.

During the meeting the Russian side expressed interest in visiting Germany to discuss measures taken by the German service to control bluetongue spread throughout the country. The parties agreed on the possibility of such a visit tentatively at the end of July 2019. An agreement was also reached that German veterinary specialists will visit Russia to exchange experience in bluetongue spread prevention.

Sergey Dankvert also held talks with Ricardo Negri, Head of the National Service for Animal Health and Agricultural Quality of Argentina (SENASA).

During the meeting, a wide range of topics were touched upon, special attention was paid to ensuring safety of animal products shipped from Argentina to Russia. In particular, Sergey Dankvert expressed the Service’s concern regarding detection of residues of the tetracycline antibiotic group in exported meat products.

Ricardo Negri said that Argentina understands the importance of this issue and stressed that the requirements of the Russian Federation regarding tetracycline residue levels in meat are stricter than those established by Codex Alimentarius. The Argentine side spoke in detail about a tetracycline use control program for animal breeding. Thus, since January 1, 2019 the use of tetracycline in animal feed additives is prohibited in Argentina; this substance can only be used for medical purposes.

In conclusion, the parties thanked each other for the productive conversation, noting the high level of relations between Russia and Argentina.

Federal Service for Veterinary and Phytosanitary Surveillance Officials Met with New Zealand Veterinary Service Representatives http://www.fsvps.ru/fsvps/news/30446.html?_language=en Negotiations between the Rosselkhoznadzor and New Zealand Ministry of Primary Industries officials were held within the 87th General Session of the World Organization for Animal Health (OIE) in Paris on May 27, 2019. The Russian delegation was headed by Nikolay Vlasov, Deputy Head of the Rosselkhoznadzor, and the New Zealand delegation was headed by Tony Zohrab, Chief Veterinary Officer of New Zealand.

The parties discussed outcomes of the Rosselkhoznadzor representatives’ visit to New Zealand in March 2019 aimed at gaining insight into veterinary surveillance system in the country. A provisional programme on New Zealand colleagues’ return visit for pursuing cooperation was handed in by the Rosselkhoznadzor officials. The New Zealand authority officials promised to consider it in the short term.

Also, a possibility of audit of the New Zealand veterinary surveillance system by the Rosselkhoznadzor experts including visits to New Zealand establishments intended to export their animal products to Russia was discussed. Besides, lifting of restrictions previously imposed on New Zealand establishments (dairy and meat industry) was discussed. The New Zealand party was informed that the restriction lifting could be considered following the receipt of answers to the questionnaires earlier forwarded by the Rosselkhoznadzor.

In addition, the Russian party was provided with materials on investigation carried out after ractopamine detection in meat products from New Zealand. The Rosselkhoznadzor will analyze the said materials and provide its opinion in the nearest future.

Mutual visits of the Rosselkhoznadzor-subordinated laboratory and New Zealand competent authority responsible officials for experience sharing were also discussed.

Moreover, the New Zealand party has proposed to approve veterinary certificates for animal product export from New Zealand to the Eurasian Economic Union that are distinct from the common veterinary certificate models. The parties agreed that the said issue could solved through bilateral consultations to be held in the nearest future.

Rosselkhoznadzor and Veterinary Service of Argentina Discussed Mutual Supplies of Animal Products and Animals http://www.fsvps.ru/fsvps/news/30444.html?_language=en Negotiations between the Rosselkhoznadzor and Argentinian Veterinary Service were held in Paris on May 27 within the margin of the 87th General Session of the World Animal Health Organization (OIE).

During the meeting, the parties discussed the veterinary certificates for the supplies of the Argentinian animal products and animals to the Eurasian Economic Union. These supplies included breeding cattle, breeding horses, gelatin and bovine semen.

At the same time, the Rosselkhoznadzor emphasized the interest of the Russian exporters in the supplies of animal products (mutton, rabbit meat, goat meat, game meat and honey) to the Argentine Republic and requested for the requirements applied to the goods entering Argentina.

The Russian side also mentioned that draft certificate for edible fish products and list of the Russian establishments interested in exports of such products had been sent to the Argentine Republic. The Rosselkhoznadzor is highly interested in the comments to these issues to be received at the earliest.

The Argentinian Veterinary Service informed of its commitment to forward the requested information asap.

Rosselkhoznadzor held talks with Hong Kong Veterinary Service on margins of 87th OIE General Session http://www.fsvps.ru/fsvps/news/30443.html?_language=en On May 27, the Rosselkhoznadzor held talks with Hong Kong Veterinary Service on the margins of the 87th World Organisation for Animal Health (OIE) General Session which took place in Paris.

During the meeting the Parties exchanged views on lifting of restrictions imposed earlier on exports of poultry products from Russia to Hong Kong due to HPAI outbreaks in Russia. The Hong Kong side requested additional information which the Rosselkhoznadzor would send in a short time to take a decision on removing of those restrictions.

Besides, the issue of the enlarged list of Russian establishments accredited for exports of pork and offal to Hong Kong was also addressed. On the whole, Hong Kong Veterinary Service has no objections as for extension of that list. With that, the authority declared that it would be more appropriate to start exports from the establishments already accredited thus proving the high quality and safety of Russian products and then send an additional list to Hong Kong counterparts.

Such a list will be delivered to Hong Kong side in a short time.

Rosselkhoznadzor takes part in 87th World Organization for Animal Health (OIE) General Session http://www.fsvps.ru/fsvps/news/30442.html?_language=en On 26-31 May, 2019 Paris, France, Maison de la Chimie hosted the 87th regular General Session of the World Organization for Animal Health (OIE). The Rosselkhoznadzor delegation headed by Deputy Head Nikolay Vlasov took part in the session.

The opening session and the first plenary session took place on May 26. On May 27, 2019, on the second day of the session in Paris, Nikolay Vlasov held a meeting with OIE Deputy Director General "International Standards and Science" Matthew Stone, President of the OIE Scientific Commission Cristóbal Zepeda and representatives of expert groups on Russia’s official status for BSE, PPR and contagious bovine pleuropneumonia. 

Nikolay Vlasov highlighted the importance of cooperation between the Rosselkhoznadzor and the OIE on Russia’s official status for a number of infectious diseases of farm animals. Over the last years Russia has been exporting cattle products and the compliance with the OIE recommendations for infectious disease control is vital to prop up exports, in particular, to improve Russian veterinary law and to promote cooperation with veterinary services of other states.

On behalf of the OIE Matthew Stone congratulated the Russian delegation on regaining the status of the country with an FMD-free zone without vaccination.

Vice-minister of Industry of the Republic of Paraguay Luis Alfredo Maria Llamosas Bozzano also took part in the meeting from the Paraguayan side.

Sergey Derkach, Trade Representative of the Russian Federation in the Argentine Republiс, Oriental Republic of Uruguay and Republic of Paraguay, participated in the meeting from the Russian side.

In the course of the talks the Parties touched upon exports of soya beans from Paraguay to Russia. Today Paraguay is a significant exporter of the product to Russia. In this context, they underscored the need of a rigorous quality control of exported soybeans. In particular, it is necessary to pay special attention to control of glyphosate in the given product. Specialists of the competent authorities will soon discuss the requirements of the Customs Union Technical Regulation on “Grain Safety” setting up standards for glyphosate in soybeans. Complying with those standards will allow continuous exports of the product.

The talks also spotlighted the epidemiological situation in the world.

In the conclusion the Parties noted a trust-based nature of relations between Russia and Paraguay and agreed to continue building-up the cooperation between the two states.

Rosselkhoznadzor Discussed Interim Results of Audit of the Russian Control System for Residues of Harmful and Prohibited Substances in Products and Animals with Representatives of European Commission http://www.fsvps.ru/fsvps/news/30368.html?_language=en On May 21 the preliminary audit results of the Russian control system for monitoring residues of harmful and prohibited substances in animal products were discussed by the Directorate General of the European Commission for Health and Food Safety (DG SANTE).

The discussion was attended by Maxim Tsukanov, Head of Directorate for International Cooperation and Veterinary Control of Export/Import and Transportation of the Rosselkhoznadzor, as well as DG SANTE auditors Miren Izaskun El Busto and Aleksey Solyakov.

The representatives of the European Commission said that since May 14 they had visited three Rosselkhoznadzor subordinate institutions: the FGBI Novosibirsk MVL, the FGBI Leningrad MVL and FGBI Saratov MVL. They reported that during the audit one of the most important issues for them was inspection of the internal laboratory quality and safety control of products in these institutions.

In addition the DG SANTE representatives reminded that during the previous audit conducted in 2017 they had recommended that the Russian side ensured traceability of product samples sent for laboratory testing. The MERCURY electronic product certification system introduced last year and integrated with the VESTA laboratory test registration system, allowed us to achieve this requirement. The auditors were able to trace the origin of animals received for slaughter based on the example of a specific sample.

During the audit the European party studied data on horse population and number of slaughterhouses, as well as on planning monitoring of horse meat in Russia in connection with the interest of Russian producers in export of horse meat to the European Union. The DG SANTE representatives also familiarized themselves with the draft rules of animal identification in Russia. They reported that in many countries such rules had already been adopted, therefore the development of such instructions by the Russian side is very timely and will allow Russia to expand exports of livestock products.

The European delegation noted that since the previous DG SANTE audit the Rosselkhoznadzor had done a lot of work and tried to implement the recommendations given by the European Commission two years before.

The final meeting within the DG SANTE auditors’ visit will be held on May 24.

The status was recovered on May 20, 2019.

The OIE Scientific Commission examined the information provided by the Russian side and concluded that Russia complies with the provisions of article 8.8.7. of the OIE Terrestrial Animal Code on Recovery of FMD-free status.

Russia and Tajikistan are also working towards integration of traceability systems for regulated product. In addition, the parties are considering the possibility of moving the regulated commodities from the Russian Federation to Tajikistan using the electronic veterinary certification system.

Rosselkhoznadzor participated in the meeting within the Russian-Japanese Dialogue on agriculture http://www.fsvps.ru/fsvps/news/30286.html?_language=en The meeting within the Russian-Japanese Dialogue on agriculture was held between the RF Ministry of Agriculture and the Japanese Ministry of Agriculture, Forestry and Fisheries on May, 10. The Rosselkhoznadzor representatives participated in the meeting. The meeting was headed by the Sergey Levin, Deputy Minister of Agriculture, and Hiromichi Matsushima, Vice Minister of Agriculture, Forestry and Fisheries.

During the meeting the parties discussed mutual access of agricultural products to the Russian and Japanese markets.

Besides, the Rosselkhoznadzor representatives participated in the negotiations between the RF Ministry of Agriculture, Brazilian Ministry of Agriculture, Livestock and Food Supply and with the Italian Ministry of Health on May 11-12 on the sidelines of the meeting between the Ministers of G20 countries.
