From March 19 to 22, 2018 at the invitation of the National Quarantine and Plant Protection Organization of the Republic of Poland the Rosselkhoznadzor specialists are on a visit to the Republic of Poland with a view to conducting joint pre-shipment monitoring of planting material produced in Polish nurseries to be delivered to the Russian Federation.

Based on the results of pre-shipment monitoring and laboratory analysis of collected samples, the Rosselkhoznadzor will decide on the possibility of importing planting material from the Republic of Poland into the territory of the Russian Federation.

Rosselkhoznadzor Discussed Issues of Mutual Trade with Representatives of National Service for Safety and Quality of Agricultural Products of Bolivia

The Federal Service for Veterinary and Phytosanitary Surveillance conducted negotiations with representatives of the National Service for Safety and Quality of Agricultural Products of Bolivia on the issues of mutual trade in agricultural and livestock products on March 16, 2018. The Russian side was headed by Deputy Head of the Rosselkhoznadzor Konstantin Savenkov, the Bolivian side was represented by Executive Director General of the National Service for Security and Quality of Agricultural Products of Bolivia, Javier Suárez Hurtado.

During the talks, the Bolivian side expressed a desire to discuss import of meat products into the territory of the Russian Federation, beef in particular, and demonstrated a presentation on the epidemic situation in the country and the volume of supplies of livestock products. The Rosselkhoznadzor thanked the Bolivian colleagues for detailed and thorough information and said that they would consider the possibility of delivering beef to the Russian Federation after analyzing all the materials and the questionnaire received from the Bolivian side.

Further, it was noted that a permit for the supply of meat products to Russia can be issued only after a thorough audit of the Bolivian state veterinary control system, and also after the Rosselkhoznadzor’s direct inspection of Bolivian establishments supplying products for export.

For his part, Deputy Head of the Service Konstantin Savenkov raised the issue of export supplies of Russian grain and processed products to Bolivia, requesting phytosanitary requirements for this product.

The representatives of the National Service for Safety and Quality of Agricultural Products of Bolivia reported that they would consider this issue and send the information to the Rosselkhoznadzor.

The Bolivian colleagues also raised the issue of supplies of plant products to Russia — cocoa beans, coffee and chestnuts. The specialists of the Service noted that it would be expedient to discuss this issue after sending an official request from the Bolivian side to the Rosselkhoznadzor and having a phytosanitary certificate guaranteeing that this product is free from quarantine objects in the Russian Federation. At the end of the meeting, the parties expressed hope for fruitful cooperation between the two countries and agreed to continue discussing the issues of interest involving specialists in due course.

Rosselkhoznadzor Held Negotiations with Department of Agriculture of Ministry of Agriculture and Cooperatives of Kingdom of Thailand

Within the Rosselkhoznadzor activities on expanding exports of Russian grain and products thereof to international markets on March 14, 2018 the Service conducted technical negotiations with the Department of Agriculture of the Ministry of Agriculture and Cooperatives of the Kingdom of Thailand in a videoconference format.

The main purpose of the discussions was harmonizing the draft Protocol provisions in the field of ensuring security, quality and phytosanitary requirements for mutual deliveries of grain and products thereof. This document is planned to be signed by the competent services of the two countries.

The parties discussed the technical details and agreed upon the relevant issues and proposals. Based on the results of the negotiations, the experts agreed to exchange the final version of the draft Protocol in due course to provide early signing of this document by the competent services of the two countries.

Rosselkhoznadzor Held Meeting with Auditors from Directorate-General for Health and Food Safety (DG SANTE) of European Commission A meeting between the Rosselkhoznadzor and auditors from the Directorate-General for Health and Food Safety (DG SANTE) of the European Commission took place under the chairmanship of Deputy Head of the Federal Service for Veterinary and Phytosanitary Surveillance Konstantin Savenkov on March 12, 2018.

The visit of the representatives of the Directorate-General for Health and Food Safety (DG SANTE) to Russia was aimed at conducting the audit of the Russian state veterinary control system for dairy products and raw casings. Besides, much attention will be given to ensuring safety in production of these products intended to be supplied to the European market.

On the threshold of the forthcoming audit, which will last till March 23, 2018, the parties discussed the technical issues of the trip. The Rosselkhoznadzor specialists also made their European colleagues familiar with the state veterinary surveillance system of the Russian Federation, with the structure of the Rosselkhoznadzor, its competences and responsibilities.

In the course of the visit the auditors will visit establishments located in Tomsk, Moscow and Lipetsk Oblasts, Krasnodar Krai and Saint-Petersburg. Upon completion of the audit the representatives of the Directorate-General for Health and Food Safety will generate a report and submit it to the Rosselkhoznadzor at specified time.

It should be noted that the Rosselkhoznadzor has been successfully cooperating with the competent state authorities of many countries in order to improve the export capacity of Russia and to promote Russian products to foreign markets.

Auditors from Directorate-General for Health and Food Safety (DG SANTE) of European Commission Launch Work in Russia On March 12, 2018 the first meeting between the representatives of DG SANTE and the Rosselkhoznadzor officials will take place. Within the framework of the meeting issues of ensuring safety in dairy product and raw casing production for the European market will be discussed.

In the course of the forthcoming audit the delegation will visit the establishments authorized to export their products to the EU market which are located in Tomsk, Moscow and Lipetsk Oblasts, Krasnodar Krai and Saint-Petersburg.

Rosselkhoznadzor Participated in 14th Meeting of Permanent Russian-Iranian Commission for Trade and Economic Cooperation

On February 7, 2018 in Moscow the 14th meeting of the Permanent Russian-Iranian Commission for Trade and Economic Cooperation was held under the chairmanship of Minister of Energy of the Russian Federation Alexander Novak and Minister of Economy and Finance of the Islamic Republic of Iran Masud Karbasian. Аssistant to the Head of the Rosselkhoznadzor Vasily Lavrovsky took part in the work of the commission.

During the meeting, a wide range of issues related to the interaction of the two countries in the field of energy, transport, construction, health, education, use of natural resources, ecology and other spheres was considered. Much attention was paid to regional cooperation and cooperation in the field of agriculture and food trade, which is not surprising, as 42% of all supplies from Russia to Iran and 70% from Iran to Russia are represented by agricultural and food products, and the balance here is in favor of the Russian side.

Interim Deputy Minister of Agriculture (Jihad) of Iran Mehdi Kazem Nejad expressed satisfaction with the level of development of interagency relations, emphasizing the importance of strengthening the interaction of the veterinary and phytosanitary surveillance bodies of the parties in order to create conditions for unimpeded mutual deliveries of safe and quality products. In this regard, the growth of exports of Iranian fruit and vegetable, as well as some types of dairy and fish products to Russia, and an increase in counter deliveries of feed and plant components from Russia to Iran were noted.  An increase in the supply of chilled mutton from the North Caucasian Federal District, which in the two months of 2018 reached 700 tons, is more than double the purchases of this product for the entire 2017.

The intention of the Iranian side to permit the delivery of agreed types of livestock products was promising, and this involves frozen and chilled beef, chilled meat of small ruminants, poultry meat, table egg and fish products from Russian establishments under the guarantees of Rosselkhoznadzor.

The parties expressed satisfaction with the terms of the tripartite Memorandum on wheat trade that was earlier signed between the Ministries of Agriculture of Iran, Kazakhstan and the Russian Federation. In addition, the prospects for the development of contract production of vegetable products for the needs of Russia in Iran and soybean, sunflower, rapeseed, safflower and sesame for the needs of Iran in Russia were noted. The interest of the Iranian side in the development and purchase of timber processing industry products and cooperation in fisheries will also be underlined, which undoubtedly implies further deepening of cooperation between Russian and Iranian competent agencies to ensure the biosafety requirements.

The Russian-Iranian Working Group for Veterinary and Phytosanitary Issues remains the important instrument to strengthen such cooperation. Its third meeting is planned to be held in 2018 in the Islamic Republic of Iran.

As a result of the work of the Standing Committee, a corresponding protocol was signed by the co-chairs.

Vyacheslav Nikulin Held Meetings with INAPORC and AFRAA Representatives in Paris

On March 1, 2018 within the working program of the FGBI «VGNKI» at the International agricultural exhibition «SIA 2018» in Paris, France, Director of the All-Russian State-Financed Center for Quality and Standardization of Veterinary Drugs and Feed (FGBI «VGNKI») held a number of meetings with representatives of the French association of pork producers and processors INAPORC and the Association of French producers for cooperation with Russia in the field of agriculture and food AFRAA.

The president of the association Guillaume Roue noted that the cooperation in the field of ASF is extremely important today for the French pork industry, he also stressed the importance of cooperation and the development of a unified strategy on this issue with Russia and a number of European countries.

Director of INAPORC and AFRAA Didier Delzescaux presented the main activities of the AFRAA association and spoke about the priorities for the livestock sector in France.

Vyacheslav Nikulin discussed with Research and Development Project Manager of INAPORC Fabien Verliat a number of issues of antimicrobial use regulation, as well as research achievements in the field of control of antimicrobial resistance and measures of state control and supervisory authorities of France.

Fabien Verliat shared some practical aspects of scientific data application obtained as a result of research conducted by French laboratories in the current activities of veterinary services and manufacturers of veterinary drugs, and also expressed his willingness to exchange experience with the FGBI VGNKI in the field of animal health and food safety, in particular, antimicrobial resistance.

NB: Established on October 19, 2010, the Association of French producers for cooperation with Russia in the field of agriculture and food (AFRAA) unites 19 branch unions in the crop and livestock sectors. AFRAA also includes three associate members of the private and public sectors.

Meeting of FGBI “VGNKI” Delegation and French National Agency for Food, Environmental and Occupational Health and Safety (ANSES) in Paris

On March 1, 2018, within the framework of the International agricultural exhibition "SIA 2018" in Paris, France, a working meeting of the delegation of the All-Russian State Center for Quality and Standardization of Veterinary Drugs and Feed (FGBI "VGNKI") with representatives of the French National Agency for Food, Environmental and Occupational Health and Safety (ANSES). FGBI "VGNKI" was presented by Deputy Director, Head of the Certification Body Mikhail Matveyenko, who spoke about the main directions of the institution's activities and priority research projects.

The French side was represented by Director for Cooperation of ANSES with European countries and Russia Salma Eredi and Deputy Director of the Agency for Quality Control of Veterinary Drugs being part of ANSES, Catherine Lambert.

At the meeting the parties discussed the possibility of cooperation of organizations in the field of risk analysis, antibiotic resistance and GMO studies. Salma Eredi expressed her confidence in the need for cooperation between the organizations and reported on ANSES research laboratories that in a number of areas are adjacent to the activities of the FGBI "VGNKI".

The next organizational meeting will be held in May 2018, as part of the annual General Session of the OIE.

European Commission Inspectors to Visit Russia for Audit of Rosselkhoznadzor Activities on Export of Domestic Agricultural Products to Foreign Market

In March of the current year the European Commission inspectors will conduct an audit with respect to safety of animal products in Russia.

The Rosselkhoznadzor received a letter from the European Commission Directorate-General of the for Health and Food Safety with a proposal to conduct an audit in the Russian Federation to assess the effectiveness of safety measures during production of animal products supplied to the European Union. In particular, we are talking about export of milk, dairy products and casings.

Also within the framework of this visit, the European colleagues plan to visit farms that supply raw milk to processing companies and have the right to export products to the territory of the European Union. The visit of the inspectors from the European Commission is scheduled for the period from 11 to 23 March 2018.

Director of FGBI “VGNKI” Vyacheslav Nikulin met French Deputy Chief Veterinary Officer and President of French Federation of Butchers, Caterers and Meat Processors (FICT) On February 27, 2018 as continuation of the working program of the FGBI “VGNKI” delegation at the International Agricultural Show SIA-2018 in Paris (France) Director of the All-Russian State Centre for Quality and Standardization of Veterinary Drugs and Feeds (FGBI “VGNKI”) Vyacheslav Nikulin held a meeting with French Deputy Chief Veterinary Officer Stefanie Flateau on interaction in veterinary sphere.

One of the topics discussed was the update of the list of authorized establishments producing animal products destined for export to Russia as soon as the political situation changes. The Russian party noted that due to the fact that European establishments have not been exporting their products to Russia for almost 4 years, they will have to reconfirm their compliance with the RF and EAEU requirements. 

Within the meeting the parties discussed several other issues related to bilateral cooperation which will be sent as a proposal to the Rosselkhoznadzor by the French party.  Stefanie Flateau thanked the Russian side for the constructive approach to the settlement of arising issues within the Rosselkhoznadzor competence, and noted the regular work done by the French Veterinary Service to keep up with the Rosselkhoznadzor amended requirements for exported animal products. 

Besides Vyacheslav Nikulin held a working meeting with President of the French Federation of Butchers, Caterers and Meat Processors (FICT) Bernard Vallat. Bernard Vallat informed the Russian colleagues that FICT members are ready to supply those heat treated meat products which will not compete with the Russian products, and confirmed that it was possible to open food establishments in the Russian territory using Russian raw materials and employing Russian citizens. Vyacheslav Nikulin thanked the French party for its readiness for fruitful cooperation and understanding of the necessity to timely inform the parties on measures taken within the light of changing epidemic conditions.

For reference: Currently FICT is the association of 309 French producers of more than 450 different products with annual trade turnover of 6.6 billion euros. Besides FICT covers more than two thirds of French pork production and employs more than 135 thousand people.

The Rosselkhoznadzor Officials Participated to the 7th Meeting of the Russian-Iraqi Commission on Trade and Economic and Scientific-Technical Cooperation

The 7th meeting of the Russian-Iraqi Intergovernmental Commission on Trade and Economic and Scientific-Technical Cooperation chaired by the Dmitry Rogozin, Deputy Prime Minister of the Russian Federation, and Ibrahim Al-Jaafari, Minister of Foreign Affairs of the Republic of Iraq, was held in Moscow on February 28, 2018. Vasily Lavrovsky, Assistant to the Head of the Rosselkhoznadzor, and Julia Koroleva, Director of the FGBI “Centre for Grain Quality Assessment”, participated to the said meeting.

The following was included in the meeting agenda: aspects of trade and economic, scientific-technical and cultural cooperation that could contribute to Iraqi economy recovery, basic infrastructure restoration and to peaceful life of Iraqi citizens affected by multi-year combating terrorist occupation of the significant territory of the country.

Ibrahim Al-Jaafari thanked Russia for assistance in combating international terrorism and confirmed the Iraqi government intention to have Russia as a leading trade and economic partner again as it had been typical for bilateral relations between the countries.

Therewith, besides interactions in banking and financial field, energetics, transport and construction much attention was paid to cooperation in agricultural field and food trade.

Abdul Karim Hassan, representative of the Iraqi Ministry of Agriculture, responsible for National programme on wheat production development, confirmed that the Ministry is interested in qualification improvement and training of Iraqi specialists in various fields of agricultural production. Therewith, the parties agreed to promote scientific communication between the relevant research institutions and laboratories including that one on agricultural product safety and quality that should have positive impact on animal and plant product supplies from Russia to Iraq.

Abdul Karim Hassan agreed that interactions between the veterinary and phytosanitary regulatory authorities of the countries should be strengthened and assured that the Iraqi competent authorities would take required measures for granting Russian agricultural product access to the Iraqi market. In particular, the Iraqi Ministry of Agriculture considers the possibility of regionalization of the RF territory for some livestock diseases as well as plans to carry out inspections of several Russian meat-processing plants for listing the said Russian establishments in the Registers of exporters. The parties noted that the scientists of the Federal Centre for Animal Health (FGBI “ARRIAH”) were already participated in the foot-and-mouth disease control in the territory of Iraq by providing high-quality vaccines and required scientific and technical assistance.

According to Adel Al-Masoudi, Director General for international relations of the Ministry of Trade, Russian exporters of food wheat would have good prospects after agreeing requirements for grain quality and safety. Therewith, the Iraqi party was recalled that the Iraqi specialists had been invited to be acquainted with the Russian system for ensuring exported grain safety and quality that is currently trusted by over 130 countries in the world that buy Russian grains and products thereof.

Relevant protocol was signed based on the meeting results.

Director of FGBI “VGNKI” Vyacheslav Nikulin Held Meeting with Adviser-Envoy of Russian Embassy in France Mikhail Savva on Sidelines of Agricultural Exhibition "SIA 2018" in Paris

On February 27, 2018 on the margins of the International Agricultural Exhibition "SIA 2018" in Paris (France)Director of the All-Russian State Center for Quality and Standardization of Veterinary Drugs and Feed (FGBI “VGNKI”) Vyacheslav Nikulin held negotiations with the adviser-envoy of the Russian Embassy in Moscow on cooperation within the Organization for Economic Cooperation and Development (OECD), Mikhail Savva.

The parties discussed a number of issues related to the preparation of the institution for accreditation for good laboratory practice (GLP), as well as some aspects of the activities of the FGBI "VGNKI" related to good manufacturing practice (GMP). In addition, the parties noted the necessity of the participation of FGBI "VGNKI" in the Committee on Agriculture and Fisheries of the OECD, which is traditionally held in early May in Paris.

The representatives of the embassy noted the importance of cooperation in technical areas with the OECD, expressed their full readiness to support the FGBI "VNNKI" projects within the OECD and to facilitate participation of the Center’s authorities in the Committees of this organization where it is possible to discuss technical aspects of interaction.

In conclusion, the participants of the meeting discussed the possibility of signing an agreement on cooperation between the FGBI "VGNKI" and OECD.

Rosselkhoznadzor Held Meeting with Representatives of Embassy of Switzerland to Discuss Issues of Mutual Supplies of Animal Products

The meeting of the Rosselkhoznadzor and representatives of the Embassy of Switzerland was held on February 22, 2018. In the context of the working meeting, issues of mutual supplies of animal products were discussed. The representatives of the Swiss Embassy were specifically interested in further steps that should be taken for the extension of milk and meat product supplies from Switzerland to Russia as well as in the next inspection of the Swiss establishments by the Rosselkhoznadzor experts.

The Russian party informed that the inspection could be discussed as soon as the questionaries requested by the Rosselkhoznadzor will be examined. Such questionaries were forwarded by the Swiss party in December 2017 for the inspection preparation and revision of the List of the third countries. In case the Rosselkhoznadzor has any questions following the analysis, clarifying information will be requested.

The Rosselkhoznadzor officials further requested information on the procedure of approval of the Russian animal product manufacturing plants (beef, poultry meat, pork and ready-to-eat meat products) for their access to the Swiss market. Representatives of the Swiss party notified that they will examine the issue in detail and will submit all necessary information to the Rosselkhoznadzor.

Issue of comparative analysis of the Russian and Swiss animal health requirements was also discussed during the meeting. Currently the Russian party expects results of the analysis performed by the Swiss party and it is ready to discuss the above-mentioned issue during the working group meeting as it was previously proposed by the Swiss party.

The Swiss party proposed to hold the additional talks during the meeting of the ad hoc group of the OIE Regional Commission and to discuss the topical issues on the level of the Deputy Heads of the Competent Authorities of the both countries.

In order to avoid possible supplies of counterfeit products as well as to exclude any possibility of poor quality product importation into the Russian territory the Rosselkhoznadzor officials proposed their Swiss colleagues to move to the electronic certification, for instance, by integrating E-certification systems of the Russian Federation and Switzerland or by granting access to the Rosselkhoznadzor database (FGIS Mercury). The database facilitates transparency and safety of the imported products, and it proved to be efficient and convenient platform for international cooperation.

Rosselkhoznadzor Delegation Held Talks with Department of Livestock Development of Kingdom of Thailand on Russian Livestock Product Supply to Thailand

On February 21, 2018 in Bangkok as part of the business mission "Russia-Thailand "a meeting of representatives of the Federal Service for Veterinary and Phytosanitary Surveillance and the Department of Livestock Development of the Kingdom of Thailand was held.

During the meeting, the parties discussed technical issues on access of Russian livestock products, such as beef, pork and poultry meat to the Thai market.

The Russian side informed their Thai colleagues in detail about the system of veterinary control of livestock products and the surveillance of transboundary diseases in the Russian Federation. Besides, the issues of compartmentalization and regionalization of the Russian Federation with regard to African swine fever and avian influenza were discussed in detail. The Thai side provided the necessary explanations on the procedures for obtaining the permit for access of Russian products.

The Russian side invited Thai specialists to come on a visit to Russia for the purpose of reviewing the activities of the veterinary service in the territory of Russia. The parties exchanged direct contacts for further rapid cooperation in case of emerging issues. Also at this meeting, the issue of confirming the authenticity of veterinary certificates for Thai products transited through the territory of the Russian Federation, as well as other topical issues of bilateral cooperation were discussed.

Negotiations between Rosselkhoznadzor and Dr. Majid Al Qassimi, UAE Chief Veterinary Officer

Negotiations between the Rosselkhoznadzor and Dr. Majid Al Qassimi, UAE Chief Veterinary Officer were held on February 21, 2018. During the negotiations the Rosselkhoznadzor submitted copies of letters with the information about measures taken by the Russian party for HAI outbreak eradication in Russia and filled questionnaire on live animal import from the UAE to Russia. The UAE party promised to give comments on the submitted materials within a month.

The parties also discussed issues of mutual inspections of establishments interested in their product export to the country’s market. To consider the possibility of the UAE establishment approval the UAE Competent Authority will submit the previously requested information to the Rosselkhoznadzor in the nearest time and subsequently these establishments will be inspected. As for the Russian establishments the UAE party informed that they are ready to visit the establishments which completed the application procedure through electronic resources of the UAE Ministry of Climate Change and Environment (MOCCAE).

Besides, the UAE party submitted the model veterinary certificate for export of heat treated dairy products from one-humped camels from the UAE to the EAEU as well as information about persons authorized for signing the certificate.

At the same time the parties agreed to start activities basing on the preliminary notification about imported regulated product consignments from the UAE to the Russian Federation.

The parties also agreed on more close cooperation through direct contacts between the Services on issues of mutual interest.

Results of 18th Session of Russian-Armenian Intergovernmental Commission on Economic Cooperation In the period from February 19 to February 20, 2018 the 18th session of the Russian-Armenian Intergovernmental Commission on Economic Cooperation was held in Erevan, the Republic of Armenia. This event was preceded by the 1st session of the Russian-Armenian Working Group on Cooperation in Agriculture with the participation of the representatives of the Ministry of Agriculture of the Russian Federation and the Republic of Armenia. Assistant to the Head of the Rosselkhoznadzor Vasily Lavrovsky and Chief Specialist Expert of the Directorate for Phytosanitary Surveillance and Seed Control Ekaterina Nikiforova also took part in expert consultations and in the work of the Intergovernmental Commission.

In the course of the talks the representatives of the Rosselkhoznadzor and the State Service for Food Safety of the Ministry of Agriculture of Armenia reiterated the need to strengthen the cooperation between the surveillance services in order to provide favourable conditions for the development of mutual trade, to ease administrative pressure on bona fide participants of foreign economic activity while improving the traceability of trade flows, to increase safety and quality of food commodities subject to surveillance. The parties confirmed their mutual satisfaction with their joint work and agreed to further cooperate in the field of veterinary and phytosanitary control (surveillance), including the prompt exchange of technical information on products subject to surveillance.

The parties recognized the pressing need for the development of information systems in order to ensure safety and quality of agricultural products during mutual deliveries and in this context approved of the decision adopted by the Armenian surveillance service to implement FGIS “Mercury. Notification”.

The parties will continue consultations on a draft Decision of the Board of the Eurasian Economic Commission on amendments to the common procedure of veterinary control (surveillance) on the customs border of the Eurasian Economic Union and the customs territory of the Eurasian Economic Union, approved by Decision of the Customs Union Commission No. 317 of June 18, 2010 on Application of veterinary and sanitary measures in the Customs Union as regards supplementing information necessary for the implementation of electronic veterinary certification in the member-countries. The Armenian party will make its attitude clear to the Rosselkhoznadzor in the nearest time.

The decisions adopted by the Intergovernmental Commission were formalized through relevant Protocols.

Opening of the Kuwait market for the Russian livestock products

On February 20, 2018, the Rosselkhoznadzor held negotiations with the heads of the Food Agency of the State of Kuwait on the admission of Russian products to the Kuwait market. During the negotiations principal agreements were reached on the beginning of export of livestock products from Russia to the State of Kuwait.

Within the framework of these negotiations, the forms of veterinary certificates for the supply of meat products (beef, lamb, goat meat, poultry meat and products thereof), as well as eggs and egg products from Russia to Kuwait were agreed upon. In addition, the form of a veterinary certificate for honey and bee products was discussed. In the near future, the Rosselkhoznadzor through official channels will send the initialed veterinary certificates to the Kuwaiti side and place them on its official website.

Export of these products at the first stage will be possible from enterprises authorized for export both to the Kingdom of Saudi Arabia and the United Arab Emirates. In the near future, the Kuwaiti side will form its own list of certified enterprises, the inclusion into which will be discussed separately between the Rosselkhoznadzor and the Food Agency of the State of Kuwait.

Simultaneously, the Kuwaiti side reported that the supply of animal products from Russia to Kuwait is possible if they are accompanied by a "halal" certificate issued by the relevant organizations accredited for the preparation of such certificates for the Kingdom of Saudi Arabia.

The parties agreed that a system of preliminary notifications will be used for each consignment of Russian livestock products exported from Russia to Kuwait. Later, this system will be replaced by electronic veterinary certification.

In addition, the Rosselkhoznadzor invited Kuwaiti colleagues to the Russian Federation to visit the FGBI "ARRIAH" to establish and develop scientific cooperation in the field of animal disease control, as well as to approve the Russian surveillance system in order to obtain in the future the right to independently approve Russian enterprises for export to the State of Kuwait .

Forthcoming Negotiations Between Rosselkhoznadzor and Food Agency of Kuwait on Access of Russian Products to Kuwaiti Market

The negotiations between the Rosselkhoznadzor and the authorities of the Food Agency Kuwait will be held on February 20, 2018 in El Kuwait where issues of animal product supplies from Russia to Kuwait will be discussed. One of the key issues will be the discussion of measures taken by the Rosselkhoznadzor to ensure animal health safety in Russia during supply of controlled products intended for export, in particular with regard to avian influenza and other diseases. It is also planned to discuss the models of veterinary certificates that will accompany Russian product deliveries to the Kuwait market.

Rosselkhoznadzor Delegation to Visit Republic of Korea

On February 4-9, 2018, the Rosselkhoznadzor delegation including the representatives of the Central Office and the Territorial Administration of the Rosselkhoznadzor, as well as the director of the FGBI “National Center for Safety of Fishery and Aquaculture Products” visited the Republic of Korea (Seoul and Busan).

During the meeting with the representatives of the Ministry of Maritime Affairs and Fisheries of the Republic of Korea (MOF) the parties discussed issues related to mutual trade in fish products and their certification, as well as the procedure for issuing health certificates for fish, fishery and aquatic products exported from the Russian Federation to the Republic of Korea and/or to the EU after temporary storage in the territory of the Republic of Korea, that was introduced on January 1, 2018.

In addition, the Russian side got acquainted with the veterinary control procedure in the port of Busan during export of fish, fishery and aquatic products from the Russian Federation to the Republic of Korea and/or the European Union, as well as the conditions of its temporary storage in the territory of the Republic of Korea.

The parties confirmed their intention to further develop mutually beneficial cooperation in the field of compliance with veterinary, sanitary and safety requirements for mutual trade in aquatic biological resources.
