Rosselkhoznadzor Held Talks with Embassy of Canada in Russian Federation Meeting between the representatives of the Rosselkhoznadzor and Embassy of Canada in the Russian Federation was held on November 13, this year. Technical issues related to bilateral trade in animal products were discussed.

The parties discussed the procedure of veterinary certificate agreement for horse and small ruminant meat, exported to the EAEU countries from Canada. Both certificates are being agreed now by the member-countries. 

The Rosselkhoznadzor also informed the Canadian party about the interest in import of bovine colostrum, used for calf feeding, to Canada. The Service had sent a veterinary certificate model to the Canadian Food Inspection Agency in the previous week for consideration. The Canadian party noted that it would facilitate the rapid solution of this issue.

FGBU VGNKI Delegation Held Negotiations with the USDA Centre for Veterinary Biologics Negotiations between the FGBU VGNKI delegation and the management of the USDA Centre for Veterinary Biologics were held in the city of Ames, Iowa, on November 9, 2018.

The Centre for Veterinary Biologics is in the Animal and Plant Health Inspection Service within the US Department of Agriculture. The Centre performs control of veterinary drug quality in the USA and issues licenses for their production.

During the meeting representatives of the FGBU VGNKI and the Centre for Veterinary Biologics had a detail discussion on control of production of new and already marketed veterinary immunobiological products in the USA. The parties demonstrated common understanding of the importance of the integrated approach to control of veterinary drug quality and production.

The parties discussed the possibility of preparing a Cooperation Agreement. The Draft Agreement will be prepared and agreed upon in the nearest time. The American exports provided the VGNKI delegation with information on the Centre’s activities with respect to registration of vaccines for animals and inspection of their production in the USA as well as information on access of foreign veterinary drug manufactures to the US market. 

At the end of the meeting the representative of the Russian Institution invited the Management of the Centre for Veterinary Biologics to take part in the IV All-Russian GMP-Conference which will take place in 2019. The FGBU VGNKI will be among the organizers of the event.

Rosselkhoznadzor took part in 73rd session of World Trade Organisation (WTO) Committee on Sanitary and Phytosanitary Measures On November 1-2, 2018 the Rosselkhoznadzor representatives took part in the 73rd session of the Committee on sanitary and phytosanitary measures (SPS Committee) which was held in Geneva at the World Trade Organisation (WTO) headquarters.

It should be noted that the event is held on a regular basis and aimed at discussion of pertinent issues of ensuring veterinary, phytosanitary and food safety of agricultural products traded internationally. 

The major part of the SPS Committee agenda was traditionally dedicated to trade concerns expressed by Member States and connected to the measures taken by their trade partners. The process constitutes one of the instruments of pre-trial settlement of WTO trade differences. 

Notably, the EU reaffirmed its concerns with restrictions on access of dairy and meat products from three German states to the Russian market which it considers only long-drawn and also with restrictions imposed by the Rosselkhoznadzor on exports of finished fish products from Estonian establishments.

The Rosselkhoznadzor introduced the above-mentioned measures due to unsatisfactory results of auditing and monitoring of products from processing plants of the indicated countries. 

In their turn, the Rosselkhoznadzor representatives presented the progress results to the SPS Committee delegates and put forward ways of ultimate dispute settlement. The proposed ways involve close cooperation between competent surveillance bodies of three countries.

A new source of the EU concerns became the Russian restrictions on imports of cattle vaccinated against bluetongue which according to the EU contradict the OIE recommendations.

The Rosselkhoznadzor experts explained that since 2005 various bluetongue virus serotypes spread across European countries. At present, five EU countries declared themselves bluetongue-endemic.

According to the experts, the reason behind the spread of the disease is the global warming and subsequent expansion of habitat of bloodsucking insects which are primary vectors of the disease to the countries where it never occurred. International trade liberalization and population migration also contributed to the aggravation of the epidemiological situation. 

However, thanks to a rigid veterinary control, including that applied to international trade operations, Russia has remained free from the disease.

At the same time, interested in regular imports of valuable breeding cattle and small ruminants, Russia undertook preventive measures during the bluetongue epidemics in the EU to continue mutually beneficial trade in live animals. 

Among those measures were signing of a veterinary certificate agreed by the EU and Russia, recognition and regular adjustment of the bluetongue-free zone in the EU Member States as well as close contacts between Russia and EU’s research institutes and veterinary services.

Up to now, all the above-mentioned measures have been creating safe conditions for livestock supplies from certain holdings.

Recognizing the obligation to comply with the OIE standards taken by Russia when joining the WTO, the Rosselkhoznadzor is making efforts to harmonize the Russian veterinary legislation with the international one taking into account the existing epidemic risks, as well as economic interests of the Russian importers.

In addition, the Rosselkhoznadzor representatives held a number of bilateral meetings on the sidelines of the SPS Committee.

One of such events was held with the participation of the Brazilian delegation, which welcomed the Rosselkhoznadzor decision to resume beef and pork supplies from nine Brazilian establishments on November 1, 2018. In its turn, the Russian party recalled the obligation of the Brazilian veterinary service to inspect Russian fish establishments in November 2018 with a view to expand fish product export from Russia to Brazil. The parties will complete the technical preparation for the inspection in the nearest future.

The Rosselkhoznadzor also had a meeting with the Japanese delegation and discussed the procedure for testing Japanese food products for strontium-90 residues, which is deemed to be unduly burdensome by the Japanese experts. The representatives of the Russian delegation noted that, based on the monitoring data submitted by Japan, the Rosselkhoznadzor had limited the fish product testing programme to testing only the products originating from the Fukushima Prefecture most seriously affected by the Fukushima nuclear accident. That made it possible for Japan to increase its fish supplies to the Russian market nearly four-fold in 2018.

The Rosselkhoznadzor representatives emphasized that, in its export requests, Japan should take into consideration the reciprocal interest of Russian manufacturers in supplying meat products, (poultry meat, pork, beef) to the Japanese market.

As for the Turkish delegation, in the course of the talks, it asked the Rosselkhoznadzor to resume poultry product supplies from the enterprises subjected to restrictions due to avian influenza outbreaks in 2015 since the country is free from the said disease at present.

The Rosselkhoznadzor experts forwarded a letter listing the necessary actions to the Turkish party, as well as recalled the need for the parties’ reciprocal efforts toward the mutual acceptance of regionalization conditions with respect to dangerous diseases in birds and animals. The Russian party also pointed out the lack of progress in authorizing Russian livestock products for the Turkish market. At the end of the meeting, the Rosselkhoznadzor suggested synchronizing animal product authorization procedure for the development of trade relations between the two countries.

Rosselkhoznadzor Held Talks with Bureau of Fisheries and Aquatic Resources of Philippine Republic On November 8, 2018 the telephone conversations took place between the Rosselkhoznadzor and the Philippine Bureau of Fisheries and Aquatic Resources.

The purpose of the negotiations was to discuss the timelines of submitting reports on the results of the mutual inspections carried out at Philippine and Russian fish processing establishments for the production of animal products in September 2018.

The parties exchanged opinions on the results of inspections that were carried out and agreed to send these reports no later than November 15 of this year.

The parties agreed to hold additional technical consultations upon receiving the inspection reports.

Protocols Between Russia and China on Mutual Deliveries of Poultry Meat and Dairy Products Signed in Beijing Today, on November 7, the signing of protocols on mutual deliveries of frozen poultry and dairy products between the Rosselkhoznadzor represented by Head Sergey Dankvert, and the General Administration of Customs of the People’s Republic of China took place in Beijing. The event took place within the framework of the 23rd regular meeting of heads of the Russian and Chinese governments Dmitry Medvedev and Li Keqiang.

The signing of these documents is an important and long-awaited step on the pathway to building mutually beneficial and most efficient trade and economic relations between the two countries. After signing the protocols the parties will be ready to agree on the list of establishments approved for export of dairy and poultry products, after which the latter party will be able to commence deliveries.

Thus, trade in dairy products between China and Russia will include trade in bovine milk, goat and sheep milk, as well as products thereof. In particular, it concerns condensed and non-condensed cream, buttermilk, yogurt, kefir, whey, butter, cheese, cottage cheese and casein.

Dairy product supplies will be carried out on condition that the countries have the systems in place guaranteeing that raw milk is produced from healthy animals and that dairy products can be traced to the manufacturer and farms. The countries should also effectively carry out monitoring of residues of harmful and prohibited substances.

Dairy cattle used to obtain raw milk for exported dairy products should be supplied by farms free from foot and mouth disease, rinderpest, PPR, sheep pox, goat pox and other dangerous diseases, and farms shall be under the control of the competent authority of China or State Veterinary Service of Russia.

Poultry products, including offal - chicken hearts, liver, kidneys, gizzards and heads, as well as skin, wings, feet, cartilage and bones can be allowed to be exported frozen, provided that the veterinary and sanitary requirements of Russia, EAEU and China are fully met.

Poultry products will be supplied upon condition that quarantine requirements with respect to avian influenza will be complied with according to biosafety management system.

Export poultry products shall be derived from the poultry reared at the establishments that are free from avian influenza, Newcastle disease and other dangerous diseases. The establishments exporting their products shall have the appropriate veterinary and sanitary security level.

The signed protocols also regulate the requirements for the external and inner packaging, marking and certification of commodities. In particular, each batch of dairy and poultry products intended for export shall be accompanied by the original veterinary certificate drawn up in Russian and Chinese.

The producers of export dairy and poultry products shall be registered with the competent authorities of the parties as appropriate. Russian establishments shall be registered with the General Administration of Customs of the People's Republic of China, and Chinese exporting establishments shall be authorized by the Rosselkhoznadzor. The lists of Russian and Chinese establishments will be available on the websites of the parties’ competent authorities.

In 2013 the Rosselkhoznadzor commenced extensive work to ensure the access of dairy products to the Chinese market. In 2014 the Federal Service launched the same activity with respect to poultry products. Chinese food market is deemed to be one of the most promising areas for the realization of Russia’s export potential, especially taking into consideration the favourable geographical position of a number of the subjects, Siberia and the Far East in the first place.

The export authorization process lasted several years. Finally, at the end of 2017 and at the beginning of 2018, it was agreed to sign protocols on conducting inspection, quarantine, veterinary and sanitary control in regard to mutual deliveries of frozen poultry meat and dairy products between Russia and China. The signing of the said documents is highly significant for the further development of trade and economic relations between the Russian Federation and the People's Republic of China.

Rosselkhoznadzor held talks with General Administration of Customs of PRC in China On November 3, 2018 in Beijing (People’s Republic of China) the Rosselkhoznadzor representatives headed by Rosselkhoznadzor Deputy Head Konstantin Savenkov took part in expert consultations of the 22nd session of the Russian-Chinese Commission for Preparation of regular meetings of heads of government.

The parties discussed measures to promote exports of finished dairy products and frozen poultry meat and poultry by-products from the Russian Federation to China. Notably, they agreed on a procedure for exchange of lists of establishments authorized to export dairy products or frozen poultry meat to the markets of two countries as well as on a list of information pertinent to the matter.

The Chinese party undertook to promptly send its position on veterinary certificate for poultry meat exports from Russia to China. 

On November 6, 2018 Shanghai (PRC) hosted a plenary session of the Russian-Chinese Commission for Preparation of regular meetings of heads of government.

In terms of cooperation in agriculture the parties reached agreement on a phased opening of markets for agricultural products, promoting participation in agricultural events (congresses, expositions) and gradual boosting of business cooperation of two countries in the industry.

The parties highlighted the importance of the Protocol of the 7th meeting of the Russian-Chinese Permanent Working Group on Cooperation in the Field of Veterinary Surveillance, Phytosanitary Control and Food Safety signed on September 7, 2018 in Sochi and reaffirmed their commitment to implement it.

In the course of the Commission meeting the parties also negotiated a possible lifting-up of restrictions on exports of Russian beef for bones which were imposed earlier due to lumpy skin disease outbreaks in Russia and considered issues regarding Russian regionalization and compartmentalization for AFS and FMD (in terms of risk analysis during exports of pig and cattle slaughter products including by-products from Russia to China).

The parties deliberated the access of Russian finished meat products to the Chinese market and reaffirmed their intention to sign protocols on mutual exports of frozen poultry meat and dairy products.

As regards export boost of Russian crops to the Chinese market, the Chinese party will provide the information on the possible increase in number of Russian regions authorized to export wheat, corn, rice, soybean and rape to China till the end of 2018.

The parties stated again their intentions to agree upon and sign till the end of 2018 protocols on phytosanitary requirements for barley, beetroot pulp and soybean, rape and sunflower oil meal.

At the end of the meeting the parties expressed their hope for successful development of cooperation between the competent authorities in the veterinary field of two countries.

The parties signed a respective protocol at the conclusion of the session.

The Rosselkhoznadzor representatives also visited the 1st China International Import Exposition (CIIE) in Shanghai where products of different countries were presented. The Russian stand attracted a special interest from the visitors.

Delegation of National Organization for Agricultural and Food Research of Japan (NARO) to Visit FGBI VNIIKR On October 30, 2018 the delegation of the National Organization for Agricultural and Food Research of Japan (NARO) visited the Rosselkhoznadzor subordinate FGBI “VNIIKR”. The meeting was attended by representatives of the Russian Academy of Sciences. The main topic of the international meeting was the control of major pathogens and insect pests of potatoes using sustainable genetic resources.

Director of the All-Russian Plant Quarantine Center Alexander Sapozhnikov told the Japanese colleagues about the activities of the Center and its priority areas of development.

In response the Japanese experts showed the results of their research on Candidatus Liberibacter species and the methods for detection and identification of this bacterium, which are being developed by Japanese scientists at the moment. Special attention of the NARO experts was paid to Ca. L. solanacearum, because this species affects solanaceous plants, including potatoes, which is highly significant in the Japanese culture.

After the meeting the NARO representatives had an opportunity to visit the laboratories of the Testing Expert Center of the FGBI VNIIKR, familiarize themselves with the research methods used by the Institute, and personally assess the high level of laboratory equipment and competence of the institute's specialists.

In conclusion the NARO representatives who noted that the research activities of the FGBI "VNIIKR" scientists went ahead, expressed their extreme interest in the development of scientific and practical cooperation.

The All-Russian Plant Quarantine Center is an advanced scientific, methodological and practical center of the Rosselkhoznadzor in the field of plant quarantine. It regularly participates in international processes on scientific and regulatory interaction, and it is an internationally recognized arbitration expert center.

International Research-to-Practice Conference “Prospects of Russian Veterinary Science” Dedicated to the 60th Anniversary of the FGBI “ARRIAH” International Research-to-Practice Conference “Prospects of Russian Veterinary Science” was held by the Rosselkhoznadzor-subordinated FGBI “Federal Centre for Animal Health” (FGBI “ARRIAH”) in commemoration of its 60th anniversary according to professional tradition on October 26, 2018.

A total of 130 researchers, leading specialists and guests from Russia, Germany, France, Finland, Bulgaria, Serbia, Jordan, Pakistan, Paraguay, Taiwan and other countries participated in the Conference.

The following guests attended the event: Denis Lichi, Minister of Agriculture and Livestock of the Republic of Paraguay, José Carlos Martin Camperchioli, President of the National Service of Quality and Animal Health (SENACSA), and Dr. Julio Cesar Barrios Amarilla, Director of the General Office for Quality and Safety of Animal Products as well as Matti Aho, Director General of the Finnish Food Safety Authority (EVIRA).

Honored experts of the FGBI “ARRIAH” paid guests’ attention to the history of the FGBI “ARRIAH” development and creation of scientific knowledge and research practice recognized by international scientific community.

The FGBI “ARRIAH” started in 1958 with combating foot-and-mouth disease. Currently, the FGBI “ARRIAH provides scientific assistance in other areas including virus infectious diseases monitoring, assessment of risks of such disease introduction and spread, disease prevention and eradication, measures for animal health and environment protection in Russian Federation and in other countries.

Far from being complacent with its achievements the FGBI “ARRIAH” extends its production capacity and uses up-to-date technologies.

There was a comprehensive business programme within the Conference. Thus, Memorandum on scientific and technical cooperation prolongation was signed between the FGBI “ARRIAH” and Finnish Food Safety Authority (EVIRA).

The Memorandum envisages interaction between the parties including joint events in possible areas of cooperation namely knowledge sharing, PhD student training, advanced training of young scientists and specialists at the said institutions.

Besides, negotiations on interactions for ensuring epidemic freedom in the Asian-Pacific region were held between the FGBI “ARRIAH” officials and Taiwan delegation. Possible FGBI “ARRIAH” scientific methodical assistance in African swine fever (ASF) prevention in the view of detection of mass ASF outbreak in China and additional risks of ASF virus introduction to Taiwan was discussed.

Presentations on various aspects of highly dangerous and economically significant animal diseases, namely foot-and-mouth disease, lumpy skin disease and viral avian diseases as well as presentations on African swine fever, one of the most serious problems in the world, were made at scientific sessions of the Conference.

During the Conference, guests had an opportunity to assess scope of reconstruction and renovation of the FGBI “ARRIAH” laboratory and production facilities. The conference participants noted significant technological progress and modern equipment meeting international quality requirements at the FGBI “ARRIAH”.

Sergey Dankvert Held Talks with Minister of Agriculture and Livestock of Republic of Paraguay Denis Lichi The meeting between the Head of the Rosselkhoznadzor and the Minister of Agriculture and Livestock of the Republic of Paraguay took place in Moscow on October 29 of the current year and was a logical continuation of the visit of Paraguayan colleagues who had come to Russia in order to familiarize themselves with the activities of the FGBI “Federal Centre for Animal Health” (FGBI “ARRIAH”) subordinated to the Rosselkhoznadzor. The event was also attended by President of the National Service for Animal Quality and Health of the Republic of Paraguay (SENACSA) José Carlos Martin Camperchioli and Ambassador of the Republic of Paraguay to the Russian Federation Ramón Antero Díaz Pereira, as well as by the experts from the both sides.

The key topic of the dialogue was the discussion of the existing capacity for the increase in trade turnover between the two countries. Sergey Dankvert emphasized that the turnover between Russia and Paraguay had already delivered important outcomes. In particular, agricultural product turnover alone has made 715 million US dollars this year, whereas it made 434 million US dollars over the same period in 2017. Moreover, the quantity of Paraguayan animal products exported to the Russian Federation was quite impressive. Sergey Dankvert brought attention of the Paraguayan colleagues to the fact that all the requirements of the Russian Federation should be complied with, including those concerning product safety and quality. In this vein, the parties discussed the findings of the investigation carried out by the Paraguayan side with respect to the incidents of the illegal re-export of Brazilian beef under the guise of beef produced by an establishment in Paraguay that had been detected by the Rosselkhoznadzor. The Paraguayan party assured the Rosselkhoznadzor that it was taking all the necessary measures to ensure that such incidents would not recur in the future.

Still on the theme of turnover, the Russian party pointed out the opportunities for the increase in soybean deliveries from Paraguay to the Russian Federation. The Rosselkhoznadzor experts are to visit Paraguay in the nearest future to familiarize themselves with the system for the control of the quality and safety of these products.

In the course of the dialogue, possible cooperation between the parties was discussed in regard to the supplies of the FMD vaccine produced by the Rosselkhoznadzor subordinate FGBI “ARRIAH” to Paraguay where 100 % of livestock population shall be vaccinated. It was noted that the Russian vaccine is more effective than that currently used in Paraguay. Besides, the total cost of livestock vaccination with the use of Russian vaccines may be lower. Scientific support across the entire vaccination process can be seen as another advantage of using FGBI ARRIAH vaccines. It was underlined that even a single FMD outbreak in Paraguay might result in significant economic losses for the country, including the ban on animal product export to foreign markets, the Russian one being among them. In this connection, the Paraguayan party invited the Russian experts to visit Paraguay for further elaboration of the vaccine supply issue.

The parties emphasized the high level of the trusting relations between the countries and agreed to focus their efforts on the development of such cooperation.

Delegation of Paraguay Ministry of Agriculture and Livestock Paid Official Visit to FGBI ARRIAH On October 26, 2018 the official delegation from the Paraguay Ministry of Agriculture and Livestock headed by Denis Lichi, Minister of Agriculture and Livestock of the Republic of Paraguay, visited the FGBI ARRIAH. The delegation also included José Carlos Martin Camperchioli, President of the National Service of Quality and Animal Health (SENACSA), and Dr. Julio Cesar Barrios Amarilla,   Director of the General Office for Quality and Safety of Animal Products. The meeting was held in the framework of the research and practice conference “Prospects of the Russian Veterinary Medicine” devoted to the 60th Anniversary of the FGBI ARRIAH.

The talks were devoted to cooperation in  the field of animal health and, in particular, to FMD prevention.

Dmitry Lozovoy, the FGBI ARRIAH Director, mentioned that veterinary products manufactured in the institution are of high quality which is confirmed by different international statuses. He also expressed readiness to render assistance in developing highly effective FMD vaccines based on the circulating strains. 

Denis Lichi, Minister of Agriculture, highly praised the FGBI ARRIAH’s potential and proposals made by the ARRIAH experts. The parties agreed on cooperation through research projects on technical assistance to ensure disease freedom in the Republic of Paraguay.

The Rosselkhoznadzor will Inspect Consignments of Planting Material in Azerbaijan and Uzbekistan The Rosselkhoznadzor informs that on the invitation of National Plant Protection Organizations of the Republics of Azerbaijan and Uzbekistan the Rosselkhoznadzor specialists will visit these countries on October 25-27, 2018.

These visits will be aimed at inspection of planting material consignments prepared for export to Russia by exporters whose requests were obtained by the Rosselkhoznadzor.

On results of inspections and laboratory tests the  Rosselkhoznadzor will make a decision on possibility to export these planting material consignments to Russia.

Delegation of Embassy of Republic of Ecuador Visits FGBI “VNIIKR” in Run-up to Seminar for Ecuador Agriculture Quality Assurance Agency Specialists On October 23, 2018 the representatives of the Embassy of the Republic of Ecuador visited the FGBI “VNIIKR” subordinate to the Rosselkhoznadzor.

Head of the Directorate for Land Surveillance, Grain Quality and Safety of the Rosselkhoznadzor Olga Zakharova took part in the meeting.

The aim of the visit was to prepare the training seminar on “International quarantine practices” for specialists of the Agriculture Quality Assurance Agency of Ecuador (AGROCALIDAD) at the premises of the FGBI “VNIIKR”.

In his welcoming speech FGBI “VNIIKR” Director Alexander Sapozhnikov gave a brief overview of the main activities of the Institution and expanded on its Training centre which truly deserves the title of an international one. Each year more than one thousand specialists not only from Russia but from countries of the former Soviet Union and beyond undergo trainings at the FGBI “VNIIKR”.

The FGBI “VNIIKR” specialists presented a training programme prepared according to the demands of the Ecuador party.

Within the framework of the meeting the parties had a constructive dialogue on bilateral cooperation development and expansion of contact scope between the NPPOs of two countries.

After the meeting the representatives of the Embassy of the Republic of Ecuador had an opportunity to visit the laboratories of the FGBI “VNIIKR” Testing Centre, to get acquainted with testing methods used by the Institution and appreciate the laboratory equipment and the expertise  of the Institute’s specialists.

The Ecuador party expressed a particular interest in acquiring pheromones manufactured by the FGBI “VNIIKR” to fight harmful organisms that have a high economic impact in South America (Opogona sacchari banana moth) as well as in possibility to hold joint tests in Ecuador.

The representatives of the Embassy of the Republic of Ecuador noted that all information received during the meeting will be transferred to the AGROCALIDAD of the Republic of Ecuador for deliberation and elaboration of the cooperation strategy.

The training of the Ecuadorian specialists is planned for 2019.

FGBI "ARRIAH" Participated in Meeting of Standing Group of Experts on Lumpy Skin Disease Under OIE Umbrella In the period from October 18 till October 19, 2018 the 7th meeting of the Standing Group of Experts on lumpy skin disease (LSD) was held in Ohrid (Republic of Macedonia) within the OIE Regional Committee of the Global Framework for the Progressive Control of Transboundary Animal Diseases.

The event was attended by members of the European Commission, OIE representatives and staff of the Food and Agriculture Organization of the United Nations (FAO).

The Russian side was represented by Rosselkhoznadzor-subordinate employees of the Federal Center for Animal Health.

The main objectives reviewed at the SGE LSD7 meeting were updating the information on the epidemic situation and discussing the current vaccination strategy in each country.

The event was attended by the representatives of 14 countries. The participants discussed the current epidemic situation in the LSD infected Eurasian countries (Russia, Albania, Greece, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Bulgaria), as well as the outcome of the infection prevention and eradication measures in place.

Representatives of the European Food Safety Authority, together with experts of SGE LSD7, recommended to continue vaccination with a homologous vaccine in 2019 in Albania, Greece, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro and Turkey, and also in some areas of Serbia and Bulgaria (in the buffer zone within at least 80 km around the last LSD outbreaks).

At the same time the representatives of the Russian side expressed concern over numerous detection cases of the Neethling-type vaccine strain in diseased animals demonstrating clinical signs of infection. This fact potentially indicates to insecurity of homologous vaccines. This information was taken into account and documented in the SGE LSD7 final report.

FGBI “VGNKI” took part in a business breakfast devoted to antimicrobial resistance, which was held in the residence of the British Ambassador Today, on October 23, Deputy director of the Rosselkhoznadzor subordinate All-Russian State Center for Quality and Standardization of Veterinary Drugs and Feeds (FGBI “VGNKI”), Professor of the Russian Academy of Sciences Alexander Komarov and the senior researcher of the Center Dmitry Makarov took part in a business breakfast in the residence of the British Ambassador in Moscow. The event was devoted to the problem of antibiotic resistance in human and animal health, as well as to international efforts to control the latter.

Employees of the FGBI "VGNKI" told about the contribution of the institution and the Rosselkhoznadzor to the implementation of the approved national Strategy aimed at prevention of the spread of antimicrobial resistance in Russia for the period up to 2030. Representatives of the FGBI “VGNKI” also discussed the prospects for cooperation with scientific centers of other countries and with representatives of the embassies of the United Kingdom and the Netherlands in Moscow.

During the event, the world's leading experts in antibiotic resistance made presentations. Professor Shabbir Simgi, Co-Chair of the Veterinary Subcommittee of the US National Institute of Clinical and Laboratory Standards (CLSI), commented on the recommendations of the World Health Organization on the use of antibiotics in livestock sector, and Professor of the Utrecht University Jaap Wagenaar, spoke about the successes of the Netherlands in antibiotic resistance control.

The Assistant Minister of Health of the Russian Federation, Lala Gabbasova, reported on measures aimed at implementation of the Strategy and on the priorities of the Russian Federation in the sphere of antibiotic resistance control in human and animal health.

Rosselkhoznadzor Specialists Are Receiving Training in Vietnam The Federal Service for Veterinary and Phytosanitary Surveillance carries out the training of the Rosselkhoznadzor officers on requirements and standards of the food legislation of importing countries within the framework of the implementation of measures for the promotion of agro-industrial complex product export.

Another 3-day training workshop is now being held in Hanoi, Vietnam.

The workshop’s main theme is “Quality and safety requirements for the products of animal origin in Vietnam”. Within the framework of the event, the Vietnamese colleagues will make Russian specialists familiar with the Vietnamese legislation on animal product import.

Twenty-three specialists, including three officers of the Rosselkhoznadzor Central Office, thirteen inspectors of the Rosselkhoznadzor Territorial Administrations and seven specialists from the research institutions subordinate to the Rosselkhoznadzor, were involved in the said event on the Russian side.

Upon completion of the workshop on October 24, the participants will obtain certificates confirming the successful completion of training.

Rosselkhoznadzor Held Final Meeting with Delegation of General Administration of Customs of People’s Republic of China (GACC) on Inspection Results of Russian Establishments The final meeting of the Rosselkhoznadzor with the delegation of the General Administration of Customs of the People’s Republic of China (GACC) was held on October 22, 2018 in Moscow.

The parties discussed the intermediate results of the inspection that was conducted by Chinese experts in Russia from October 15 to October 22 of this year.

During this visit the delegation had an opportunity to familiarize themselves with the system of state phytosanitary control in Russia, inspect the growing, production and storage sites of sorghum, millet, beans and peas in the Novosibirsk Oblast, Altai and Krasnodar Krais. In addition, the delegation visited the Rosselkhoznadzor subordinate FGBI "Center for Grain Quality Assessment" and branches of the FGBI "VNIIKR".

Chinese experts noted the high level of equipment in the Rosselkhoznadzor laboratories and the accuracy of the research to determine GMOs in plant products and residual harmful substances - radionuclides, mycotoxins and pesticides.

The representatives of the General Administration of Customs of China also assessed the effectiveness of the existing system of state control in the field of plant quarantine.

During the negotiations the Rosselkhoznadzor experts provided the earlier requested additional information on the types of quarantine objects for Russia, both absent and partially present in the territory of the EAEU countries. Experts from the General Administration of the Customs of the People's Republic of China thanked the Rosselkhoznadzor specialists for the timely provided materials.
