Rosselkhoznadzor Imposes Temporary Restrictions on Corn and Soybean Import from USA

Today, the Rosselkhoznadzor has sent a letter to the Phytosanitary Issues Management under USDA APHIS, which in particular reads that in the course of the phone talks with the US party held on February 9, 2016, devoted to violations of international and Russian phytosanitary requirements for corn and soybeans imported to Russia, the Rosselkhoznadzor came to a conclusion that notwithstanding serious concerns of the Russian side the US party had not taken any measures to prevent export of corn and soybean consignments infested with quarantine pests. In this context and taking into account the lack of appropriate system used for phytosanitary condition control of corn and soybean consignments exported from the USA to Russia, in order to protect the Russian territory from quarantine pest introduction and spread from the USA and pursuant to the provisions of the IPPC and SPS Agreement the Rosselkhoznadzor deems it appropriate to impose temporary restrictions on import, including through the third countries, of corn and soybeans originating from the USA into Russia from February 15, 2016.
